1, Kate Norland, upon my person knowledge, hereby declare as follows:
1. I am the Middle East Field Director of International Refugee Assistance Proj eet

I am based in Beirut, Lebanon of?ce. I have served in this role at IRAP since

August 201 4.

2. In my capacity as Middle East Field Director I oversee ?eld of?ce
operations, including intake and screening of prospective refugee clients, representation of
clients before the United Nations High Commissioner for Refugees emergency
response programming, and outreach to the most at-risk refugee populations.

3. The Executive Order on Resuming the United States Refugee Admissions
Program with Enhanced Vetting Capabilities, and accompanying Memorandum (together,
?Refugee Ban ordered the United States Refugee Admissions Program to
suspend entry of refugees from 11 countries and inde?nitely suspended the ?follow-to-join?
refugee process.

4. Prior to Refugee Ban 3.0, multiple IRAP clients who were referred to the USRAP
because their cases presented urgent medical needs or imminent risks to physical safety, such as
threats of violence against transgender clients, traveled to the United States as soon as six months

after their ?le was referred into the USRAP.
