Neither occurred. ➢ In 1993, there were 110,000 settlers living in the West Bank. Today, there are approximately 385,900 settlers in the West Bank. WEST BANK: Territory Breakdown ➢ 2.75 million Palestinians live in Areas A and B (40% of West Bank). ➢ 385,900 settlers live in Area C (60% of West Bank land). ➢ Area C effectively off limits for private Palestinian private development . ➢ 70% of Area C designated by Israel as state land and/or included within boundaries of regional settlement councils, making it exclusively for Israeli use. ➢ Remaining 30% of Area C is restricted from Palestinian development because it requires Israeli permits which are rarely granted (1 in all of 2014/15). WEST BANK: Demolitions in Area C ➢ From 2009 to November 2016, 4,072 Palestinian structures have been demolished, and 6,360 Palestinians were displaced. ➢ There are more than 13,000 pending demolition orders against Palestinian structures, 77% of which are for structures on private Palestinian land. ➢ Every structure built since 1967 is subject to demolition unless it has an Israeli permit, which are rarely granted (1 in 2014/15). ➢ In 2016, the pace of demolitions has accelerated dramatically, with 875 structures destroyed and 1,300 displaced. WEST BANK: Israeli Economic Activity in Area C ➢ Israeli economic activity in parts of the West Bank that are off-limits to the Palestinians generates billions of dollars annually for Israel’s economy. ➢ 15 Israeli industrial settlements generate $1 billion in manufacturing output. ➢ 9 Israeli quarries yield 12 million tons of material, valued annually at $900 million. ➢ More than 23,000 acres of agricultural land generate hundreds of millions of dollars in revenue for Israel. ➢ Israel also benefits economically from wineries, Dead Sea mineral extraction, and tourism sites in the West Bank. WEST BANK: Oslo Reversed in Area C ➢ Instead of Israel transferring Area C to Palestinian control, there has been a systematic reversal of this process. ➢ 70% of Area C taken for exclusive Israeli use, settlements expanding and population growing outposts legalized and economic activity increasing. ➢ Virtually no Area C land transferred to Palestinian control in the past 20 years. ➢ Palestinians displaced, homes and agriculture destroyed. ➢ Palestinian growth prevented in the majority (60%) of West Bank land – only one permit issued in 2014/15.
