They can also make any changes they see fit to my draft. For reference, I in my capacity as manager of tourism and events in 2011 i got approval from the then City Manger to put up the original banner, my understanding is that we have used it each year since when Dubiin made it to a final. The local parks person came to me recently (as the original banner was in no fit state to display) as he thought I was still the person to authorise a replacement. i passed on the request to Declan Wallace as its placement had been so positive over the years. He duly approved the replacement banner. in 2011 we also had differing opinions about the banner but the positive reaction from Dubliners and Tourists outweighed the negative and today we use a number of city landmarks to promote positive initiatives.
