Background Information 
Ms. Caitlin Knight was a student at Pellissippi State Community College (Pellissippi) between August 2012 and 
May 2014 in the Culinary Arts program and took classes on Pellissippi State’s campuses and at the Culinary 
Institute at University of Tennessee‐Knoxville.  Dr. Tom Gaddis is an instructor in Pellissippi State’s Hospitality 
and Culinary Programs.  Dr. Gaddis was during this time, and remains, the Program Coordinator for Pellissippi 
State’s culinary arts program.  Dr. Gaddis is a tenured faculty member with the rank of Professor and has been 
employed by Pellissippi since 1997.  Ms. Knight received a Culinary Arts Certificate in May 2013, but she 
continued to take classes through May of 2014.  A notice of investigation was issued to both parties on 
December 11, 2017.

Summary of Complainant’s Statement 
Ms. Knight contacted Carole Gary, Director of Human Resources and Acting Title IX Coordinator, in early 
December 2017 alleging she had been the recipient of unwanted physical contact of a sexual nature from Dr. 
Gaddis when she was a student at Pellissippi.  Ms. Gary interviewed Ms. Knight on December 5, 2017.   
Ms. Knight stated that when she started the culinary program her father had somewhat recently passed away 
and she was in a very vulnerable place.  She feels that Dr. Gaddis recognized her vulnerability and began 
immediately to initiate physical contact that was unwelcome and uncomfortable.  The contact was described 
as uninvited front to front hugging where Dr. Gaddis would hold her at the waist for an extended period of 
time while she tried to lean away from him; coming up behind her and rubbing and massaging her shoulders; 
and placing his open hand on her bottom.  This behavior was pervasive and persistent during her time as a 
student at Pellissippi. 
Ms. Knight stated that there were several major incidents where the hugging and touching escalated.  Those 
instances were: 


Dr. Gaddis reached his hand into Ms. Knight’s chef pants during a class with others around and gave her a 
wedgy. She believed the class was Chef Tyler White’s culinary class in the Fall of 2013.  She stated that they 
were wrapping up for the day when Dr. Gaddis came into the classroom.  Her recollection was that Chef 
White was probably not still in the room.  Dr. Gaddis came up behind her and reached inside her chef 
pants and grabbed her underwear and pulled up on it.  Ms. Knight stated that she was not wearing street

 clothes under her chef pants.  She stated that she felt stunned and was in disbelief that Dr. Gaddis could 
be escalating his unwanted physical contact with her in view of others.  She believed a fellow student, 
identified in this document as Witness 2, witnessed the incident.   
 


During a culinary event at the Division Street campus, Dr. Gaddis suggested that her chef coat was not 
appropriately laundered.  Dr. Gaddis stated he had a spare chef coat, asked Ms. Knight into his office, 
closed the door, gave her a chef coat to change into, placed his chair against the closed door, sat in the 
chair facing Ms. Knight, nodded to Ms. Knight to change her clothes and watched Ms. Knight change her 
clothing with only her bra on underneath her chef coat.  Dr. Gaddis then allegedly pulled Ms. Knight into 
his lap as she was attempting to exit the room and held her there for a period of time.  Ms. Knight stated 
that this event disturbed her and she couldn’t recall what he said to her while he was holding her in his lap.  
She stated that he was talking, but she couldn’t focus on what he was saying as she was “freaked out” by 
his actions.  He eventually let her go and slapped her on the butt as she exited. 
 
 Dr. Gaddis arrived at Ms. Knight’s apartment in June of 2014.  She stated that Dr. Gaddis had helped her 
get the apartment and knew where she lived because of that.  Ms. Knight’s friend Benton Huddleston had 
been murdered the night before and Dr. Gaddis showed up unannounced.  Dr. Gaddis hugged her and 
instructed her to go shower upstairs as he was going to take her out.  She went upstairs and showered and 
changed quickly, stating that she was fearful that Dr. Gaddis would come upstairs.  Dr. Gaddis took her out 
for drinks at Double Dogs near the Hardin Valley campus.  They had a couple of beers each and Dr. Gaddis 
began to initiate physical contact by putting his arm around her and pulling her head close to his.  With his 
mouth near her ear he began to sing a song from a 1960’s or 70’s musical, perhaps Somewhere Over the 
Rainbow from The Wizard of Oz.  They then left the restaurant and went to a park where Dr. Gaddis told 
her about his marriage, how it was a marriage of convenience and he and his wife had an understanding 
that they could “go out on each other”.  Ms. Knight took this to be a less than subtle suggestion to her that 
he wanted to have sex with her.  They left the park and went back to her apartment.  They sat on the 
couch and while alone in the apartment Dr. Gaddis kissed her on the area between her neck and face.  Ms. 
Knight stated that she pulled away and soon after Dr. Gaddis left the apartment.   
 
Ms. Knight did not report the behavior to anyone at the time.  When asked if she ever initiated any of the 
contact she said “absolutely not”.  When asked if she ever told Dr. Gaddis the contact made her feel 
uncomfortable, she said “no”.   

When asked why she didn’t tell anyone or try to put a stop to the behavior, she stated that she was didn’t 
really know what to do about it and was unsure how to handle it.  Dr. Gaddis would often refer to himself as 
the Dean of the department and she knew he wielded a lot of power over her as a student and her career in 
hospitality/culinary arts.  She also stated that there was common talk amongst students that Dr. Gaddis was 
known to initiate uncomfortable touching with some female students, and some instructors, and he was 
known as being “creepy” in that respect.  It was Ms. Knight’s belief that because the inappropriate behavior 
was so widely recognized by others, that it must have been “just the way it was”.  This coupled with the 
authority he held over her educational success, she did not disclose the behavior to anyone in a position of 
authority, but did discuss it with her friends, who also witnessed, and one experienced, some of the behavior. 
She didn’t fully understand until later that that is not the way things are and that it was harassment.  She left 
Pellissippi soon after her friend died and moved back to Franklin, TN. 
Summary of Respondent’s Statement 
Ms. Gary interviewed Dr. Gaddis on December 19, 2017 at the Division Street campus.  Dr. Gaddis’ attorney, 
John Lawhorn, was in attendance.  There was some discussion about the relationship between Pellissippi State

 and the University of Tennessee as it relates to the culinary and hospitality programs and the 
degrees/certificates that can be attained.   
Dr. Gaddis stated that he had no recollection of inappropriate hugging or rubbing of shoulders with Ms. Knight.  
He stated that he may have reciprocated a hug initiated by Ms. Knight, but it was an “A frame” hug like you 
give your relatives.  Dr. Gaddis did not recall placing his hand on Ms. Knight’s bottom.  Dr. Gaddis stated that 
he had “no recollection” of placing his hand inside Ms. Knight’s chef pants.  Dr. Gaddis later stated in an email 
to Ms. Gary that he denied reaching into Ms. Knight’s pants versus having “no recollection” of it.  Dr. Gaddis 
asked if Ms. Gary could be more specific about the class this allegedly occurred in or the date, which Ms. Gary 
did not have at that time.   
Dr. Gaddis denied staying in the office when Ms. Knight changed her chef coat, claiming he handed her the 
coat, moved the chair back out of the way to exit the room, and stayed outside while she changed clothes.   
Regarding the incident at Ms. Knight’s apartment in June of 2014, Dr. Gaddis refused to answer questions on 
the advice of his attorney, stating that Ms. Knight was no longer a student at that time. 
Ms. Gary asked Dr. Gaddis if there were any witnesses he wanted her to talk to who could corroborate his 
story or speak to his character.  Dr. Gaddis felt that Chef Tyler White could speak to Ms. Knight’s character.  
Ms. Gary asked Dr. Gaddis if he had discussed Ms. Knight’s allegations with anyone other than his attorney and 
he replied that he hadn’t.  Ms. Gary stated she asked because, as she had told Ms. Knight, while the 
investigation was on‐going, she suggested neither attempt to discuss the investigation with others as this was 
a confidential matter.  She stated that only those who need to know about it would know, sharing that Dr. 
Gaddis’ supervisor was aware there was an allegation, but didn’t know the nature of the claims and Dr. Beth 
Norton would be the decision maker, but didn’t yet know the name of the faculty member involved. 
Dr. Gaddis concluded the meeting by stating that he doesn’t hang out with the students, he doesn’t go to their 
parties or out for drinks with them and he had worked hard and faithfully to ensure the program was a success 
over the years. 
Summary of Witness 1 Interview 
Ms. Gary spoke with Witness 1 on December 21, 2017.  Witness 1 stated that she is a former Pellissippi State 
hospitality/culinary student from 2011‐2013.  She did not want to be identified for fear of retaliation from Dr. 
Gaddis and indicated that she was afraid he would try to contact her and she didn’t want to talk to him.  
Witness 1 stated that she experienced inappropriate physical contact of a sexual nature from Dr. Gaddis while 
she was a student at Pellissippi.  The behavior began even before she was officially a student and included Dr. 
Gaddis insisting on holding her hand as they walked into the Visitor Center at UTK despite her protestation 
that she didn’t need him to hold her hand; initiating frequent and persistent hugs that were front on front 
where he would hold her in place around the waist and hold on “a lot more seconds than he should have”; 
holding onto her shoulders from the front, massaging them at times, and pulling her face close to his in an 
uncomfortable manner.   
Witness 1 also stated that Dr. Gaddis would pull her into his lap on occasion, sometimes behind closed doors in 
his office, sometimes with the door open.  Witness 1 saw Dr. Gaddis hug Ms. Knight in a similar fashion in his 
office.  She stated that she believed she received special treatment from Dr. Gaddis such as being allowed to 
make up a test in the vestibule outside of his office if she missed a test.  She believed Ms. Knight was extended 
similar exceptions.  Witness 1 stated that Dr. Gaddis had a reputation amongst students, and she believed 
faculty, of being “handsy” with young females.  She stated that Ms. Knight had shared with her at the time that

 she was experiencing unwanted physical contact from Dr. Gaddis and the two talked about their similar 
experiences with him.  Witness 1 noted that she was in a particularly vulnerable place when she started the 
program due to some serious health issues and she believed that Dr. Gaddis saw that and took advantage of it 
in his treatment of her. 
When asked if she ever told Dr. Gaddis to stop his behavior or that he was making her feel uncomfortable, she 
said “no” citing his status in the program and fearing retaliation.  When asked if she was friends with Ms. 
Knight and whether she believed Ms. Knight would be fabricating any of this, she stated that she and Ms. 
Knight were good friends and that Ms. Knight absolutely would not fabricate any of this. 
Summary of Witness 2 Interview 
Witness 2 was a female student at Pellissippi from 2011‐2014 and was in the hospitality/culinary program 
during the Fall of 2013.  Ms. Gary spoke with Witness 2 on December 21, 2017.  Witness 2 stated that she was 
worried about retaliation from Dr. Gaddis and asked not to be identified.  She stated that she and Ms. Knight 
were not friends, then or now, but only acquainted through school.   
Witness 2 had a culinary course with Chef Tyler White and another course with Chef John Alunni in the Fall of 
2013.  She believes it was in Chef White’s class that she witnessed what appeared to be unwelcome contact 
from Dr. Gaddis to Caitlin Knight.  She said the class was wrapping up and it wasn’t uncommon for Dr. Gaddis 
to drop by class at UTK to check in, speak with the Chefs and students, etc.  It was near the end of the class 
when Dr. Gaddis arrived.  Students were cleaning up and moving in and out of the room and she believed that 
Chef Tyler was not in the room when this incident happened.  She stated that Ms. Knight was standing behind 
and across a table from Witness 2 and both were finishing up their work.  The table was waist high and had 
some shelves on top partially blocking her view.   
Dr. Gaddis worked his way over to Ms. Knight, stood very close behind her with one of his shoulders almost 
touching one of Ms. Knight’s shoulder, not directly behind her, but a little off center‐e.g. the front of his right 
shoulder being very close to the back of her left shoulder.  Witness 2 looked up and Dr. Gaddis was talking to 
Ms. Knight quietly and she could see that his arm was hanging behind Ms. Knight in the vicinity of the center of 
her back and bottom.  Witness 2 stated that she became concerned for Ms. Knight as Ms. Knight had a solemn 
blank stare and looked distressed.  Witness 2 couldn’t see clearly what Dr. Gaddis was doing, but she believed 
something was going on because Ms. Knight was staring down at the table and looked very grim and blank.  
Witness 2 inferred that Ms. Knight’s look indicated that something was happening to her that was distressing 
her.  Witness 2 said it all happened very quickly, but it was one of those times where you are seeing something 
happen that shouldn’t be and you can’t believe it.  When asked if she could be certain where Dr. Gaddis’ hand 
was or what Dr. Gaddis was doing, if anything, with Ms. Knight she admitted that she couldn’t because her 
view was partly blocked. 
Witness 2 learned later in the week from Ms. Knight that Dr. Gaddis had reached inside her chef pants during 
that class and she surmised that that was what she had witnessed in the class earlier.  Witness 2 did not 
experience similar treatment from Dr. Gaddis positing the reason being that she grew up with a strong father 
and three brothers and sent off vibes that would make it very clear to him that she wouldn’t tolerate it.  She 
stated that at the time there was a fair amount of chatter amongst the students that Dr. Gaddis was “creepy” 
in this way with young women.  When asked if she thought it was possible Ms. Knight was fabricating this story 
she stated, “No, absolutely not”.

 Summary of Witness 3 Interview 
Witness 3 is a male student who was in the “hospitality/culinary program” at Pellissippi State during the same 
time as Caitlin Knight and spoke Ms. Gary on December 21, 2017.  Witness 3 was aware from Ms. Knight and 
Witness 1 at the time that Dr. Gaddis engaged in inappropriate interactions (lingering hugging, shoulder 
massages, pulling them into his lap).  He saw Dr. Gaddis hug young female students with some frequency.   
Witness 3 stated that it was considered common knowledge amongst the students that Dr. Gaddis was 
inappropriate with some women and this was talked about openly amongst the students.  Witness 3 was 
contacted by Ms. Knight shortly after Dr. Gaddis showed up at her apartment in June 2014, so he was aware of 
her allegations at that time.  Witness 3 first heard of Ms. Knight’s allegations about Dr. Gaddis reaching in her 
pants approximately in the Fall of 2015, two years after it had happened, from Witness 2. 
Ms. Gary clarified that Witness 3 did not have any first‐hand knowledge of some of the more serious alleged 
events.  In response, Witness 3 stated that he did not have first‐hand knowledge of Dr. Gaddis interacting with 
Ms. Knight in this fashion, but he did have some information which he believed would speak to Dr. Gaddis’ 
character and personal integrity.  He stated that Dr. Gaddis had a “bizarre habit” of making things up and liked 
to tell tall tales about himself.  When asked what those tall tales were, he stated that Dr. Gaddis would tell 
students in his classes that he had been a sniper with a secret organization but he couldn’t talk about it and 
that he was on the Clemson National Championship football team.  Some of the students tried to verify the 
Clemson National Championship team story and easily found all of the names on the team roster on the 
Internet and Dr. Gaddis’ name was not on any of those lists.   
Witness 3 said that he and Ms. Knight were very good friends and when asked if she could be making this up 
he stated, “Absolutely not, what would be in it for her”? 
Summary of Tyler White Interview 
Chef Tyler White is an employee at the Culinary Institute at the University of Tennessee and works closely with 
Pellissippi students enrolled in UTK’s culinary courses.  Chef White and Ms. Gary spoke on January 9, 2018.  Dr. 
Gaddis works closely with Chef White and often visits his classrooms to check in on students or meet with Chef 
White.  Chef White was familiar with Caitlin Knight and stated at the beginning of the interview that Dr. 
Gaddis’ attorney had been in touch with him already regrading Ms. Knight’s allegations against Dr. Gaddis. 
Chef White stated he was going to be truthful as he was with Dr. Gaddis’ attorney stating that he had seen Dr. 
Gaddis hug Ms. Knight in a front on front manner on several occasions as well as hug other young female 
students over the years in the same manner.  He has seen him massage the shoulders of female students 
though was unable to specifically name a time or a student.  He described Dr. Gaddis’ attentions to be 
reserved for young, pretty, white females.  When asked if he had ever witnessed Dr. Gaddis reach inside Ms. 
Knight’s chef pants during one of Chef White’s classes, he stated that he had not seen Dr. Gaddis touch anyone 
“below the waist”.  He also had not seen Dr. Gaddis grab a female and pull them into his lap.  However, he 
added that in his opinion Dr. Gaddis paid an unusual amount of attention to Ms. Knight while she was enrolled 
in the program.  He stated that in the past year he had seen Dr. Gaddis exhibit a lot less of that hugging and 
shoulder massaging behavior with young females.   
When asked how he would describe Ms. Knight’s character, Chef White described Ms. Knight as someone who 
was very young and immature at the time she was in the program but had matured a lot over the past few 
years.  He said she was “interesting” at that time, well liked amongst other students, had ok grades and 
attendance, and could be flirtatious and perhaps engaged in attention getting behavior at the time.  Ms. Gary 
asked if that flirtatiousness and attention getting behavior would translate into Ms. Knight initiating the

 hugging or physical contact, Chef White said, “No, I wouldn’t see her as someone who would have initiated 
anything like that” with Dr. Gaddis.  When asked if he thought it was possible that Ms. Knight was making up 
some of this he stated that she would not make it up, that some of what she alleged he had witnessed.  In his 
own experience he tries very hard not to be in one‐on‐one situations with students, but Dr. Gaddis would 
make it “very clear to his students that they had to see him for advising”, which was a one‐on‐one meeting.  
He stated that Dr. Gaddis would also bring students over to UT in his car and would be alone with female 
students then, a practice that Chef White did not think was the best idea. 
Chef White was aware from Dr. Gaddis, who had called him recently regarding the allegation, that Dr. Gaddis 
had gone over to Ms. Knight’s apartment when Benton Huddleston died.  Chef White believed that Dr. Gaddis 
helped Ms. Knight get the apartment, having some connection to it, and helped her find a job.  He went onto 
say that he could understand why Ms. Knight didn’t or couldn’t say anything about the treatment at the time 
because faculty wield a lot of authority.  Dr. Gaddis tried to tell Chef White that he went over to Ms. Knight’s 
apartment that night because Chef White’s now wife texted him and told him to go, an allegation Chef White 
says his wife denies.   
Chef White stated that in addition to Dr. Gaddis calling him about these allegations, Dr. Gaddis’ attorney had 
also called him and wanted Chef White to call him back once Chef White and Ms. Gary had spoken so he could 
tell Mr. Lawhorn what Ms. Gary and Chef White discussed.  Chef White indicated that he told Mr. Lawhorn that 
he was not going to play that game and get in the middle, but he would accept a phone call and continue to tell 
the  truth.    Ms.  Gary  also  learned  that  Dr.  Gaddis  had  attempted  to  contact  Chef  White’s  wife  during  the 
investigation. 
Summary of Witness 4 Interview 
Ms. Gary spoke to Witness 4 on January 19, 2018.  Witness 4 was a student in the “Hospitality Restaurant 
Management program” at Pellissippi in 2013‐2014 and currently owns a restaurant in west Knoxville.  She 
stated that she was in her 40’s when she was considering whether she would go back to school and it was at 
that time that she first talked to Dr. Gaddis.  She said she would have nothing but praise for Dr. Gaddis as he 
was a strong help to her during school and since she has opened her own restaurant.  Witness 4 stated that 
she had never had any interaction with Dr. Gaddis that made her feel uncomfortable or that was 
inappropriate.  When asked about hugging, she stated that she had hugged and been hugged by Dr. Gaddis, 
but not in an inappropriate way.  She said that she was a very social person and sometimes initiated the hugs, 
but clarified that Dr. Gaddis never initiated hugs while in a classroom.  She witnessed hugs with others but 
always normal friendly hugs that were appropriate to the situation and seemed to be welcomed.  She stated 
that she had been in social settings with him, Instructor Holly Knowling, and students and he was always very 
professional.  When asked about chatter amongst the students that Dr. Gaddis was creepy or inappropriate, 
she stated that she was a smoker and hung out with students during smoke breaks a lot and no one ever 
talked about him in that type of way.  She stated she had never heard him brag about being in a secret 
organization as a sniper or being on the Clemson football team.  When asked if she knew of a student at the 
time named Caitlin Knight, she did not recognize the name and didn’t remember her or know her.  Witness 4 
stated that she has continued to find Dr. Gaddis an immense professional support for her in the operation of 
her business and was always willing to talk about the business with her. 
Summary of Witness 5 Interview 
Ms. Gary spoke to Witness 5 on January 19, 2018.  Witness 5 stated that she was in the hospitality program at 
Pellissippi from 2012‐2015.  She came straight from high school and immediately found both Dr. Gaddis and 
Pellissippi instructor Holly Knowling as warm, welcoming, and generous.  Her understanding of Dr. Gaddis role

 in the program was as him being “the head honcho man” who developed the curriculum, supervised other 
faculty, advised students and was running the whole show.  Witness 5 found Dr. Gaddis easy to talk to and was 
able to open up about her personal life and he acted appropriately as a counselor, helping her immensely as a 
student.  She had been hugged by Dr. Gaddis but not in an inappropriate way, just in a human way.  She stated 
that she had never heard him joke inappropriately or say or do anything that someone could construe as 
offensive or inappropriate.  Witness 5 also had been interviewed by Pellissippi’s former Executive Director of 
Equity & Compliance in 2015 regarding similar allegations against Dr. Gaddis.  When asked what she thought 
about being interviewed again, she stated if the complaint was from two different people that might be a red 
flag, but if it was the same student then she thought that student might have a vendetta against Dr. Gaddis.  
Witness 5 was unaware of any alleged statement by Dr. Gaddis of being a sniper or playing on the Clemson 
football team.  She summed up her statement by reiterating that she never felt offended by Dr. Gaddis, that he 
always left his office door open when they were talking unless she asked him to close it and she never 
experienced anything inappropriate with him. 
Summary of Witness 6 Interview 
Ms. Gary spoke with Witness 6 on January 19, 2018.  Witness 6 was a student at Pellissippi in the 
“Hospitality/Culinary program” in 2012‐2014.  Witness 6 stated that she had seen Dr. Gaddis hug students, 
including her, but not in an inappropriate fashion.  She said that Dr. Gaddis didn’t have kids of his own and 
treated students in the program as if they were his kids, in a fatherly fashion, and that he just wanted to make 
sure they succeeded in the program. 
She stated that she had spoken already to Dr. Gaddis attorney and was told that there was an allegation 
against Dr. Gaddis by a student who was in Chef Tyler White’s International Cooking class, a class that the 
attorney believed Witness 6 was also in at the same time.  She stated that, as she told Dr. Gaddis’ attorney, 
she didn’t recall seeing Dr. Gaddis do or say anything inappropriate during his visits to the class. Witness 6 
stated that all of her interactions with Dr. Gaddis were appropriate and professional.  Ms. Gary asked if she 
remembered Caitlin Knight and Witness 6 responded that she did.  When asked about how she would describe 
Ms. Knight, Witness 6 stated that she was “crazy” and “had no qualms about being herself”.  She stated that at 
that time Ms. Knight was a bit of “a loose cannon” and you never knew what to expect. To illustrate her point, 
Witness 6 provided an example of Ms. Knight coming to class one day, clearly tired and sleepy, dressed in a t‐
shirt, leggings and a fuzzy bathrobe and slippers.  Dr. Gaddis’ attorney had already told Witness 6 that the 
allegation was that he reached inside a female student’s pants and grabbed her underwear during Chef 
White’s International class.  Witness 6 found this to be baffling because Dr. Gaddis was so professional with 
her.  Witness 6 said that she did not witness Dr. Gaddis do anything inappropriate in Chef White’s class.  When 
asked, she stated that a student and an instructor might be alone in that class near the end when students 
were cleaning up and going in and out of the classroom, but it wouldn’t have been for long.  She described the 
room as having many small rooms off of it and some cabinets and shelves in the middle where the students 
worked.  When asked if she believed that Ms. Knight could be making this up she stated that Ms. Knight was 
someone who was really “laid back”, “chill” and would have just brushed off that type of behavior versus 
complaining about it, so she now found her allegations confusing.  She reiterated that Dr. Gaddis treated her 
as if she was one of his children. 
Summary of Witness 7 Interview 
Ms. Gary spoke with Witness 7 on January 23, 2018.  Witness 7 was a student at Pellissippi from 2011‐2014 
and was Ms. Knight’s roommate.  Witness 7 stated that she had known Ms. Knight since kindergarten and they 
were roommates for the entire time Ms. Knight was enrolled at Pellissippi from 2012‐2014.  Witness 7 stated

 that Ms. Knight would talk about Dr. Gaddis being “a creeper” and would tell her things that he would do, or 
try to do, as those things occurred.  The two things that Ms. Knight remembered specifically was Ms. Knight 
telling her that Dr. Gaddis had taken her to his office, given her a uniform part to change into, closed the door, 
and watched as Ms. Knight changed.  Ms. Knight told Witness 7 that she didn’t know what to do so she just 
turned her back and changed as quickly and as discreetly as possible.  Witness 7 stated that Ms. Knight told her 
about this incident within a week of it happening, if not the same day.  Witness 7 also remembered Ms. Knight 
telling her that Dr. Gaddis had reached inside her chef pants and given her a wedgy and how creeped out Ms. 
Knight was by that.  She stated that Ms. Knight told her of this the day it happened, or very soon thereafter.  
Witness 7 talked about Ms. Knight’s father passing away and how Ms. Knight was in a fragile place at this time.  
She thought that Ms. Knight didn’t report the treatment she received from Dr. Gaddis partly because of being 
in that fragile place and partly because Dr. Gaddis was in charge of her grades.  When asked if in this fragile 
place, Ms. Knight might have initiated some of this contact, Witness 7 stated, “Oh, God no”.  She also stated 
when asked that Ms. Knight would never make anything like this up. 
Miscellaneous  
During the investigation, Ms. Gary discovered that Dr. Gaddis had contacted current students enrolled in his 
classes this Spring (2018) regarding being a character witness for him.  Ms. Gary emailed Dr. Gaddis and 
explained why this was potentially harmful to him as it put his students in a very uncomfortable situation and 
could possibly create a perception of retaliation if they agreed, or did not agree, to speak on his behalf and Dr. 
Gaddis had power over their grades and career.  She also warned him that it could be perceived as him using 
his authority to influence his current students.  Dr. Gaddis clarified that he had only reached out to one current 
student of his.  He objected to the notion that he was doing anything wrong by asking a current student to 
provide a statement on his behalf.  As to Ms. Gary’s warning that because he will issue grades to current 
students, the request of a current student to speak to his lawyer could be perceived as retaliation if the 
student doesn’t want to be involved and receives a poor grade in his class.  Dr. Gaddis stated that “could be 
does not make it so”. 
Finding of Facts 









Ms. Caitlin Knight was a hospitality/culinary student between 2012‐2014.  Dr. Tom Gaddis was the 
Program Coordinator and an instructor in the program during this time.   
 
In addition to his teaching responsibilities, Dr. Gaddis advised students; ensured curriculum guidelines 
were met; dropped by the classes taken by the program students at the University of Tennessee‐
Knoxville; recruited potential students to the program; and supervised the Pellissippi State instructors 
who taught in the program. 
 
Dr. Gaddis asserted he had “no recollection” of hugging Ms. Knight and said that it “can’t be true at all” 
except as reciprocated A‐frame hugging initiated by Ms. Knight.  Dr. Gaddis had “no recollection” of 
rubbing her shoulders, but he might pat someone on the shoulder. 
 
There are no first hand witnesses to the changing of the chef coat allegation and Dr. Gaddis denies it. 
 
There are no first hand witnesses to the alleged interaction at Ms. Knight’s apartment in June 2014.  
Dr. Gaddis refused to answer questions about that night on advice of attorney.

Witness 1 reported experiencing inappropriate hugs from Dr. Gaddis, shoulder massages, being pulled 
into Dr. Gaddis’ lap by him unwillingly, and suffering physical contact such as unwanted hand holding 
from Dr. Gaddis.  Witness 1 believed she was preyed upon by Dr. Gaddis because she was vulnerable. 
 
Witness 2 believed circumstantially that Dr. Gaddis had inappropriate interaction with Ms. Knight in 
Chef Tyler White’s class in the Fall of 2013.  Witness 2 did not witness Dr. Gaddis touch Ms. Knight in 
that class.  Witness 2 did not experience unwanted physical contact with Dr. Gaddis. 
 
Witness 3 had second hand information regarding the allegations and did not witness any of the 
alleged behavior.  Witness 3 asserted that during the time he was in the program, students openly 
discussed Dr. Gaddis being “creepy” because he would put his hands on women.  Witness 3 alleged Dr. 
Gaddis would make up stories about himself (Clemson football, sniper). 
 
Chef Tyler White has witnessed Dr. Gaddis hugging women (typically young, white and attractive) in 
the program, and believed he had an “unusual interest” in Ms. Knight.  Chef White believed he had 
seen Dr. Gaddis massage shoulders of these same women, but could not recall a specific example of 
shoulder massages.  Chef White asserted that Dr. Gaddis would be alone with students in an advising 
situation and drive alone with students, or prospective students, over to the University of Tennessee 
to see the facilities.  At the time, Chef White found Ms. Knight to be “interesting”, immature and 
perhaps engaged in attention getting behavior.  Chef White said he had seen less of the hugging and 
shoulder massaging behavior from Dr. Gaddis in the past year. 
 
Witness 4 stated that Dr. Gaddis had never hugged her in a way that was inappropriate.  She found Dr. 
Gaddis to be very professional and appropriate in all of his dealings with her during school and since 
she has graduated.  Witness 4 had never heard Dr. Gaddis talk about being on the Clemson football 
team or being a sniper.  She had never heard other students talk about Dr. Gaddis being creepy. 
 
Witness 5 stated that she had never been made to feel uncomfortable by Dr. Gaddis and he never 
hugged her in a way that inappropriate.  Witness 5 had never heard Dr. Gaddis make inappropriate 
jokes and always found him to be very professional with her.  Witness 5 stated that she had been 
interviewed by someone at Pellissippi in 2015 regarding a similar complaint against Dr. Gaddis. 
 
Witness 6 stated that she had been hugged by Dr. Gaddis but not in an inappropriate way.  She never 
felt uncomfortable around Dr. Gaddis and believed he treated her as he would one of his children and 
was there to encourage and support the students.  Witness 6 considered Ms. Knight at the time she 
was a student to be “crazy” and a “loose cannon” and “had no qualms about being herself” providing 
an example of Ms. Knight showing up to class in bed clothes with a robe and slippers.  Witness 6 was 
dismayed at the allegations of Dr. Gaddis as she had a great professional experience with him as a 
teacher and mentor.  Witness 6 was perplexed that Ms. Knight would bring these allegations as she 
believes it was behavior that Ms. Knight would have brushed off at the time.

Witness 7 stated that she was Ms. Knight’s roommate from 2012‐2014.  Ms. Knight told Witness 7 within 
in a week, if not the same day, of Dr. Gaddis allegedly reaching into Ms. Knight’s chef pants and the 
incident where he closed the door to watch Ms. Knight change her clothes.  Witness 7 did not relay any 
other information about the uniform change to Ms. Gary other than what is in this report. 

 
Please be aware that Pellissippi State policies, as well as state and federal law, prohibit any form 
of retaliation against anyone in connection with the filing of this complaint or participating in the 
investigation of this complaint. Retaliation is strictly prohibited regardless of the outcome of the 
current investigation, and may in itself be grounds for disciplinary action. If any person feels they
