200 OCI I0 PH 1=05 October 8, 2007 Messrs. Dave Eberle and Jeff Smith Pennsylvania Department of Environmental Protection Southwest Regional Office 400 Waterfront Drive Pittsburgh, Peunsylvania 15222 Dear Messrs. Eberle and Smith: Thank you again for taking the time to meet with Rick Sprecker and me to discuss the groundwater situation in Lawrenceville, West Virginia. As discussed during our meeting and in previous telephone conversations, our testing of springs in the backyards of a few residents in Lawrenceville has indicated possible impacts attributable to the Little Blue Run Impoundment. Sulfate, chloride, and calcium appear to be elevated in the Byard, Byers, and Culler springs. That being said, no primary drinking water standards have been exceeded or even approached. Moreover, we understand that all of this area is served by a public water supply. Nonetheless, in an abundance of caution, FirstEnergy Generation Corp. (FEGC) is voluntarily implementing the following steps. We understand that the Department is in agreement with this approach and that additional steps are not necessary at this time. ¯ ¯ ¯ ¯ Conduct a door-to-door survey in the main part of Lawrenceville to determine if there are additional wells or springs that can be sampled to develop our database and better characterize the hydrogeology of the hillside just west of the Little Blue Run Impoundment. If springs or wells are present, ask permission to sample the water. If a well is suspected of being impacted and it is being used to supply potable water, make an offer to connect the resident to the public water supply if the owner is not already connected. Once additional data is gathered, analyze the data and modify the water monitoring plan for the impoundment in order to assess long-term trends in water quality. Thank you again for taking the time to meet with us. We will oontaet you once we have received the results of the additional sampling.
