Solano Energy Farms Water Wells Project: Proposed Mitigation: The project proposes to follow a "pilot" program for a period of 7 (seven) years to determine the acceptable yield of the aquifer from which the irrigation water will be drawn. While prior studies have indicated that suf?cient water can be extracted to fa rm the Sola no Energy Project as proposed in the application, County has opined that additional studies need to be performed. To prepare additional studies at this time would be to simply repeat hypothetical studies providing little or no accuracy. The plan therefore is, with real time and actual known pumping data, the applicant and the County have discussed and agreed to a pilot program for a period of seven (7) years. Under this plan the applicant would be granted a Conditional Use Permit to extract a base of 2000 AC FT/yr for the term of the CUP. During the first seven years the applicant shall be allowed to extract up to 3200 AC FT/yr with the following provisions. First, prior to any pumping, applicant shall retain a quali?ed expert to perform a series of tests throughout the seven years and then provide the equivalent of a groundwater report to show that the basin can or cannot continue to provide the requested amount. Second, prior to pumping said expert shall perform a baseline water table test and then perform an annual groundwater level test. Third, the expert shall provide a report to the County on an annual basis on the results of the test and any information the expert considers necessary to properly monitor the basin level based on the current pumping rate. At the conclusion of the seventh year, expert shall prepare a report to show the groundwater level changes over the seven years along with an analysis and projections of the basin to show whether or not the applicant can continue to draw 3200 AC FT /yr without adverse impacts on the groundwater basin, including the current (2016) surrounding users.
