Yesterday we were made aware of an interaction with potential Asbestos Containing Materials as a result of air conditioning upgrades. Out of an abundance of caution, and with the onsite workers’ safety in mind, OPSB requested the immediate evacuation of the campus and requested our environmental consultant to contain all potentially affected areas and to begin environmental testing. All suspect materials were tested on 7/30/18 and all air samples were taken on 7/31/18. All air samples collected were well within the air quality range required by the Louisiana Department of Environmental Quality (LDEQ) for both schools and state buildings. However, there were small areas, ranging from 1 square foot or less, of material disturbed that did contain asbestos. Those areas will be cleaned per regulatory standards by a licensed and accredited abatement firm. At this time we do not believe any of these findings will effect the completion timeline needed to prepare the Kerlerec campus facility for Lafayette Academy’s temporary relocation. Attached to this letter is an executive summary prepared by Materials Management Group, Inc., the Orleans Parish School Board’s Environmental Consultant and all sample data. This executive summary provides more details about what occurred and the results of all samples taken at the campus over the past two days. As we complete this project, ongoing air monitoring will be performed to provide the utmost assurance of the health and safety at this facility, and we will continue to share this information so that it can be publicly available. (MMG), OPSB’s Environmental Consultant, observed evidence that pipe installation work conducted above the drop ceiling tiles may have disturbed small quantities of asbestos-containing spray-on insulation, in addition to cinderblock and other non-asbestos-containing building materials. Evidence of this potential disturbance was visible to MMG as small piles of dust and debris on the ground beneath several of the installation work areas. Immediately after the suspect debris was discovered, all work being conducted on the 2nd and 3rd floors of the School was halted. OPSB removed all workers from the affected areas and the 2nd and 3rd floors of the School were isolated using a combination of physical barriers, caution tape, and hazard signage. Once area isolation was complete, OPSB requested that MMG collect both air and insulation materials samples throughout the 2nd and 3rd Floors to test for potential asbestos content or contamination. Summaries of the sampling results are included in the Tables below. In order to determine potential asbestos content, insulation and air samples were analyzed for the presence of asbestos fibers using two different laboratory techniques, polarized light microscopy (PLM) and transmission electron microscopy (TEM). Insulation samples were analyzed using PLM in order to determine a percent content of asbestos. Seven (7) suspected asbestos-containing insulation samples were taken; six (6) of those samples, each taken from an affected area of 1 square foot or less, contained 10% asbestos (Table 1). Air samples were analyzed by TEM in order to determine the number of asbestos fibers present per millimeter squared (mm2) of air. LDEQ considers an area clear for general occupancy when air samples contain less than 70 structures/mm2. All air samples collected on the 2nd and 3rd floors of McDonogh 35 contained 14 structures or less per mm2 of air. All air samples are well within the air quality range required by the Louisiana Department of Environmental Quality (LDEQ) for both schools and state buildings (Table 2). Although only a small amount of asbestos-containing materials were disturbed as a result of pipe installation work, response actions are necessary in order to address any loose, asbestos-containing insulation materials remaining underneath the pipe installation work areas. MMG is currently drafting a plan outlining appropriate potential response actions in accordance with LAC 33:III.2713. Areas affected by asbestos-containing materials dislodged during pipe installation above the ceiling will be specially cleaned using a combination of wet cleaning, high-efficiency particulate air (HEPA) vacuuming, and air scrubbing. Debris and cleaning materials used during the process will be contained and disposed of separately as required by LDEQ. All response actions shall be designed, supervised, and performed only by accredited personnel who have received additional, asbestos-specific training.
