Rogin Dear Judge Chutkan, I know very few individuals that possess the quality of character, trustworthiness, diligent work ethic, and devotion to family that I know in Imran Awan. I have worked on Capitol Hill for more than a decade in a management role, and as a lawyer and member of the DC BAR I patriotically believe in our American justice system. That is why I am heartbroken about how lmran?s life and career were utterly ruined during the last year and a half causing suffering and grief totally out of proportion to Imran?s actions. Imran has pled guilty and will accept the verdict of the court with dignity. But please understand the profound pain Imran has undergone due to actions of others outside this courtroom. I doubt that any other defendant that you have ever sentenced has been the victim repeated fabricated racially based attacks from the President of the United States. President Trump even pivoted into scapegoating Imran during his recent press conference with President Putin in Helsinki when asked if he believed that Russia attacked our nation. The media storm and harassment made it unable for him to keep employment and support his family including his three daughters. He became employed with Uber but was forced out when his identity was discovered. For similar reasons he lost two additional jobs and could not utilize his real estate license due to companies being blackballed if he was employed. Imran?s daughter was ostracized at school due to the false articles that circulated in their community. I trusted Imran with personal data and I would trust him again to manage such data. House Offices were put in an impossible position and had little choice but to fire Imran and the fellow associated employees immediately because they were banned from the House computer system. However, Imran?s plea deal is totally unrelated to the Charges that sparked his removal and ended his career, and for that reason I am confused and concerned. Imran has suffered greatly during this investigation and he has paid his debt to society one million times over. With great respect I ask you to please consider releasing Imran Without any additional probation requirements. Please allow Imran to escape the unfortunate nightmare that it has become his life and allow him to move on with in privacy, in a manner that will allow him to support his family and feed his children. Washington D.C. 20001 Dear Judge Chutkan: I am writing this letter on behalf of Imran Awan, who Ifirst met in 2003 when Iserved as Chiefof Staff and Counsel to the late Congresswoman Stephanie Tubbs Jones (OH-11). Imran served as our office's shared employee for information technology from 2004 until the death of Congresswoman Tubbs Jones in 2008. Over fifteen years, Iwitnessed Imran develop from an extremely talented and hard-working young man into a husband, father, and leader of his family. I am writing to respectfully request that the court allow Imran to move forward with his life without additional penalty. I hired Imran in 2003. Initially, he refused to set a price for his services because he was more concerned about proving himselfthan making money. Imran suggested that we pay him what we thought his services worth. We set his fee at the lower end of the average scale and he outperformed every expectation. Imran's knowledge of computer systems made the office technology run smoothly, a stark contrast with other vendors. Imran identified efficiencies, cost savings, and negotiated contracts that helped our office budget and saved taxpayer money. Because of these savings, our office was able to return money to the UnitedStates Treasury on a yearly basis. I also recommended him to other offices. Ultimately, I believe Imran's performance over fourteen years, his success, and work for Democratic members of Congress made him vulnerable to racist, politicized, and baseless attacks. The ironyof the attacks on Imran provide a strong contrast with his life. He worked hard in college and graduated with a bachelor's degree in Computer Science. He became a United States Citizen and as the eldest son, a chief support for his family in the United States and Pakistan. He was particularly close to his father and grieved heavily at his father's cancer. Through the years, he expressed gratitude to God, thankfulness for the opportunity to work and build a life in the United States, and pride at working in the UnitedStates House of Representatives. It is tragic that Imran's life and the lives of hisfamily, his wife Hina, and childrenwere derailed by racism and conspiracy-laden attacks from the highest levels of the United States government. I attended Imran's wedding, met his relatives, and even suggested the spelling of his eldest daughter's name. Imran's daughters - U.S. citizens - were forced out of school and had to be sent to unfamiliar surroundings in Pakistan to escape harassment in the United States. This should not happen. The court has an opportunity to facilitate healing. I met him when I was a senior policy advisor for Congress Wexler and he worked for us as the IT specialist. At the time, he was getting his IT degree from John?s Hopkins University. I liked him right away, because he had a wonderful personality, was very helpful and always cheerful. After I left Congressman Wexler?s Of?ce, I became a lobbyist for the Alliance for Retired Americans and we have remained good friends. As I got to know him, I learned all about his family, how he won the visa lottery to come to the U.S., and how he had a special girl, Hina, back in Pakistan that he planned to marry. He was very religious and in the best sense of the word. He always honored his mother and father, did not drink or smoke and was very devoted to Hina. I attended Imran?s wedding and became friends with Hina and the rest of his family. A short while later, Imran's parents were involved in a car accident back in Pakistan and his mother and the driver were killed. lmran would send money every month to the widow and children of the driver to help take care of them. After the accident, lmran and Hina adopted his youngest brother. As lmran?s good name grew, he helped his brothers and friends get IT jobs on the Hill. i would see them often on the Hill and really thought the world of them. lmran is also the person who introduced me to Joel Osteen, the evangelical preacher who always has an uplifting message. The more I learned about lmran, the more I realized how kind he was and that he had a good soul. That's why I was so shocked when I read in the paper that he was under investigation for possible ties to terrorists. Not only did I not believe it, it quickly became evident that this was part of a political agenda by President Trump and right wing extremists. On February 2, 2017, while lmran was making funeral arrangements to bury his father, Speaker Ryan appointed, Philip Kiko, the former Staff Director of the Select Committee on Benghazi as Chief Administrative Officer. He barred lmran, Hina, his two brothers and a friend all Pakistani Americans - from House?s IT system and forced all Democratic Members of Congress to ?re them. I am grateful that we still have career service public servants in the FBI who did theirjob in a professional and impartial manner. They reviewed everything and found absolutely no wrongdoing relating to lmran?s Congressional work. After two years, the only item they found was a mistake lmran made on a home loan application in late 2016 while he was preoccupied with his father?s cancer illness. lmran has been through hell. He came here to pursue the American dream and worked so hard to achieve it, but because he was caught in the crosshairs of a political agenda, he lost everything, including his job. Fortunately, his faith has helped him through this nightmare and I trust it will help him rebuild his life. I hope that you will show leniency and allow him to move forward. He has been punished enough. He would stay at our house, play with my son and share dinners with my family. lmran in fact became family to so many on Capitol Hill. People were there for him when his wonderful mother was killed in a tragic car accident overseas and he was there for others whenever they needed a helping hand. an had done something wrong it seemed like a joke. But it was not. It was the beginning of a nightmare that took away everything he built. Our government destroyed his livelihood, his life savings and his reputation. Theyjailed him. They put strains on his marriage no relationship should endure and they took him away from his children. They did this to him for what appears by almost any account to be mass hysteria of right-wing Muslim fear baiting. So the day we heard the stories that Finally, after the truth came out at lmran's Plea hearing, President Trump tweeted and brought up lmran again and again as the press inquired about Russia meddling in 2016 Elections. I believe, that punishment will continue for lmran as long as 2016 Elections are brought up with President Trump. 0 sentence lmran for an offense he has plead guilty to. We grew up together, spent our teenage years together, went to elementary, middle-school and high-school together. Having witnessed the injustice, unfairness, harassment and prejudice against my family, Ifind myself picking up the pieces of my faith in society and our judicial system. But today. Judge Chutkan, justice can restore not just my faith but also part of what Imran has lost, his freedom. Our family moved to this country on September 28th, 1997 for a better future. We came from a poor socio-economic background, were food, money and clothes were scarce. One thing we never lacked was love, family and faith in God; who arranged our one-way airline tickets to America when we won the visa lottery. Imran has never forgotten his humble beginning. Within 10 days of arriving in Alexandria, Virginia, Imran had started working full time at McDonald's to help support our family. We lived in a one bedroom apartment with a family of six and slept anywhere we could find space, often times the floor. Over the years, Imran and Ifinished college, and soon enough he had landed a job on Capitol Hill through his work ethic, dedication and passion for what he did and this country. Iwould see him work 16 hour days, sometimes going days without seeing him including weekends. He was the breadwinner in our family and did his best to provide for our family. He wanted each of us to complete our education and not worry about working. Imran is the oldest. He took all financial responsibilities on his youthful shoulders as our parents were in their late fifties. My parents didn't speak English and our youngest sibling was only 2 1/2 years old when we migrated to USA and our mom became a housewife. Our father was working two jobs while Imran and I attended Annandale HighSchool. The moment he would get off the school bus, he would sprint to our apartment, our mom would open the door, he would toss his book bag inside the house and run across the street to clock in at McDonalds. He would not return until midnight. His entire earnings went towards supporting our family. He loved us so much and only asked God for help. Our mother only had an education up until the 4th grade, she cried the day Imran graduated from University. Never did she imagine that her children would pave their futures in a better country that promised opportunity if you worked hard. Our mother passed away in 2007 due to a car accident, and 10 years later our father succumbed to cancer on January 16th, 2017. The day we flew to bury our father was January 18,2017; the day Imran used the funds from the loan for which he pleaded guilty. Your honor, my father traveled to Pakistan inJulyof 2017.1 drove himto the airport and we had no clue of the seriousness of his cancer. Myfather had a good impression of his ailment, one of his last wishes were to finish his community center project in Pakistan where he wanted to create a shelter for women and a school for children in the town he had spent his childhood years. Mysiblings and Iobjected to his travel but dad went anyways. Imran followed him there on September 25,2017 to help him. Less than three months later, our father had arrived back in the USA due to his renal carcinoma. We drove him straight to Georgetown hospital - he never returned home. Our father refused to come back to the states unless Imran would stay behind and finish his life's work. The stressof my fathers sickness, and the troubles with my father's project wasvery hard on our family. We all took turns sleeping besides my father's bedside as his condition got worse. Imran's mistake was made during the last few weeks of my fathers life, he was under pressure to fulfill the wishes of the man who risked everything to come to a foreign land so that his children could have a better future. Imran was goingto save the land and build a school for orphans, a mosque for the village to pray in, and a maternity clinic right next to our parents final resting places. These were my father's final wishes. We did everything possible to save our dad but that was not God's will. My brother has a good heart, he shares goodness and makes others problems his own. He has suffered so much,your honor. The level of hate, bigotry and racism experienced by myfamily is unmeasurable. Imran's name was draggedthrough the mud because of hisfaith and race; sharing his pain through this ordeal is a burden I pray to God no one has to know. He had difficulties that no other defendant has suffered for the same type of offense. Icried after seeing the sitting president and his base attack my brother out of hate, it made me resent the color of my own skin. DearJudge Chutken my brother accepts full responsibility for his actions and he learned a very harsh lesson. The amount of punishment and harassmentwe've received from the right wing media has been unbearable, your honor. Slander, lies and speech dictated to denote our origins and race hurt, and the feeling of helplessness when you're not given a platform to defendyourself is beyond heartbreaking. I hope you can understand that the punishment from all the false accusations Imran has endured and the GPS monitoring is enough punishment. Your honor, you can change his life by granting him a chance to move forward in life. He built himself and along the waycarried our family on his back and sacrificed so much.
