To: Patrolman Steve Ambrose
Re: Reprimand

On Saturday May 27, 1989 you assisted Officer B. Stubbs in the arrest
of two subjects at the City Limits Lounge.

Both subjects were handcuffed and on the ground and offering no resistance
other than being mouthy. You walked over to one subject and "placed"

your foot on his head, as you say it. He states you kicked him in

the head.

Whatever the act, kicked or placed, I find this totally uncalled
'for and most unprofeSsional. It is our responsibility to.defuse a
situation not escalate the problems. refer to this as a stupid
thing to do. I agree, actions such as this not only make you look
bad but reflect poorly on the entire Police Department. It gives
us the appearance of "goons" rather than.professionals.

Because of your actions, and having discussed this with Chief Cutler,

I am-suspending you-for one day without.pay. YOur-suspension will
be Tuesday June 20, 1989.
