Thank you once again for all that you do to make such a dynamic University. This is underlined by our standing as
the fastest growing public institution in Illinois during the past 20 years, our annual position on the President?s Higher
Education Community Service Honor Roll, the fact that the National Science Foundation has ranked second for
federal research and development expenditures among all Carnegie master's large, primarily residential universities, and
our history of providing affordably excellent education.

In order to continue to support your efforts and continue positive momentum and growth, we took what we
consider to be a thoughtful, moderated reallocation proposal regarding state funding to the Board of Trustees as
recognition of progress. This proposal drew support from President Randy Dunn and from the three Metro East
trustees, Amy Sholar, Shirley Portwood, and Luke Jansen. They all firmly believe that the time for an updated
reallocation model of funding between the Edwardsville and Carbondale campuses has arrived.

This afternoon at the regularly scheduled board meeting in Carbondale, the vote was 3-4 with one abstention, and the
proposal did not pass. Support was expressed for bringing in a consultant to review the allocation model. This will occur
in 2018-2019. Many Trustees stated that they thought should receive additional funding (Le, "a bigger piece of the
pie?) and their confidence was high that we would accomplish great things at with additional funding. But, at this
time, no immediate reallocation will result from this proposal.

We recognize that has its budget challenges, but those challenges should not impede the progress of which
depends, in part, on an equitable distribution of the state allocation. The time has come for to capitalize upon its
and potential to create a new era, something that has been recognized by our legislators.

Very soon, State Representative Jay Hoffman, who represents district, will introduce legislation that would create
separate Trustee boards at Ca rbondale and Edwardsville. The legislation would also shift the current allocation
conversation from the SIU Board of Trustees to the Illinois legislature. We appreciate the actions of our local legislators,
including Katie Stuart, Monica Bristow, and LaToya Greenwood who support the legislation, and look forward to
reviewing the specifics of Representative Hoffman?s proposal.
