After conferring with my counsel we felt that sending you exactly what I sent Chairman Muir would be appropriate at 
this point in the process.   Here is what I sent him: 
 
On Tuesday May 8th San Diego County Water Authority (SDCWA) General Manager Maureen Stapleton behaved in 
an astonishingly inappropriate way.  During a conversation that she initiated with me at the closing of the 
Nossaman reception at and at the Brownstein event in Sacramento, Maureen confronted me about being “too 
chummy” with a member of the Metropolitan Water District (MWD) staff.   While there are many more details that I 
have documented, for the purpose of this request for investigation, here I report the salient things that I feel are 
potential violations of SDCWA’s sexual harassment, ethics, and/or code of conduct policies among others: 
  

Maureen falsely suggested that I was having an extramarital affair with an MWD employee, saying that 
“people are saying that you are having an affair.”  I am not! 

Maureen used her cell phone to show me inappropriate and degrading information about this MWD 
employee on an app or a website on her phone. 

During the course of her scrolling search for the MWD employee, she purposefully or inadvertently caused 
me to see many images of women in various stages of undress. 

Maureen said that this site or app was for women who like to have affairs with older men and that the fact 
that this MWD employee was on this website corroborated her suggestion that I was having this 
affair.  Again, I am not, and it is defamatory to state or suggest that I am having an affair.  Further, the fact 
that anyone is making such allegations is very upsetting to my wife, Sheri, to whom I have been happily 
married for 23 years.  I, of course, told my wife about these false allegations. 

At the Brownstein event, as I was relating what had happened a few minutes earlier to other SDCWA board 
members, Maureen pulled out her phone again and did the same extended scrolling through these dozens 
of inappropriate images showing these offensive images to others.   I believe that Board members Gary 
Arant and Tim Smith were among those who were in the area as Maureen showed the images.  However, it 
was a crowded room and the number could be much higher.  I know that Board members Elsa Saxod and 
Betty Evans were also in attendance. 
  
Throughout this whole episode, Maureen was extremely intoxicated.   She could not walk down the stairs from the 
Nossaman event unaided and I had to steady her walking when we got to the sidewalk.   After assisting Maureen for 
a short while, Board member Betty Evans and former Board Member Deana Verbeke came looking for Maureen.  I 
understood they were concerned for her because they were aware of her inebriated state.   They then escorted her to 
the Brownstein event.  Maureen’s state of inebriation was unprofessional, reflected badly on SDCWA, and I believe 
contributed to her inappropriate conduct and statements. 
  
Needless to say, this behavior is absolutely unacceptable.   Aside from her malicious defamation of the MWD 
employee, she also defamed me by suggesting that I was part of an extramarital affair.   She also showed me images 
and text of a sexual nature that was offensive to me.

 I hereby request that a formal investigation be launched in accordance with appropriate SDCWA policies.  I would 
also like a closed session item placed on the next Board agenda so that I can address this important personnel matter 
with the rest of the Board so that they can be appraised of her conduct and consider an appropriate disciplinary 
response. 
  
I would prefer that you not use any portion of this statement verbatim in your letter to SDCWA.   As you can see I have 
left Meena’s name out of this in order to preserve whatever confidentiality I can at this point.
