Deputy Chief Taylor,

We sincerely apologize for the hardship and inconvenience this testing caused to the traveling
public. Our intent was to have the testing completed long before rush hour began. You?re absolutely
correct. There?s no reason to perform testing during morning and afternoon rush hours. I assure you
we will not let it happen again.

Regarding communication in the future, we will ensure the department is contacted if we believe
construction activities have even a chance of impacting the traveling public. We will be directing the
contractor and the bridge tenders to notify the department of any testing that may impact the
traveling public.

We have valued your continued support and partnership throughout this project. You are correct:
We can do better and we will.
