Martha Franklin Executive Director On Tuesday, October 29, 2013 3:23 PM, "Sandstedt, Erik R" wrote: Dear Martha, I need to follow up on Patrick’s request from yesterday. Could you please take a couple minutes to specifically confirm circumstances with the termination of Mr. James Wilson’s contractor /consultant contract. We need to have specific and accurate answers to the following questions to insure the relationship between Mr. Wilson and the Alexander Housing Authority is completely dissolved. Our Office needs to receive this information as soon as possible. As of Friday October 25, 2013 1) Verify that Mr. James Wilson is no longer a contract employee or paid consultant. 2) Verify that Mr. Wilson is no longer able to access or review Housing Authority records or correspondence to and from the Housing Authority to its customers, employees, consultants, Board and any other Government entities. 3) Verify that he has vacated his office in the Connell Smith Building (The Alexander County HA Main Office) and does not currently have access to any Housing Authority property. 4) Verify that no further payments for service beyond Friday October 25 will be made to him. 5) Verify that any keys or access cards have been returned and if necessary change locks or access codes (identify which has occurred). Verify that any computer accounts or email have been closed and that his access to all ACHA computer systems including email directly onsite or indirectly through the internet or other means have been cancelled and revoked. 6) Has Mr. Wilson separated himself from the operation of the Alexander County Housing Authority meaning that he is no longer consulting with or giving directions to yourself, Staff, the Housing Authority Attorney or any paid consultants or the Board on any and all Housing Authority issues? Verify that all staff, consultants and Board members are aware his contract is void and has been terminated? It is important that you specifically and completely answer these questions. If Mr. Wilson is refusing to leave and fully separate from the Housing Authority and its operation we also need to ask that you truthfully disclose if this is the case so we can take whatever measures are necessary. Your previous response below to our inquiry is not specific enough in the details to confirm answers to the questions listed above and for us to verify his status. Finally we would like to see any letters, emails or Board minutes from the Alexander Housing Authority sent or given to Mr. Wilson on this issue voiding his contract and concluding his contract employee /consultant position. Martha, you are Executive Director and should be totally responsible for running the Housing Authority at this time without the input or influence of any individuals other than your Board. We recognize that given Mr. Wilson was your supervisor for a number of years that this situation may have been / or maybe be awkward for you to enforce the termination of his contract employment / consultant status with the Alexander County Housing Authority, but it must be done. We need you to confirm that it has occurred or disclose if there are reasons why it has not occurred. Thank you for your cooperation in this matter and patience in answering the detailed questions listed above. If you have any questions or concerns do not hesitate to contact Patrick or myself. Department of Housing Urban Development 77 West Jackson Blvd. Chicago, IL 60604?3507 RE: Clari?cation for James Wilson Dear Mr. Cano and Mr. Sandstedt: The obsession you show in reference to Mr. Wilsons involvement with the Alexander County Housing Authority looks to be of a personal matter or may be of a vendetta because of his outspoken criticism of your visit and behavior at the Alexander County Housing Authority. I repeat Mr. Wilson?s contract has been voided He no longer is an employee of the Alexander County Housing Authority, has no personal belongings here, etc. However, Mr. Wilson has graciously volunteered to give assistance to me and the Board at our request He has pledged to attend every public Board Meeting and will give advice when asked (and he will be). The Board and myself gladly accept this help from Mr. Wilson He was Executive Director for 25 years Was a past Board member of the Alexander County Housing Authority and Mayor of Cairo for 12 years and knows this community and Housing Authority better than any other person. Thus, myself and the Board will call on Mr. Wilson to assist us on many endeavors. *Note As we assumed from your initial visit You have taken on an adversarial role unlike anything the Housing Authority has ever experienced from HUD. Thus, all contact in the future will be by email, fax or letter where the Housing Authority can have an accurate record of your actions.
