During the plenary assembly of the in Baltimore last week, Bishop Cozzens and I had the opportunity to speak again with His Excellency, Archbishop Carlo Maria Vigano. He received us very graciously, listened to our update and received from us a cepy of the same con?dential summary whichl left with you on October 315?. He seemed open to and supportive of our request for some kind of independent panel to receive the results of the investigation and even suggested that the panel m1 include a suitably quali?ed lay person along with two or three bishops. Archbishop Vi gano later came back to me and asked for a correction of one point in my summary. In the paragraph on page four that immediately precedes the heading, ?The second phase of the investigation,? he corrected my interpretation of his instructions concerning allegations pertaining to the period of time when Archbishop (then Father) Nienstedt was serving at the Secretariat Archbishop V1 gano clari?ed that he did not at that time absolutely rule out any further investigation but rather was concerned that we first begin to obtain testimony from Archbishop Nienstedt and additional testimony in his defense before undertaking any new phases in the investigation. I promised His Excellency that I would inform you of this important emendation to my previous summary. It is possible that we will be nearing the end of the investigation by the end of November or in the first week or two of December Bishop Cozzens and have written to Archbishop Vigano to inform him of this fact, and to ask whether we shall be able include in our announcement about the investigation some mention of our handing over all the information to an independent panel. Andrew Cozzens Oggetto: Letter to Cardinal Oueliet Dear Monsignor Powers, During the plenary assembly of the USCCB last week, His Excellency Archbishop Vigano asked me to make a correction to the memorandum that I left with His Eminence Cardinal Ouellet when Bishop Andrew Cozzens and I met with him on October 3lst. I am attaching a letter to His Eminence in which I explain the correction to my summary. The same letter will be posted tomorrow morning by ?snail mail? (air mail). If the Cardinal would like me to send a copy of the emended memorandum, I would be happy to do so. Rather than mail another copy of the seven?page document, it seemed suf?cient to send instead this correction in a one?page letter. Please let me know if I should send a new copy of the memo.
