Kaipo Raiser. Birch?eld told me initial information indicated Retired Sheriff Darrell Hill shot his wife, Dee in the stomach. It should be noted the victim's legal name is Dariena Hill, however, she is commonly referred to as Dee. I contacted Sgt. Raiser. He told me locai detectives from The Dalles PD were gathering at the OSP office and he was planning on writing the af?davit fora search warrant unless I was available. I told him I was available and wouid respond. At about 10:20am, I received a call from Sgt. Spicknail, he also requested 1 respond and to advise ifl needed additional assistance. At about 10:553m, I arrived at the OSP of?ce and met with of?cers regarding the details of the shooting. I prepared an affidavit for search warrant based on information I received from the officers. At about 12:40pm, I spoke with Judge John Olson by phone. He administered the oath to me, by my swearing that the information in the af?davit was providing to him was true and accurate. I then signed the affidavit and emailed it to Judge Olson. A short time later, he emailed the affidavit back, bearing his electronic signature. I then sent him the warrant for the residence. He electronically signed and email the warrant back to me. The affidavit and search warrant are attached to this report as an external document. At 1:23pm, Sgt. Raiser, Sgt. Kramer, Detective Rue and I went to the Hill residence located at Sgt. Kramer used a key in his possession to gain entrance to the residence through a door off the carport area. At 1:25pm, executed the warrant by reading it inside the residence. The gunsafe in the work room adjacent to the carport was ajar. I collected two handguns from the gunsafe and took them for safe-keeping. Sgt. Kramer and Det. Rue photographed the living room area using evidence tents and scales. We then collected several items of evidence, including two ?rearms, several magazines, ammunition, a shattered magazine reloader, and a spent casing. In reviewing the scene, I believe the firearm used in the shooting was 8 Glock Model 27, 40 caliber handgun that was located laying in the handgun case on the meal tray in the living room. At 2:30pm, we secured the residence and removed the crime scene tape from the entrances. Sgt. Raiser gave the house key to Richard Smith, Dee Hill's brother in law. I aiso spoke with Donna Smith, Dee's sister, letting her know we were done and that I left a copy of the warrant and items seized on the counter in the kitchen. i transported the evidence seized pursuant to the warrant to the Oregon State Police office in The Dallas and placed the items in a temporary evidence locker. I submitted the audio recording to Speak?Write for transcription. Kramer also gave me a copy of a DVD which was labeled as containing "picsNideofaudio" related to the investigation. At 9:25am, I received two bags of evidence from Sgt. Kramer and signed the evidence forms, transfering the items to my custody. The items received consisted of a plastic bottle containing a bullet fragment, keys found in Dee Hill?s pants pocket, miscellaneous clothing that the victim was wearing at the time of the incident, and a DVD from the patrol car of the initial responding unit (Shop 7). On 5-18-15, I logged items LAR into evidence at the OSP of?ce in The Dalles. I also placed two firearms seized from the gunsafe at the residence for safekeeping into the temporary evidence locker. I then prepared a return for the search warrant. Sgt. Raiser gave me a CD containing photos he received from The Dalles Police Department on 5-16?15. It appears several of the photos on the disk are duplicates from the scene, however, also included are several photos of the iniuries to Dee Hill at MCMC. I placed that disk into evidence as well. On 5-19-15 at about 10:30am, I delivered the af?davit, warrant, and warrant return to the Wasco County District Attorney's Office. I reviewed firearms qualification records provided by the Wasco County Sheriff?s Office for Darrell Hill for calendar years 2002 and 2003. At that time, he was proficient with his assigned duty weapon. The last quali?cation on the records provided is the HR. 218 PQC Qualification for Retired Police. The record indicates Darrell Hill last quali?ed on 4-16?10. On 5-20-15 at about 1:45pm, contacted Columbia Hills Family Medicine On 520-15 at about2:30pm, I contacted several of Darrell and Dee Hill's family members at MCMC, including their two daughters, Dee?s mother, and Dee?s sister. They told me Dee had made it through her third surgery and was out of recovery. I inquired about medical power of attorney. Initially, one of Dee's daughters said she had medical power of attorney, but a short time later, she said after discussing it, they think their parents? attorney, Charles Toole, has medical power of attorney. i asked if they had noticed any injuries to their mom's hands. Everyone present said they had not. At about 3pm, delivered medical release forms to Mr. Toole's of?ce. In reviewing the photos taken by Of?cer Chris Simonds at the scene, I notice that the Glock Model 27 was layin in the open gun case on the meal tray, with the loaded extended magazine and one magazine reloader also in the case. There is one empty extended magazine at Darrell's feet, under the meal tray. There is one ammo magazine on the ?oor next to Dee's right hip. On 5-26-15 at about 2:30pm, Detective Williams and I went to MCMC for the purpose of contacting Dee Hill and asking her to sign the medical release forms. Upon checking in at the front desk, the clerk said she needed to contact the nursing supervisor. A few minutes tater, the nursing supervisor and Lisa Erickson Sosa, the risk manager, contacted us in the tobby. The nurse manager said she didn't believe Dee was cognizant enough to sign a medical release. Lisa Erickson Sosa said she thought the hospital could provide records for Mrs. Hill for the ongoing investigation but would need to check. A short time later, I received a call from Erickson Sosa. She said they could release the records for Dee Hill but would need a subpoena for Darrell Hill's medical records. She said she could release Dee's records now, but that they wouldn?t be complete until she was discharged. On 5?27?15, I received Dee Hills medical records from MCMC. was noti?ed by records staff that her record would not be complete until after she was discharged, but the were able to rovide information available to this oint. ln reviewin her medical records rovided, note Dee Hill On 6-1-2015, i received Darrell Hills medical records from MCMC. I scanned through some 342 pages, noting that Dee Hill was in regular contact with Darrell's primary care physician. Darrell's diagnosis is identi?ed a have attached three reports from OHSU, MCMC, and Bend Memorial Clinic to this report as external documents. Dee was able to move to the library with assistance from nursing staff. She utilized a walker but otherwise was able to move on her own. The nurse guided her IV pole into the room. Dee said she was glad to see me and had been waiting for someone to come talk to her for a week. Dee told me she remembered on the day of the incident, Darrell was persistent asking to see his guns, as he had been for a long time. She said he was actually in a better piace he had been. She said Darrell had been asking to see the guns to make sure they were clean and dry; that they were not rusting. She said there was no discussion of him being able to go out and shoot. Dee said she went to the gun safe with the intention of getting the guns, showing them to Darrell, and returning them to the safe. She said she did not even close the safe upon removing the guns because she thought she would be immediately returning them. She said Darrell was concerned with checking to make sure they were clean and dry. Dee said she set the Glock case on the table in front of him. She recalls it being open and seeing the gun with two magazines laying in the case. She said she unzipped the case for the revolver, opened the chamber to make sure it was unloaded, and gave the revolver to Darrell. She said he knocked the case off of the tabie. She said she bent overto pick the case up and as she was standing up is when she recalls being shot. Dee said to her recollection she never touched the Glock that day. I told her we were trying to ?gure out what had happened and whether or not she had removed the magazine from the Stock and was possibly was unable to clear the chamber. She said she did not mess with the Glock at all because she is not with that gun. Dee mentioned an incident many years ago where Darrell accidentiy shot her, causing injury to her ankle. She said after that, Darrell was prepared to get rid of all of his guns. She said the incident really shook him up. After that, he became very involved with gun safety, teaching classes locally to the community and to officers' wives. Dee said all guns have since been kept unloaded in the house, secured in the gunsate, unless Darrell was preparing to go to work. Dee said she was surprised Darrell's Glock was loaded, but after thinking about it, thinks it must not have been unloaded after the last time he quali?ed on the range, post retirement. Dee said Darrell has always been a compassionate and loving person. She said even through his diagnosis- he has never become violent or hostile towards her. Dee said the incident was comp etely an accident. Dee said she initially noticed Darrell was having issues in November 2013. She said it wasn?t until several months later that he was diagnosed at Saint Charles in Bend Dee said it was initially explained to her as Dee was cooperative in stating that ifl needed any additional medical records for Darrell, she would authorize that and has the appropriate power of attorney. Dee told me she hopes to be released from the hospital to The Springs at Mill Creek. where she can rehabilitate with Darrell. She acknowledges that now, with her injuries, she is unable to care for him on her own, but looks forward to being back together with him. The complete medical records received from MCMC for Darrell and Dee Hill will be kept in evidence at TDO as it is unnecessary to attach them in their entirety to this report.
