This event was witnessed by numerous people and may also have been recorded. The subject was transported to the Medical Examiner?s Of?ce for further examination by the State Medical Examiner. Information leading to this investigation: The subject was reportedly out with some of his friends at a bar located in SW Portland near the Portland State University (PSU) Campus. Witnesses stated that one of the subj ect?s friends was involved in an altercation with other patrons of the bar. The argument traveled outside of the bar and up the block. There was reportedly a physical altercation involving the subj ect?s friend and another person, where the subj ect?s friend was knocked to the ground, possibly unconscious. The subject had a concealed handgun in a holster tucked in his waistband. The gun reportedly fell out of the holster and onto the ground when the subject bent over to assist his friend on the ground. Two PSU Police Of?cers had previously arrived, witnessed the confrontation, and saw the ?rearm fall to the ground. Both of?cers drew their Glock 9 mm service ?rearms and one shouted, ?Do not pick up the gun.? After the verbal warning, both of?cers ?red a total of 17 rounds at the subject in very quick succession. The subject collapsed at the spot and was con?rmed dead a few minutes later. This of?ce was noti?ed of this death at 0340 hours on 6/29/18. A scene response by this of?ce was delayed at the request of police so they could process the scene fully. Response and arrival: I responded to the scene after I arrived on shift, arriving at 0627 hours on 6/29/18. I obtained the above information from Portland Police at the scene. Scene setting and description: The location of the scene is approximately 15 to 20 yards east of the intersection of SW Broadway and SW College Street. The subject was located on the south sidewalk. There were numerous spent shell casings found approximately 10 yards east of the subject on the sidewalk and edge of the street, near where the PSU police car was parked. Two rounds hit two separate cars further west of the body and at least one round hit a traf?c Sign. A broken cell phone and broken sunglasses were on the sidewalk near the subject. I observed an empty handgun holster on the right side of the subject. The subj ect?s gun had been removed from the scene prior to my arrival. The weather was clear and dry with mild temperatures. Decedent position and thsical description: I observed the subject in a supine position. He was dressed in a shirt, shorts, belt, sneakers, underwear and socks. He had a watch on his left wrist. There was a white metal ring with clear stones on his left ring ?nger. He was wearing a white metal chain necklace. A cell phone was taken out of his left front pocket and turned over to police for evidence. His wallet was found in his rear right pocket and was also turned over to police for evidence. The subject had his picture ID and his concealed weapon license in his wallet. The subject had previously been identi?ed by his wife Via her verbal description and showing her a photograph at the scene. The body was that of an adult male with the general appearance consistent with his stated age. The body was cold to the touch. Rigor mortis was complete. Livor mortis was posterior and blanching. There were penetrating gunshot wounds to his upper right chest, right waist and several in his back on the right side. There was a grazing wound to the left side of his face and a grazing wound to the right side of his back. My examination was minimal at the scene. Please refer to the State Medical Examiner?s report for extensive wound description and measurements. The body was placed on a clean and presealed sheet and then placed into a body pouch for transportation. I transported to the body with the Multnomah County Ford pickup truck. The back of the truck was locked and sealed during the transport. Relevant historical information: The subject lived near the area where he was shot. This event was witnessed by several people. Police are currently seeking any and all video of this event. Medical Histog: There is no known medical history for this subject. Family noti?cation and decedent disposition plan: The subj ect?s wife was noti?ed of this death at the scene by police. Family requested the subject be released to Holman?s Funeral Home after the examination is complete. Conclusion: The subject was transported to this of?ce for examination. OPINION: The cause of death in this 45-year-old man, shot by university campus police officers during an altercation with other(s), is multiple gunshot wounds of torso. Nine gunshot wounds were identified at postmortem examination (seven entrance/exit gunshot wounds and two graze gunshot wounds). Five bullets were recovered at postmortem examination. The manner is certified homicide. JASON E. WASHINU MULTNOMAH COUNTY 18-1864 Page 3 EXTERNAL EXAMINATION: IDENTIFICATION: Identification is accomplished by name tags accompanying the body and confirmed by procedures outlined in the investigative report. A morgue tag encircles the left wrist, inscribed with the decedent?s name, date of death, master case number, and county. In addition, photographs are taken under my direction for identification and documentation purposes. CLOTHING AND PERSONAL PROPERTY: The body is received sealed in a body bag and clothed as follows: 1. A short-sleeved gray T-shirt imprinted with ?Grunt Style,? ?This Will Defend, crossed long rifles, 1776? and the initials 6.8., out in front in a manner consistent with medical intervention, soiled with blood and tissue on the right chest and sleeve. A pair of tan cargo-style shorts appropriately placed around the hips and buttocks, with a small amount of blood spatter on the proximal anterior right leg. Focal blood stains at the right anterior waistband are centered around a circulartear which corresponds with subjacent tear in undenrvear and gunshot wound of the right lower abdomen described below. A black belt with a white-colored metal buckle is threaded through the belt loops of the shorts and bears an irregularjagged defect along the lower edge, just below the 5th buckle hole, which corresponds with previously described defects in the shorts and briefs. A pair of ankle-high black and white athletic socks. A pair of gray lace-up Nike brand athletic shoes. One pair of black boxer-style briefs, which are blood soiled around a circular tear through the right elastic waistband which corresponds with an underlying gunshot wound described below. There is an irregular tear in JASON E. MULTNOMAH COUNTY 18-1864 Page 4 the left leg of the briefs, which may correspond to underlying gunshot wound in the left thigh. The following items of personal property are viewed with the body: 1. A white?colored metal ring set with an Opaque blue-colored stone is suspended from a white-colored metal chain that encircles the neck. A black Fitbit brand, bracelet-style activity tracker encircles the left wrist. A white-colored metal ring set with three clear, multifaceted stones encircles the proximal left ring finger. GENERAL DESCRIPTION: The body is that of a normally developed, mildly over nourished, adequately hydrated, phenotypically mixed?race male appearing to be the documented age of 45 years, weighing 234 pounds and measuring 70 inches in length. The body is cooling due to refrigeration. Blanching pink livor mortis is present on the posterior dependent surface of the body. Rigor mortis is fully deveIOped in the jaws and developing in the extremities. Preservation of the body is good. The body is not embalmed. The scalp hair is black and closely shaved. The bitemporal and frontal hairline receedes towards the occiput. Facial hair consists of a closely shaved beard, neatly trimmed black mustache, and a small growth of black hair beneath the lower lip. The natural eyes have brown irides, white sclerae, and clear conjunctivae. There are no petechial hemorrhages. There is tache noir formation on both sclerae. The nasal skeleton and facial bones are intact to palpation. The teeth appear natural and are in an adequate state of repair. The ears are normally formed and placed and bear cosmetic piercings through both lobes. The trachea is midline. The head and neck bear injury to be described. JASON E. MULTNOMAH COUNTY 18-1864 Page 5 The chest and abdomen have the usual anatomic features with injuries to be described. A sparse growth of black chest hair is in a primarily central distribution. The abdomen is protuberant and soft. Curly black pubic hair is distributed in a normal adult male pattern. The external genitalia consist of an uncircumcised phallus and scrotum containing bilaterally descended testicles. The scrotum bears a graze gunshot wound described below. The perineum and anus are unremarkable. Examination of the back shows normal anatomic features with injuries to be described. The upper extremities show normal anatomic features with injuries to be described. A small amount of blood is smeared on the base and the back of the right thumb and on the dorsal and medial right index finger. Othen/vise, the hands are clean, with nails neatly trimmed proximal to the nail beds. The lower extremities show normal anatomic features with injuries to be described. The feet are clean. The neatly trimmed nails extend less than 0.1 inch beyond the nail beds. CHARACTERISTIC EXTERNAL BODY MARKINGS: Characteristic external body markings include: 1. A monochromatic tattoo depicting a wreath and inscribed with names is on the left breast. 2. A monochromatic tattoo depicting a cross and inscribed ?Psalms 23? is on the lateral right shoulder. 3. A monochromatic tattoo inscribed ?Michelle? and underlined with illegible text is on the lateral right arm. 4. A monochromatic tattoo depicting a bird, and a banner inscribed ?Mom,? ?1946-87,? and Miss You? is on the lateral left arm. JASON E. WASHINL ION MULTNOMAH COUNTY 18-1864 Page 6 5. Obliquely oriented round and linear, well-healed scars on the anterior left lower leg range in size from 0.25 to 1 0.25 inch. 6. There are irregularly contoured patches of hypopigmented skin on the superior right shoulder and the right chest. EVIDENCE MEDICAL INTERVENTION: The following indications of medical therapy are observed: 1. Needle thoracentesis catheter hubs exit both sides of the upper chest. 2. EKG leads are in the standard locations. 3. A moderately blood soiled, occlusive dressing adheres to the right shirt sleeve and has bits of organic debris including wood chips are stuck to the adhesive surface. EVIDENCE OF INJURY: Multiple gunshot wounds are described below with reference to the body in standard anatomic position. The order of documented is solely for convenience and does not allude to or indicate order of fire. GRAZE GUNSHOT WOUND OF LEFT HEAD: Centered approximately 4.25 inches from the top of the head and 1.25 inches lateral of the left is a 3.25?inch discontinuous, horizontally oriented, graze gunshot wound that extends posteriorly from the superior lateral left cheek, abrading the tragus of the left external ear, and lacerating the posterior external ear. No soot or stippling is associated with this wound. Skin tags lining the wound margin are oriented anteriorly and towards the center of the wound. Trajectory: Front to back. JASON E. WASHINL. i ON MULTNOMAH COUNTY 18-1864 Page 7 GUNSHOT WOUND OF RIGHT CHEST: Entrance: On the right chest, centered 57 inches above the heel and approximately 6.5 inches right of the anterior midline, is a 0.4 0.28?inch ovoid entrance gunshot wound with a rim of abrasion up to 0.3 inches wide along the 7 to 1 o'clock wound margin, and widest at the 8 to 11 o'clock margin. No soot or stippling is associated with this wound. Path: The wound track perforates the skin and fractures the subjacent anterior right 5th rib; perforates the right upper and right middle lung lobes; perforates the heart through the right atrium, the interatrial septum, and left atrium; grazes the soft tissue between the posterolateral left 8th and 9th ribs, to terminate in left thoracic cavity. Exit: None. Recovery: A deformed, copper-jacketed, hollow?point, lead bullet is recovered from the left thoracic cavity, designated ?bullet left chest,? and retained as evidence by law enforcement personnel. Associated Injuries: Fractures of the anterior right 5th rib; lacerations of the right upper and right middle lobes; lacerations of the atria and the interatrial septum; soft tissue lacerations and associated hemorrhage of the anterior mediastinum; laceration of the intercostal muscles between the posterolateral left 8th and 9th ribs; bilateral hemothoraces. MULTNOMAH COUNTY 18-1864 Page 8 GUNSHOT WOUND OF LATERAL RIGHT CHEST: Entrance: On the lateral right chest, centered approximately 53.2 inches above the heel and 7.75 inches right of the anterior midline, is a 0.4 0.3-inch ovoid entrance gunshot wound, with a circumferential rim of abrasion less than 0.05 inch in width. No soot or stippling is associated with this wound. Path: The wound track perforates the skin and subcutaneous tissue of the lateral right chest wall, fractures the subjacent anterolateral right 7th rib, perforates the anterior right and lateral right lower lung lobe, perforates the superior right diaphragm, perforates the right lobe of the liver, grazes the posterior inferior left liver lobe, perforates the medial left hemidiaphragm, lacerates the posterior cardia of the stomach below the GE junction, lacerates and nearly transects the aorta at the level of the diaphragm, perforates the left lower lung lobe, perforates the spleen, and lacerates the transverse colon near the splenic flexure. Exit: None. Recovery: A minimally deformed, jacketed, hollow-point lead bullet is recovered from the terminal ileum, designated ?bullet from terminal ileum," and retained as evidence by law enforcement personnel. MULTNOMAH COUNTY 18-1864 Page 9 GUNSHOT WOUND OF RIGHT LOWER ABDOMEN: Entrance: On the right lower abdomen, centered approximately 38 inches above the heel and 2 inches right of the anterior midline, is a 0.38 0.28-inch entrance gunshot wound with a rim of abrasion 0.1 to 0.4 inches wide at approximately 8 o'clock to 1 o'clock, widest at the 9 o'clock margin. Skin tags are at the 3 o'clock margin oriented rightward. No soot or stippling is associated with this wound. Path: The wound track perforates the skin of the right lower abdomen, continues to tunnel through the subcutaneous tissue of the abdominal wall, through the subcutaneous tissue of the anterior left thigh, to exit through the proximal lateral left thigh. Exit: On the proximal lateral left thigh, centered approximately 35.75 inches above the heel, is a 0.4 0.34-inch irregular exit gunshot wound with radiating stellate lacerations 0.5 inch long at the 3 o'clock to 4:30 wound margin, and a rim of abrasion 0.1 to 0.3 inches in width, widest at the 4 o?clock margin. The edges of this wound fully reapproximate. Recovery: None. Associated Injuries: Laceration of the skin and subcutaneous tissues. Trajectory: Right to left, front to back, downward. Path: The wound track tunnels under the skin of the right midback, fractures the posterior right 8th and 9th ribs as it continues upward and fractures the inner surface of the lateral right clavicle to terminate in the deep tissue of the right neck base. Exit: None. Recovery: A deformed, fullyjacketed, hollow-point lead bullet is recovered from the deep subcutaneous tissues of the right side of the neck, designated ?bullet from right side of neck,? and retained as evidence by law enforcement personnel. Associated Injuries: Laceration of the skin and subcutaneous tissues, fractures of the right 8th and 9th ribs, fracture of the right clavicle, laceration and associated hemorrhage of the soft tissue of the right neck. Trajectory: right to left, back to front, and upward. GUNSHOT WOUND OF RIGHT LOWER BACK: Entrance: On the right lower back, centered approximately 44.5 inches above the heel and 1 inch right of the posterior midline, is a 0.3 0.2-inch ovoid entrance gunshot wound with a rim of abrasion along the 5:30 to 9:30 margin, ranging in width from 0.05 to up to 0.4 inches, widest at the 6 o'clock to 9 o'clock margin. Recovery: A minimally deformed, fullyjacketed, hollow-point lead bullet is recovered from the subcutaneous tissue just beneath the skin of the right lateral back approximately 49 inches above the heel and 8.2 inches right of the posterior midline, designated ?bullet from subcutaneous right back,? and retained as evidence by law enforcement personnel. Associated Injuries: Lacerations of the skin and subcutaneous tissues, fracture of the posterior right 11th rib, and cutaneous abrasions and contusions of the skin overlying the bullet track. Trajectory: Left to right, upward, and back to front. GRAZE GUNSHOT WOUND OF RIGHT LOWER BACK: On the right lower back, centered approximately 44.25 inches above the heel, is a 3.75 to 6.75 inches long by up to 0.5 inches wide obliquely oriented, linear graze gunshot wound. Tags along the upper wound margin are oriented towards the center and leftward. No soot or stippling is associated with this wound. GUNSHOT WOUNDS OF THE PROXIMAL MEDIAL LEFT THIGH: On the proximal medial left thigh, centered 32.75 inches above the heel, is a 1- inch irregular slit-shaped gunshot wound. These two wounds are separated by a thin bridge of skin and subcutaneous, but connect in the subcutaneous plane. GUNSHOT WOUND 0F PROXIMAL MEDIAL RIGHT THIGH: Entrance: On the proximal medial right thigh, centered approximately 32.25 inches above the heel, is an ovoid, irregular 0.8 0.4-inch gunshot wound. No soot or stippling is associated with this wound. Path: The wound track perforates the skin and subcutaneous tissue of the medial right thigh, tracks inferiorly and laterally to terminate in the subcutaneous tissue behind and lateral of the right knee. Exit: None. Recovery: A moderately deformed, jacketed, hollow-point, lead bullet is recovered from the subcutaneous tissue behind and lateral of the right knee, designated ?bullet from right knee,? and retained as evidence by law enforcement personnel. Associated Injuries: Laceration of the skin and subcutaneous tissue. Trajectory: Left to right, downward, with minimal back?to-front deviation. INTERNAL EXAMINATION: HEAD AND CENTRAL NERVOUS SYSTEM: The scalp is unremarkable and the skull is intact. There is no epidural, subdural or subarachnoid hemorrhage. The brain weighs 1350 grams and has normally configured gyri and sulci. The leptomeninges are thin and tranSparent. The cerebral vessels are unremarkable. The cortical gray ribbon is intact and the ventricular system is of appropriate size. The deep cerebral nuclei and hippocampi are unremarkable. The brainstem and cerebellum are unremarkable. The skull base has the expected anatomic features. The proximal spinal cord, when viewed through the foramen magnum, is unremarkable. NECK: Hemorrhage tracks between the strap muscles on the right lateral and anterior neck, from the base of the neck to the level of the larynx. Examination of the anterior soft tissues, cartilaginous and bony structures of the neck reveals no abnormalities. The usual anatomic relationships are preserved and the upper ain/vay is not obstructed. JASON E. The uninjured pleural and peritoneal surfaces are smooth and glistening. The organs maintain their usual relationships with one another. CARDIOVASCULAR SYSTEM: The heart weighs 450 grams and bears injury as previously described. The epicardium is unremarkable. The chambers demonstrate their usual shape and configuration with no gross hypertrophy. The coronary arteries are widely patent and free of evidence of atherosclerotic plaque formation throughout the course of all vessels. Cut surfaces of the myocardium of normal color and there is no thickening of the ventricular walls. The aorta bears injury as previously described, and follows its usual course. The uninjured intimal surface is unremarkable, and the origins of the major vessels are normally disposed and unremarkable. The great vessels of venous return are in their usual positions and are unremarkable. RESPIRATORY SYSTEM: The larynx and trachea have no abnormalities and are continuous in the usual manner with the primary bronchi. The bronchi contain clear mucus. The right lung weighs 370 grams and the left lung weighs 300 grams. Perforating lacerations of the lungs and associated hemothoraces have been previously described. The is to dark pink to red. There is no consolidation, mass or cavitary lesion. The bronchi and vasculature are normally distributed. Both lungs are coHapsed. HEPATOBILIARY SYSTEM: The liver weight is 1980 grams and bears injuries as previously described. Cut surfaces are uniformly red-brown and have the usual landmarks. The JASON E. URINARY SYSTEM: The right kidney weighs 180 grams and the left kidney weighs 170 grams. The cortical surfaces are smooth and the cortical architecture is normal. There is good corticomedullary differentiation. The pelves have the usual anatomic relationships and are continuous into normal ureters which insert into an externally unremarkable bladder containing approximately 400 milliliters of clear yellow urine. SYSTEM: The spleen weighs 130 grams and bears injury as previously described. The demonstrates the usual anatomic features. The thymus is involuted and replaced by fat. The nodes, where appreciated, are unremarkable. GASTROINTESTINAL SYSTEM: The esophagus and gastroesophageal junction are unremarkable. The stomach contains approximately 500 milliliters of partially digested food, and bears injury as previously described. The uninjured gastric mucosa is unremarkable. The small intestines are unremarkable. The large bowel bears injury as previously described. The vermiform appendix is absent. ENDOCRINE SYSTEM: The pancreas, pituitary, thyroid and adrenal glands are unremarkable. MUSCULOSKELETAL SYSTEM: Fractures of the right clavicle and bilateral ribs, and injuries of the diaphragm have been previously described. The musculature is normally distributed and JASON E.
