COMPLAINT

COMES NOW, the Indiana Department of Education (?Department? by counsel, Kelly
M. Bender, pursuant to Ind, Code? 20-28647, and for its complaint against Herman Paul Mater
(?Respondent?) alleges and States that: -
1. Pursuant to IC 20a28?5?7, the Department, after holdinga hearing, may at the discretion. I
of the State Superintendent suspend or revoke the license of a person who is known by I
the Department to have committed acts or have Convictions for offenses that may involve
immorality, misconduct in of?ce, incomp eteney, or will?ll neglect of duty.
2.. Respondent is a duly licensed teacher in the State of Indiana, license numbers: 1212713; I
1212714; 1212715; 1212712.
3. Around March of2018, the Department became aware of an 'inVestigation being
conducted by the Monnt Vernon Police Department and the Posey County Prosecutor?s
Of?ce regarding an allegation involving Mr. Meier and a former student,-
- the coarse of the investigation, Mia-detailed a sexual
relationship she had with her teacher, Mr. Meier. Ms-alleges she had an on?
going sexual relationship with Mr. Maie'r beginning when she Was in middle school at
fourteen (14) years of age, which would have been on or after September 22, 1997. The

relationship lasted until her junior year of high sohOol. Ms-alleges the

relationship begin with ?irting and having Mr. Meier pull her out of class and giving her
notes. Several witnesses con?rm seeing Ms.-getting notes 01' passing notes to
Mr. Meier. On one occasion several witnesses con?rmed seeing Ms.?et into a
vehicle with Mr. Maiei'. 011 this occasion Ms-sajr's MI. Maier took her to his
house, when his Wife was out of town, and they had sex at his house.

4.. Mr. Meier committed acts that involve immorality, misconduct in of?ce. and/or willful
neglect of duty.

WHEREFORE, the Department, pursuant to IC- ?20-28?5-7, requests that the Respondent?s

teaching licenses be revoked.
