*LRB10021139ALS37549r* SR1600 LRB100 21139 ALS 37549 r 1 SENATE RESOLUTION 2 WHEREAS, The Wisconsin General Assembly passed legislation 3 that incentivizes Foxconn Technology Group to open and operate 4 a 5 significant environment protections; and 6 facility in Racine County, Wisconsin materials 8 environmental impact statements; and 10 11 12 would waive WHEREAS, Foxconn will be allowed to discharge dredged 7 9 that or fill wetlands without a permit and forego WHEREAS, Racine County and the site chosen sits in the Des Plaines watershed that also extends into Illinois; and WHEREAS, Wetlands are vital for clean water, flood water storage, and ecological integrity; and 13 WHEREAS, Flooding in the Des Plaines River watershed and 14 throughout Lake County has cost billions of dollars and caused 15 severe damage; and 16 WHEREAS, Foxconn plans to draw seven million gallons of 17 water a day from Lake Michigan, a critical water resource for 18 the people of Illinois; and 19 WHEREAS, There are questions being raised about whether the SR1600 -2- LRB100 21139 ALS 37549 r 1 diversion request meets the definition and intent of the Great 2 Lakes Compact requirement that water be used for a "Group of 3 largely residential customers"; therefore, be it 4 RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL 5 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the State of 6 Wisconsin to consider the serious concerns over the Foxconn 7 development due to the environmental and public health threats 8 it poses to the people of Illinois; and be it further 9 RESOLVED, That we urge Illinois agencies to take whatever 10 actions possible 11 resources, 12 impacts from this development; and be it further the to protect potential against flooding, the and loss other of water ecological 13 RESOLVED, That we state our belief that Illinois should not 14 waive similar environmental requirements for any developments 15 seeking to locate in Illinois.
