Municipai Tianeportation Agency T0: Training Division From: Julie Cc: Ed Reiskin, Don Ellison, John Haley, Leda Rozier, Mary Travis Allen, Derek Kim, Ed Cobean, Sean Kennedy, Susana Beaumont?Lopez, Lupita lbarra, Lucas Smith, ianet Gailegos, Emily Williams Date: October 16, 2017 RE: Operator Training Needs The Transit Division is in a period of transformative change, with several key initiatives underway including the launch of the new Siemens vehicles, the full implementation of the TMC and new radio system and the implementation of the Local 200 voluntary transfer, which __is allowmg US to better align resources with the Agency? 5 strategic goals We also haVe a number of challenges that we are facmg including collisions, LRV on-time performance and an upcoming Operator General Sign Up, whith has historically led to open runs and a high training burden Finally, we are currently short Operators especially part time Operators, at all divisions and are struggling with open runs and high overtime usage. To help with the issues and opportunities cited above, we have mapped out our training needs over the next 12 months We look forward to partnering With Training to meet these needs and will refresh these estimates quarterly to address changing conditions General Sign Up (GSU). - - We are currently woi?king with total 250A to prepare for the next; GSU, terttatively scheduled to sign in November with a June 2018 implementation date. While we cannot know With certainty what our training needs will be until after. the sign? up is completed we have summarized the Operator moves from the 2014" - 3 - and 2016 (55th to provide guidanCe on what to expect in the past, our biggest challenge has been the first roUnds of training, when high seniority Operators change from one rail mode to another. To minimize this impact, We recommend the following: a Train Operatots transferring from bus into rail before training Operators transferring between tail divisions (GSU bulletin will be updated to reflect this change in approach) - Maximize LRV and lirte class sizes this tail, to minimize not outs when GSU training starts The General Sign Up will also have bus training needs including Operators SWItching from 40ft to 60ft buses and from motor coach to trolley. We will, also heed to train the floating extra board ori all modes, but will prioritize 60ft training, similar to the current sign up. -- - ?i South titan tines avenue 27th Fiona, San granoiaco, 45% 21;in strata corn We currently have a deficit of 115 bus Operatorsl, 14 LRV Operators, 10 Historic Operators and 20 Cable Car Operators. Table One shows the additional new bus Operators needed by month. The major factors influencing Operator vacancies are summarized below: - Promotions: SFMTA is hiring 34 91395 this fall from the Operator ranks (26 in Transit and Sin Training). Moving forward, we anticipate 3-6 promotions per month based on 9139 attrition and 9152 hiring. Other Attrition: Retirements/separations typically average about 10 bus Operators per month. 0 Rail Training: The number of Operators who transfer from bus to rail varies based on the rate of rail training. For the purposes of this exercise, we assumed the following: line 9 Operators start every 9 weeks; 50% graduate LRV - 12 Operators start every 10 weeks; 60% graduate (21 Operator class size once GSU starts on Jan 8, 2018) 0 Cable Car - minimal impacts to bus, given the small class sizes and high wash out rate Other Training Needs in addition to GSU and New Bus Operator training, we anticipate the following training needs: 0 Siemens training for all LRV Operators - Evening VTP training for PM and Owl Operators Refresher training for safety and reliability issues identified by Transit staff 0 Individual Operator training (we will continue to route these request through SFMTATraining@sfmta.com) 1 We are currently short 115 Operators, but we decreased the starting deficit to 90 Operators because we are assuming the current new Operator class will graduate approximately 25 students on 10/26/2017. ?i South Xian Nests Avenue Tin Floor: Ear: CA thiifii M5331 45% aweeirntacom
