June 20, 2018 Executive Dow Constantine King County Chinook Bldg. 401 5th Ave., Suite 800 Seattle, WA 98104 Dear Executive Constantine, We want to thank you and the staff at King County for continuing to work closely with the City of Seattle on the new RFP for the Northgate Transit Oriented Development Project (NG-TOD). We are concerned and disappointed over the cancellation of the first RFP but believe that King County continues to stay committed to developing affordable housing at the future Northgate Light Rail station. Further we are pleased to hear that you are also interested in delivering even more housing in our time of crisis. In the spirit of ensuring a supportive process going forward we want to express our expectations for the outcomes of this project. This new development will set the tone for transit-oriented development in north Seattle, an area ready for growth and increased density. The NG-TOD must be a connected and integrated community development with the maximum affordable housing possible with an emphasis on family sized units, additional housing across the income spectrum, green space, and opportunities for commercial and non-profit space. A bold proposal will benefit the entire region as we seek to alleviate our housing crisis and the impacts of homelessness on members of our communities. Therefore, the City of Seattle requests: • • • • • Selecting one of the two RFP proposals which have already undergone the RFP review, or An immediate re-issuance of the Northgate TOD Request for Proposal by July 31, 2018. Contribution of the King County Metro land for affordable housing development as allowed by HB 2382. Increase the minimum required affordable housing on this site to 500 new homes with an emphasis for family sized units at 50% of the area median income or below Issue this RFP with the explicit expectation that the development will be an integrated and connected mixed-income and mixed-use development Thank you for your continued commitment and willingness to make this project a bigger, better and bolder investment to address our housing crisis.
