Chicago, IL 80605 June 19th, 2018 Mr. Jones and the CHA Board of Commissioners, Today, June 19th, 2018 CHA seniors from across Chicago are staging a die-in during the June 2018 Chicago Housing Authority Board Meeting to say simply: stop killing chicago's elders! We are here having cancelled doctors appointments and time with our family because we are angry. Your mismanagement endangers seniors? lives. You have endangered our lives by allowing us to ride in elevators out of code. You have endangered our lives by conducting unsafe renovations that prioritize your contractors' schedules above senior health. You have endangered us by allowing us to live in apartments without regularly working heat and working air conditioning. You have endangered us by hiring management companies whose common business practices are to bully residents, cut services, and retaliate with evictions. You have endangered us by ignoring these problems when we have brought them to your attention. We are outraged that you continue to put the profit of private developers and politically connected contractors over our own lives. This is not acceptable. We are here to demand that you: 1. Adopt the JASC Renovation Relocation Policy presented to you on February 6th, 2018 to ensure safety in all future renovations in senior buildings. 2. Install new heating, cooling and elevators in all senior buildings: This includes completely new elevators in all senior buildings, with and investing an additional $25 million to ensure that all heating and cooling systems work. 3. Make all bathrooms accessible by installing grab bars in all senior buildings. Tomorrow we will be delivering a letter to HUD to ask them to work in partnership with Jane Addams Senior Caucus to oversee CHA and ensure that elevators in senior buildings are kept safe. Sincerely, Jane Addams Senior Caucus Housing Committee Draft JASC Chicago Housing Authority Renovation and Relocation Policy Developing the Relocation Plan: (I) the IA must. ithin 60 days ofthe passing ofthis legislation. create a model renovation and relocation policy that complies with this ordinance. (2) 90 day prior to the commencement ofbuilding?wide renovations at a building with CI-IA public housing or project-based voucher units. the CHA must develop an individualized relocation plan for each building in consultation with residents. (3) This plan is to be submitted to the HUD. posted on website. and available in paper copies (translated into all ofthe major languages spoken in the building) in each building. To the extent there are greater tenant protections outlined in federal. state. or local law. the IA has an obligation to comply with all federal. state. and local protections concerning renoxations and relocations. Notice to tenants: I) Residents should know their exact moving date no later than 30 days in advance and should haxe 90 day notice ofthcir mandatory transfer. even for translers within the building. At least 45 days before relocation begins. CHA or its agent meets with each household individually to create a moving plan that is clear. has a Specific timeline. and meets the person's reasonable accon'tmodation and modification needs. Prior to this meeting. IA shall provide tenants with information and examples of reasonable accommodation requests. At least one week before moving date. the CHA and its agents will meet with the tenant individually again. (3) Changes in re ocation plans will require each resident to be personally notified. Residents must be noti?ed at least 2 weeks prior to their scheduled move. otherwise residents should receive another 30 day notice. Tenants temporarily transferred outside the building: it} Unless the resident requests otherwise. the CHA shall aim to provide a replacement unit in the same community area to the extent feasible so residents can keep their community support networks in place. All ofthe same protections for CI IA initiated transfers within the building apply to tenants transferred temporarily off-site. (2) IA should follow up with tenants after they are moved to ensure that they received help with unpacking.
