Dear Ms. Yenne: You have requested clari?cation regarding the role of DFPS related to Shiloh Residential Treatment Center, Inc. (Shiloh). The Child Care Licensing (CCL) Division of DFPS issued an initial license to Shiloh on October 12, 1995. A non-expiring license or full permit was issued to Shiloh on October 12, 1996. The license type for Shiloh is a General Residential Operation; the care type is Residential Treatment Center with a maximum capacity of 43 children. It is our understanding that Shiloh currently provides services primarily to the federal government for children with immigration issues. CCL is responsible for monitoring this facility, including conducting routine minimum standard inspections and investigations of reports abuse or neglect or reports of minimum standard violations, as is required by the Human Resources Code for all licensed facilities. The Child Protective Services (CPS) Division of DFPS currently does not have a contract with Shiloh, Inc. and has not had one for many years, if ever. (We have no record of having a placement contract with this facility.) DFPS has no intention of contracting or placing any CPS children with Shiloh, Inc. and staff has been instructed accordingly.
