About the Peoples Water Plan Public-private partnership • Peoples Water proposes bringing world-class water to Pittsburgh by forming a regional partnership with municipalities across Allegheny County. • Each municipality would maintain public ownership of all current assets. • Peoples would be solely responsible for all capital investments and plans to make those investments with no taxpayer or government money. Community and customer benefits • High-quality water at affordable prices for partnering municipalities in Allegheny County. • Water rates the same or lower than projected regional customer rates, including a three-year PWSA rate freeze. • Generous payment programs for lower-income customers. • A commitment to significant hiring from the local and minority workforces. • Reduced costs, time and disruption for customers thanks to efficiencies from replacing gas lines and water lines together. • Streamlined customer service process through Peoples’ existing Pittsburgh-based call center, operations and emergency dispatch. • No taxpayer money used for the project. State-of-the-art facility and distribution system • Reduced carbon footprint for the plant operating entirely on renewable energy (solar and hydroelectric), making it one of the most energy-efficient and environmentally friendly plants in the world. • Water quality as good as bottled, thanks to membrane filtration that produces cleaner water with fewer chemical additives. • Accelerated modernization of the city’s pipeline infrastructure, replacing PWSA lead customer-owned pipes on an expedited basis. Economic impact and job creation • Millions of dollars will be injected into the local economy for jobs, materials and trades during the construction of the water treatment plant and the linear infrastructure. • Additional jobs will be created for the operation of the water filtration system and call center. • Local trade unions will be involved in the construction activities. • Peoples is committed to significant hiring of local and minority workforces. Partnerships with municipalities • Peoples is open to partnering with any municipality in Allegheny County to deliver world-class water to their residents. • Benefits to partners will include access to the new water treatment facility, removal of lead service lines, modernized pipeline infrastructure and a new customer service center and billing technology, as well as cash flow to pay off debt incurred for water assets. • Peoples Water will be regulated by the Pennsylvania Public Utility Commission, with water rates set by the PUC.
