Gonzales graduated magna cum laude from the University of Baltimore with a degree in political science. His career began in the mid 1980s as an analyst with Mason-Dixon Opinion Research. Mr. Gonzales helped develop, craft and implement election surveys and exit polls for Baltimore’s WMAR-TV Channel 2. Patrick Gonzales has polled and analyzed well over a thousand elections in Maryland and across the country since that time. His polling in the 2014 Maryland gubernatorial election foreshadowed Larry Hogan’s victory on Election Day. During an interview at WBAL 1090 AM radio in Baltimore, Maryland on October 27, 2016, Mr. Gonzales was one of the very few pollsters in the nation to state publicly that Donald Trump would win the 2016 presidential election. This poll was conducted by Gonzales Research & Media Services from June 4th through June 10th, 2018. A total of 800 registered voters in Maryland, who indicated that they are likely to vote in the November 2018 general election, were queried by live telephone interviews, utilizing both landline and cell phone numbers. A cross-section of interviews was conducted throughout the state, reflecting general election voting patterns. The margin of error (MOE), per accepted statistical standards, is a range of plus or minus 3.5 percentage points. If the entire population was surveyed, there is a 95% probability that the true numbers would fall within this range. An oversample of 505 registered Democrats in Maryland, who indicated that they are likely to vote in the June 2018 primary election, were also interviewed by live telephone. MOE for this group is plus or minus 4.5 percentage points. 2 Page Gonzales Poll, Embargo: 12:01 a.m., Tuesday, June 12th 2018 Gonzales Maryland Poll Executive Summary Democratic Primary The President’s on the other side of the globe striving for world peace (or, at the very least, a skosh of regional stability), but he’s front and center in the minds of Maryland Democrats who are getting ready to select a nominee to challenge a popular governor. When asked to pick the most important issue for them in the primary that begins Thursday, 46% say that “removing Donald Trump from office” is the number one issue. Getting rid of the President is followed by “public education (26%), “the economy and jobs (10%), “crime, public safety & law enforcement” (8%), and “the opioid epidemic” (3%). A majority of voters age 35-54 say that removing Trump is the principal stimulus for them (51%); as d0 50% of African-Americans and 52% of voters in the Washington metro region. The Democratic gubernatorial primary is developing structure. The two frontrunners are Rushern Baker, a solid, foundational politician who’s been immersed in Maryland politics for 25 years, and Ben Jealous, a former NAACP president who’s never before held public elected office, and who is waging a progressive, bust down the door-style crusade, à la Donald Trump’s campaign in 2016. Statewide, 25% of Democratic primary voters are supporting Baker, while 23% are voting for Jealous…trailing are Montgomery State Senator Richard Madaleno at 9%; the “ticket of Kevin Kamenetz and Valerie Ervin” at 7%; former Baltimore attorney Jim Shea with 6%; Krish Vignarajah, a former White House Policy Director for Michelle Obama, with 5%; entrepreneur Alec Ross at 2%; and Ralph Jaffe and James Jones each at less than one percent; with 22% still undecided. Geography is driving this election: Baker’s ahead of Jealous in the Washington metro region (Charles, Montgomery, and Prince George’s Counties), 38% to 16%, with 19% undecided, while Jealous is ahead of Baker in the Baltimore metro region (Anne Arundel, Baltimore, Harford, and Howard Counties, and Baltimore City), 28% to 17%, with 22% undecided. 3 Page Gonzales Poll, Embargo: 12:01 a.m., Tuesday, June 12th 2018 Gonzales Maryland Poll The two frontrunners are tied among white Democrats, while Baker is ahead with African-American voters, 30% to 24%. In his home county of Prince George’s, Baker has a 54%-18% margin over Jealous, and a slim 23% to 22% lead over Madaleno in Montgomery County. Jealous is up on Baker in each of the five jurisdictions that encompass the Baltimore region, but the advantage is slight and the region’s still up for grabs. Madaleno is beginning to show some movement in Montgomery, which includes his senate district, while Shea’s campaign seems to have gained a little spark with 17% of the vote out of Baltimore City. With turnout in non-presidential year primaries typically 30% or less, this election will be determined, obviously, by those voters who do decide to go to the polls. The trick for the myriad campaigns over the next two weeks will be to: A) pinpoint precisely who these voters are; and B) continue trying to acquaint voters in ways that make as many as possible choose to blacken the oval to the left of their ticket’s names on the paper ballot (please do not make any marks outside of the oval, and do not erase an errant mark). Men and women, blacks and whites, young and old, Baltimoreans, suburban Washingtonians, and rural Marylanders are all united in the positive emotion they feel for Hogan. Further, a laudable 75% of Maryland voters approve of the job Hogan is doing as governor (41% “strongly approve” and 34% “somewhat approve”), while 17% disapprove of the job he’s doing (10% “strongly disapprove” and 7% “somewhat disapprove”), with 8% offering no opinion on Hogan’s performance in office. Sixty-eight percent of African-Americans and 79% of white voters; 72% of women and 79% of men; 67% of Democrats, 90% of Republicans, and 74% of independents; 76% of millennials and 77% of baby boomers…all approve of the job Hogan is doing as governor, today. The key for Hogan is to preserve this elevated approbation through the November general election. The test for Hogan is framed by the reality that Maryland hasn’t reelected a Republican governor since Theodore McKeldin in 1954, and hasn’t reelected any statewide Republican since “Mac” Mathias in 1980. As mentioned earlier, President Trump looms large over this year’s election in Maryland. Statewide, 37% approve of the job Trump is doing in the White House (27% “strongly approve” and 10% “somewhat approve”), while a full throttle 60% disapprove of the job Trump is doing as president (49% “strongly disapprove” and 11% “somewhat disapprove”), with 3% providing no opinion. Governor Hogan leads each of his possible general election opponents by double-digit margins, with Rushern Baker keeping it most competitive…and the PG Executive holds Hogan farthest from the fifty percent threshold, which is the critical polling number for any incumbent seeking reelection. 5 Page Gonzales Poll, Embargo: 12:01 a.m., Tuesday, June 12th 2018 Gonzales Maryland Poll Statewide, 48% of November voters say they would vote for Republican Hogan “if the election were held today,” while 37% say they’d vote for Baker, the Democrat, and 15% are undecided. Hogan is up 54% to 33% among men, and has a slim 42%-40% margin with women. Hogan’s currently capturing 57% of the white vote and 27% of the black vote. Among Republicans, the governor’s capturing 81% of the vote, and is getting 54% of those affiliated with neither party. Among Democrats, the incumbent’s a hair’s breadth under 30% vote support, which is the “magic” number for a Republican in deep-blue Maryland. Hogan’s stratospheric popularity and approval create something of a political illusion. The reality is that while 67% of Democrats “approve” of the job Hogan is doing as governor, only 41% of this 67% say they are actually going to vote for Hogan, the Republican, for reelection in the November election. Against Jealous, Hogan leads 52% to 34%, with 14% undecided. In this matchup, Hogan moves up a tad in metro Baltimore, but the chief difference compared to Hogan-Baker is found in metro Washington. Hogan trails Jealous by a comparatively small 12 points in the D.C. suburbs (35%-47%), contrasted with being down by 25 points to Baker in the D.C. suburbs, 30% to 55%. Jealous’ softness in the D.C. region is thus: there is a hypothetical plurality preference for Hogan (R) over Jealous (D) currently in Montgomery County. Nobody should be under the delusion that Hogan will win Montgomery Co. in November (even vs Jealous), but in a close election, every vote is going to count. In a matchup with Madaleno, Hogan leads 50% to 36%, with 14% undecided. Madaleno is besting Hogan in Montgomery County by a margin of 55% to 30%. Maryland voters, overall, appear to be relatively contented. Sixty-two percent say that things in the state are moving in the right direction, while 24% think things are off riding the wrong track, with 14% offering no response. Many here in the state are pretty happy with the direction of things, but Republicans (79%), white voters (71%), and voters in the rural areas (76%) are most exuberant with the way things are going in Maryland. Voters are divided on their attitude toward legalizing commercial sports betting in Maryland, which a recent Supreme Court ruling opened the door for, allowing individual states to do so, if they choose. Statewide, a 41% plurality favor legalizing commercial sports betting (16% “strongly favor” and 25% “somewhat favor”), while 38% oppose commercial sports betting (28% “strongly oppose” and 10% “somewhat oppose”), with 21% not sure.
