Your Af?ants have over 30 years combined employment as Police f?cers and have experience conducting investigations into violations of the PA Crimes Code. We have conducted investigations in narcoticsp?reanns offenses, and numerous other violations of laws in this Commonwealth. Currently, we are assigned to the Violent Crime-Homicide Unit and investigate non-fatal shootings as well as homicides. We have attended and received certi?cation from narcotics, ?rearms and investigative training sessions/seminars. Lastly. we have worked jointly with outside agencies. the ATF. DEA. FBI. as well as local jurisdictions. where we have been part of countless successful investigations and the prosecution of related offenders. On April 5. 2018 at 1807 hours Detective Auge along with Unit 3590 Of?cers Maddox, Dettling. and Erevia were on patrol in the East Hills area. They responded to a radio call for a baby who wasn't breathing at 2237 East Hills Drive Apt Upon their arrival. East Hills Security was also on scene. Of?cers banged loudly on the door at Apt#5 and announced Pittsburgh Police. A black female later identi?ed as. Jhenea Pratt. opened the door in a frantic state asking Of?cers to help her female child. who was later identi?ed as Charlette Mapper-Talley DOB. 10/21/2016. Upon entry to the house they immediately detected the odor of marijuana. Pratt led Of?cers to the child who was on the living room couch. laying on her back. She was unresponsive and did not appear to be breathing. Of?cers observed her lips to be a light shade of blue and her skin was cold to the touch. They also observed there to be thin dry lines of blood on the baby?s fade coming from her nose. Of?cers cleared space on the firm living room floor by moving the coffee table and placed the child there to begin performing ?rst aid and CPR. Detective Auge and Of?cer Dettling opened the child's airway. at this time and observed there to be blood inside the child's mouth. Of?cer Erevia began chest compressions and in between sets of compressions Detective Auge gave rescue breaths. The child started secreting liquid from her nostrils and mouth before she expelled a large amount of thick red liquid from her mouth. At this time. Pratt became extremely irate spontaneously uttering that she wanted to clear the baby's mouth out if she was choking and that she did not want to be responsible for her baby's death. Pratt also was very upset about Of?cers breaking her coffee table when they had to clear the ?oor in order to provide medical aid to Charlette. Of?cers feared the child could have been choking on something, so they performed back thrusts in hopes of dislodging anything blocking her airway. City of Pittsburgh Paramedics arrived at approximately 1818hrs and began to perform lifesaving support. Medics then transported Charlette Mapper-Talley to Children's Hospital where she was pronounced deceased by Dr. Johanna Rosen at 1904hrs. At the hospital, Pratt was described as ?hostile? and ?combative." When Detectives attempted to speak with Pratt outside of the hospital. Pratt stormed away. walking east on Penn Avenue for approximately one-third of a mile. Detectives followed Pratt. who then stopped walking and expressed frustration at being treated like a criminal after her child had passed away. Detectives Nee. Sherer. and I arrived at 2237 East Hills Drive. Apt 5 at approximately 1830hrs and observed the scene to be secured by Zone 5 uniform Of?cers. Upon making entry. the odor of fresh marijuana was detected by Detectives. Detectives began to gather initial information from the scene and applied for a search warrant. The search warrant was executed and the apartment was processed along with the recovery of the following evidence. Adult nighttime cold max medicine. Children's pain reliever. small grape children?s drink. Yellow sippy cup. cigar wrapper containing marijuana. marijuana grinder. and a Pink sippy cup. The pink sippy cup contained liquid and was located on Napper?Talley's bed. All of the evidence was photographed and collected by Detectives from the Pittsburgh Bureau of Police Crime Unit. The evidence was then examined by the Allegheny County Medical Examiner's Of?ce. After testing. Detectives Jim McGee and Robert Provident attended. The appeared to be unk asmgned number of 18-2092and was performed by Doctor Kristin James. According to Dr. James the victim Th . . empt. The bottom ofthe victim 5 feet were very dirty and her fingernails were extremely long (for a small child). Victim had a small abrasron on the right Side of her nose. According to Dr. James there were no signs of trauma to the victim. During the examination, Dr. amount Of a red SYrupy ?uid in the victim's stomach. James stated she found a large completed. is. Histology, Toxicology. Blood Cultures etc. On April 12. 2018 Detective McGee received a phone call from Doctor Kristin James from Examiner's Of?ce concerning blood test results on Mapper-T On May 3. 2018 independent testing of Charlotte Napper?Talley's blood by NMS Labs con?rmed the presence of a lethal amount of fentanyl in Charlotte's blood. Doctor Xu of the Allegheny County Medical examiner's of?ce that Charlette On August 24. 2018 Detectives were informed oising with the manner listed as homicide. Napper~Talley's death was caused by fentanyl An investigation into the death of Charlette Napper?Talley was conducted by Detectives of the Pittsburgh Bureau of Police Violent Crime Unit-Homicide. We learned that during the day of Charlette's death she was in the custody of Mr. Albert Williams. Mr. Williams had custody of Charlette during the morning hours of April 5. 2018. This was con?rmed by conducting se'veral interviews of Albert Vl?liiams. Charlette at 2237 East Hills Drive while Jhenea was in During the interviews with Vt?liiams he explained that he was watchin 9 her he fed her ?sh sticks and gave her something to drink which he put school at CCAC Homewood campus. While watchin inside a pink sippy cup. iMlliams explained that Charlette ate and drank from the sippy cup. Williams then left 2237 East Hills with ntime. After picking up Jhenea they made a few steps before returning to 2237 Charlette to pick up Jhenea from CCAC around noo East Hills Drive around Albert then left brie?y but returned for a few minutes to return Jhenea?s phone as she had le? it in his car. He also stated he dropped her off some marijuana. Detectives also conducted several interviews of Jhenea Pratt who provided us with the following information concerning the day Charlette died. i asked her about the pink sippy cup that was discovered on Charlette's bed the day she died. Pratt was able to con?rm that Vl?lliams had poured ?a huggie" or ?happy drink" into the sippy cup while Jhenea was at school. She was then able to con?rm the timeline of when Albert and Charlette picked her up after school. i then asked Pratt if she saw the pink sippy cup when she returned to East Hills with Charlette. Pratt responded. lthen asked her if she put anything into the pink sippy cup and she replied. "not to my knowledge. no." She then stated that she couldn?t arlette's bed. I asked if it was the same remember exactly where the cup was in the house. but she does remember putting it in Ch liquid Albert had put in it. Pratt responded that she wasn't sure but the liquid was red. which was also the same color of the ?happy drink" that she was in the fridge. During one of my interviews with Pratt she asked me if she was under arrest or ill had any other questions. i told her i just wanted to know how the fentanyl got into the sippy cup. i then asked if she had to guess how it got in there. She stated maybe the huggies. because they tested funny to her. Pratt then asked me what I was implying. responded Page 3 of . Pratt said she had no Clue. I asked if her boyfriend may have put something in the huggIe to she denied. Pratt was then asked if Albert came back over to return her phone before "Miss Verna" from the urban league arrived. Pratt con?rmed thIs by statIng Albert did arrive there shorty before "Miss Verna" arrived. Pratt indicated that Charlette was running around the house when Albert stopped by. After Albert left, Charlette laid down on the couch with Pratt. Charlette eventually falls asleep on the couch with Pratt. Pratt then states she takes Chariette into her room and lays her down. Pratt then explains that she doubles back for the sippy cup and gives it to Charlette who is in her bed. Miss Verna comes over and meets with Pratt for about an hour. After the meeting Pratt went to Check on Charlette and discovered her not breathing. At which point she calls 911. During her initial interview with Detectives. Pratt stated that she smoked two marijuana "roaches" after Miss Verna left and before she discovered Charlotte not breathing. Albert ?WIlliams and Jhenea Pratt both indicated that Charlette was in good health and acting normal earlier in the day. She had not been hospitalized or under medical care at all. WIlliams and Pratt both denied being users of heroin or fentanyl. They also denied transporting or storing it. Detectives learned through the investigation that Albert Vt?iliams provided Charlette something to drink in the pink sippy cup. Williams informed us that Charlette drank from the cup before the noon hour. We also teamed that if Charlette had ingested fentanyl during the time frame Vt?lliams had her she would have died very shortly after ingesting it. Jhenea Pratt was the only person present during the afternoon hours that was with Charlette. Jhenea informed Detectives that during the afternoon hours on April 5, 2018 she provided Charlette the pink sippy cup, the inside of which tested positive for fentanyl. Lethal amounts of fentanyl were also located in Charlette Napper?Talley's body during autopsy. Jhenea Pratt was the only person in Charlette's care during these hours. Based on the above information. your af?ant is requesting an arrest warrant be issued for Criminal Homicide and Endangering the welfare of Children on Jhenea Pratt. DOB 7/6/1995. 7 in this case, the actor is being charged with Criminal Homicide which could lead to a sentence of life imprisonment. Deputy District Attorney Jennifer DiGiovanni submits that all the above circumstances increase the potential for harm to the public and law enforcement and a risk of ?ight which establishes good cause, and thus the Deputy District Attorney requests a delay in the dissemination of the contents of this arrest warrant for a period of 72 hours pursuant to Rule of Criminal Procedure
