RESOLUTION IN SUPPORT OF THE U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE), A COMPONENT OF THE DEPARTMENT OF HOMELAND SECURITY, BY LAKE COUNTY. OHIO WHEREAS, the Board of County Commissioners hereby finds and determines that all formal actions relative to the adoption of this resolution were taken in an open meeting of this Board of County Commissioners, and that all the deliberations of this Board of County Commissioners and of its committees, if any, which resulted in formal actions, were taken in meetings open to the public, in full compliance with applicable legal requirements, including Section 121.22 of the Revised Code; and WHEREAS, U.S. Immigrations and Customs Enforcement(ICE), a federal law enforcement agency under the jurisdiction ofthe Department of Homeland Security, has diligently served and safeguarded the nation by identifying and addressing vulnerabilities in border, economic, transportation, and infrastructure security; and WHEREAS, ICE traces the roots of its history to the former U.S. Customs Service, which was founded in 1789, and the inspections Program of the Immigration and Naturalization ServicelINS), which served as the nation?s primary immigration and border control agency from 1933 to 2003; and WHEREAS, ICE was formed on March 1, 2003, assuming the investigative, removal, and intelligence functions of the INS to become the second largest federal criminal investigative agency in the United States and WHEREAS, the mission of ICE is executed through the enforcement of more than 400 federal statutes, ICE comprises three operational directorates-Homeland Security Investigations(HSl), Enforcement and Removal Operations (ERO), and The Office of the Principal Legal well as several supported divisions; and WHEREAS, ICE plays a critical role in the defense and stability of the nation by investigating cross?border criminal activity, including human trafficking, narcotics, weapons, and cash smuggling; violent transitional gang activity; immigration document and benefit fraud; export enforcement; and WHEREAS, created during the information age, ICE also has a robust cybersecurity division that utilizes cutting edge technology to combat internet related crimes that can have far reaching consequences, such as the exploitation of adults and children, intellectual property theft, and international money laundering; and WHEREAS, ICE strives to prevent international terrorist organizations from exploiting the nation?s immigration, financial, and transportation systems and actively coordinates with other local, state, and federal agencies as the second largest contributor to the Joint Terrorism Task Force; and WHEREAS, ICE Homeland Security Investigations made 4,818 gang-related arrests in fiscal year 2017; and WHEREAS, ICE identified or rescued 904 sexually exploited children in fiscal year 2017; and WHEREAS, ICE identified or rescued 518 victims of human trafficking in fiscal year 2017; and WHEREAS, ICE seized more than 980,000 pounds of narcotics in fiscal year 2017, including thousands of pounds of deadly drugs fueling the opioid crisis: and (C-107) WHEREAS, ICE seized 2,370 pounds of fentanyl and 6,967 pounds of heroin in fiscal year 2017; and WHEREAS, ICE logged nearly 90,000 investigative hours directed toward fentanyl in fiscal year 2017,- and WHEREAS, the officers and personnel of ICE have served and sacrificed to effectively address a range of issues that threaten national security and keep communities throughout Ohio and the United States safe; and WHEREAS, it is recognized that the efforts of ICE are essential to protecting the community of Lake County, Ohio. NOW, THEREFORE, BE IT RESOLVED, that the Board of Lake County Commissioners expresses its continued support for all United States Immigration and Customers Enforcement (ICE) officers and personnel who carry out the important mission of ICE, as well as express support for the efforts of all federal agencies, state law enforcement, and military personnel who bring law and order to our nation?s borders. BE IT FURTHER RESOLVED, that the Clerk of the Board is hereby directed to forward certified copies of this resolution to the Lake County Administrator; the Honorable Ronald D. RESOLUTION URGING THE UNITED STATES CONGRESS TO ENACT COMPREHENSIVE IMMIGRATION REFORM LEGISLATION TO ADDRESS NATIONAL CONCERNS, INCLUDING THE ROLE OF THE U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE) AGENCY WHEREAS, the Board of County Commissioners hereby finds and determines that all formal actions relative to the adoption of this resolution were taken in an open meeting of this Board of County Commissioners, and that all the deliberations of this Board of County Commissioners and of its committees, if any, which resulted in formal actions, were taken in meetings open to the public, in full compliance with applicable legal requirements, including Section 121.22 ofthe Revised Code; and WHEREAS, meaningful and comprehensive immigration reform of current laws is significantly overdue in the United States of America; and WHEREAS, the immigration and Customs Enforcement (ICE) Agency was established in 2003 to protect our national security and ensure public safety after the events of 9/11/01; and WHEREAS, the mission of ICE is executed through the enforcement of more than 400 federal statutes; and WHEREAS, these statutes cover a myriad of responsibilities including the combating ofthe illegal movement of people and goods, preventing terrorist activities, prosecuting and removing criminals and gang members who are within our borders, working with Homeland Security cybersecurity and information technology essential to our national security; and WHEREAS, the Constitution of the United States requires ICE and other federal agencies to utilize due process, especially as defined in the 4th Amendment to that document (U.S. Constitution, 4th Amendment: The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.) NOW, THEREFORE, BE IT RESOLVED, that the Board of Lake County Commissioners recognizes that the intended purpose and mission of ICE is necessary in protecting our national interests, and that calls for its abolition by a few individuals is not reasonable public policy, and that the proper path should include a review and clarification of the mission of ICE in conjunction with the passage of comprehensive immigration reform legislation that protects our borders and our national security.
