Subject: Keystone Pipeline Confidential Do Not Forward Gentlemen - Consider this an initial and very briefintroduction we will have a follow up conference call/video call soon to discuss in much greater detail Ron and I met with DCI Investigations Bureau Chief John Strandell and DCI manager Anne Dormady yesterday for an in-depth discussion/briefing about Keystone pipeline activity. The discussion centered around law enforcement, sensitive criminal justice information and intelligence related to protest activity. DCI is organizing law enforcement planning and response and collaborating with all necessary law enforcement agencies. They have been in extensive conversations with North Dakota to learn what worked and what didn?t. Without going into detail on any sensitive information (I?ll provide detailed MATIC info to the Captains), I want to address a few point that will need our attention. 0 There will be a significant impact in the areas of Hinsdale, Nashua, Circle and Baker. This impact will likely include the establishment of man-camps in those areas. Although man?camps bring a certain degree of law enforcement challenges, the primary enforcement focus is protest activity. a An extensive operations plan is being developed that includes a significant number of agencies. The plan will address, among other things, the law enforcement plan for both proactive, and reactive response to protest activity. FWP enforcement will be a part of that plan. 0 The Montana Highway patrol will be the primary enforcement agency for protest activity with local enforcement supplementing. Asst. Chieflendro has already tasked Sgt. Kerin with compiling a list of resources (personnel, equipment and facilities) that we have in R6 and R7 thatmy be available should the need arise. We will then add to that list other available resources from across the state that may be available. 0 DO is aware of our limited ability to assist our fellow law enforcement agencies due to PR obligations. 0 There is a specialized 3 day crowd control training being conducted in Sydney in February. This will be extremely valuable training for our wardens even if serving a support role. if protests escalate, a call for all law enforcement will be needed. However, due to PR obligations we can?t send all our wardens to the training. 50 please select one warden from R6 and R7 (recommend PPCT instructors) to go to the training. They will be able to at least bring back valuable information and share with the regions. a As learned in North Dakota, protest camps have a significant impact on natural resources. There was a large amount of natural resource and wildlife crime that occurred during those protests. Again, our PR obligations may limit our ability to fully respond and?investigate those crimes. 1 0 Additional planning meetings will be held likely in Miles City in the near future. DOJ is developing an overall law enforcement operations plan that will include multiple law enforcement agencies including us. There will be upcoming meetings and trainings for our enforcement staff-? anything that comes of those meetings pertinent to the regions and FWP in general lwiil be sure to disseminate.
