Highland Park ISD-Dallas County 057911 ADMISSIONS INTERDISTRICT TRANSFERS FDA (LOCAL) [Note: For definitions applying to this policy, see FDA(REGULATION).] No Interdistrict Transfers Definitions Non-resident students shall not be permitted to attend District schools except as provided below. The following definitions shall apply to this policy. A person “resides” in the District if the true, primary, physical place where the person lives with the intent to remain for a considerable amount of time is within the boundaries of the District. A person’s residence is the fixed, permanent, and principal place of habitation that is the center of the person’s domestic, social, and civic life. A person can reside in only one place at a time. A “resident student” means a student who is eligible to attend District schools because the student or a parent of the student resides in the District. A “non-resident student” means a student who does not reside in the District and neither of the student’s parents resides in the District. The term “residence” means the student’s residence or the residence of a parent of the student, whichever residence is the basis for the student’s eligibility to attend a District school. A “proposed resident” means a student or the parent of a student, as applicable in a specific situation. Exceptions Resident students who become non-residents during the course of a grading period shall be permitted to continue in attendance for the remainder of the grading period. Resident students in grade 12 who become non-residents during the course of the senior year shall be permitted to continue in attendance for the remainder of the school year, in accordance with the procedures and requirements in FDA(REGULATION). If a resident student temporarily becomes a non-resident student because of the renovation or construction of a residence within the District, he or she shall be permitted to continue in attendance at the student’s school tuition-free for the remainder of the school year, in accordance with the procedures and requirements in FDA (REGULATION). Under limited circumstances, a non-resident student who is in the process of becoming a resident student shall be permitted to enroll in a District school in accordance with the procedures and requirements in FDA(REGULATION). Transfers shall be granted for one regular school year at a time, on a tuition-free basis. If a non-resident full-time professional contract employee separates from employment with the District during the school year, his or her children shall be permitted to continue in attendance in the same manner as noted above for a resident student who becomes a non-resident. Factors In approving transfers, the Superintendent or designee shall consider availability of space and instructional staff, the student’s disciplinary history, and attendance records. Approval of a student’s transfer request for one year shall in no way imply that approval in subsequent years or for siblings or members of the same family will be automatically granted. Transfer Agreements Tuition A transfer student shall be notified in the written transfer agreement that he or she must follow all rules and regulations of the District. Violation of the terms of the agreement may result in a transfer request not being approved the following year. If the District charges tuition, the amount shall be set by the Board, within statutory limits. Waivers The Board may waive tuition for a student based on financial hardship upon written application by the student, parent, or guardian. [See FP] Nonpayment The District may withdraw students whose tuition payments are delinquent. Appeals Any appeals shall be made in accordance with FNG(LOCAL) and GF(LOCAL), as appropriate.
