The Cape Breton Regional Municipality Community Survey was conducted as part of the 155th class of the Survey Skills Development Course (SSDC 155) on behalf of the Planning and Development Department of the Cape Breton Regional Municipality. The course provides the opportunity to acquire knowledge about the nature of survey-taking and to develop the related skills by having participants design and implement an actual survey under reallife conditions. Your input was critical to the outcome of the survey. 6 Introduction This report presents the final results of a survey conducted in the Cape Breton Regional Municipality. The report on the Cape Breton Regional Municipality Community Survey was completed as part of a training program by members of the Survey Skills Development Course (SSDC 155) at Statistics Canada. The survey was conducted on behalf of the Cape Breton Regional Municipality Planning and Development Department. The purpose of the survey was to better understand the needs and priorities of residents regarding transportation, land use, library services, and commercial revitalization. To do so, the survey was structured as follows: 1. 2. 3. 4. 5. Demographics Transportation; Residential land use; Infrastructures; Libraries. The reference period for this survey was from May 28th, 2017 to May 27th, 2018. For the purpose of the survey, the term “resident” refers to adults aged 18 years of age or older who lived in the Cape Breton Regional Municipality during the reference period. While discussing the results of the survey it is important to note that statistically significant results have been designated using the ‘*’ symbol. 8 Survey Design This section describes the sample design for the Cape Breton Regional Municipality Community Survey. Target Population The target population was all persons aged 18 or older as of May 28th 2018 and who were living in a privately occupied dwelling within the Cape Breton Regional Municipality, during the period of May 28th to June 1st, 2018. Sample Design The sample design can be described as a two-stage sample. The first stage of sampling was done at the dwelling level, followed by a second stage of sampling which was at the person level. The sampling method used was systematic random sampling, which consisted of drawing a total of 1,800 privately occupied dwellings. The sample was created using Statistics Canada’s Household Survey Frame service which includes the Address Register and the telephone directory. Any record that had a postal code and address within the Cape Breton Regional Municipality was included in the list of dwellings from which the sample was drawn. To be eligible, each private dwelling had to have at least one phone number (landline or mobile). In the second stage, one adult member of each household was asked to respond to the survey. All persons aged 18 years or older who were living in the household at the time of collection were eligible to be selected. For each selected household, a roster (list) was created of all persons aged 18 years and older who were members of that household. An adult member from the selected household was then selected via simple random sampling. Random selection at this stage is required to draw a representative sample of the population. In some cases, demographic information about the selected respondent was gathered by proxy (by another member of the household aged 18 or older). Sample Size A sample size of 1,800 dwellings was deemed appropriate to be able to produce useable data with an acceptable level of precision. Data Collection Responses were collected over the telephone using an electronic questionnaire. Telephone interviews were conducted with residents of Cape Breton Regional Municipality from May 28th to June 1st, 2018. Interviews were conducted with adults 18 years of age or over. Participation in the survey was voluntary. Interviewers were trained on how to conduct a telephone interview, capture responses using the electronic questionnaire, and approach the residents in order to encourage them to participate in the survey. If the randomly selected respondent of the household was not available, appointments were made for the best possible time for another telephone contact. If a respondent or household refused to participate, the interviewers explained the importance of the information for the survey sponsor in order to encourage participation in the survey. To increase awareness of the survey and reduce the likelihood of participation refusals, a letter was sent prior of the interview week to inform the selected households that Statistics Canada would be contacting them by telephone to conduct the survey. 10 Of the 1,800 selected households, 652 households completed the survey and 122 were determined to be out of scope (out of scope refers to all telephone numbers that are out of service, businesses or fax numbers, or are for persons not living within the geographical area covered by the survey). The final response rate was 38.9%. Low response rates have been known to cause bias in survey findings; this is possible when a subset of the population is more likely than others to be available and/or willing to do the interview. Of the 652 households who completed the interview, 538 households completed it in full, while 114 households partially completed it (that is, demographic information and proxy information about the selected respondent and the household were collected from another adult member of the household because the selected respondent was either unavailable during the collection period or refused to participate). For households with partially-complete questionnaires, the responses to the remainder (nondemographic sections) of the questionnaire were imputed from households with similar demographic characteristics that completed the survey in full. Data Processing Once the collection was complete, the data were processed through an editing program to detect any errors and to flag any missing values for imputation. Next, the imputation process was run in order to replace missing values. The result of the imputation process was a clean and complete data set which was used to produce estimates and to populate the tables in this report. Weighting and Estimation The estimation of population characteristics from a survey is based upon the premise that each sampled unit represents, in addition to itself, a certain number of units in the population. A weight is attached to each unit in the sample to reflect this representation. The weighting process therefore allows estimates of the population to be made based upon the sampled units. The weights are then adjusted to account for non-response under the assumption that non-respondents and respondents have similar characteristics. For this survey, the weights were adjusted to reflect the age and gender distributions of the Cape Breton Regional Municipality using Statistics Canada’s sub-provincial population estimates. 11 Data Quality Sampling Error The estimates in this report are based upon a sample of households located in the Cape Breton Regional Municipality. Two types of survey errors can affect the quality of estimates: sampling and non-sampling errors. The sampling error of an estimate refers to the difference attributable to using a sample of the population as opposed to a complete census of the population. The goal of an efficient sampling plan is to minimize sampling error. The coefficient of variation (standard error expressed as a percentage of the estimate) was used as a measure for the sampling error. The coefficient of variation was computed for each estimate. Alphabetic symbols representing the range of the coefficient of variation were used in the statistical tables to provide an indication of the extent of sampling error in the estimates. The lower the coefficient of variation, the smaller the sampling error and the higher the reliability of the estimate. The absence of a letter code indicates that the estimate has a low coefficient of variation. Estimates with a higher coefficient of variation (“E” letter code) are precise enough for some purposes; however they should be used with caution. The letter “F” indicates that the estimate has a coefficient of variation of more than 50%. Estimates subject to sampling error of this magnitude are suppressed in this report, and are indicated in the tables as “(… F)”. Quality indicator E F Coefficient of variation 0.0% - 33.3% 33.4% - 50.0% > 50.0% Description Good Caution Suppress1 Note that, for this survey, the coefficients of variation were calculated for the survey estimates only (see Appendix A: Counts Tables, p. 48-81) and not for the data when it is expressed as percentages (coefficient of variation calculations are different for percentages). However, the estimated quality indicators are included in the percentage tables because they remain useful as a general indication of the quality of the data. Non-sampling Error Errors which are not related to sampling may occur at almost every phase of the survey process. For example, interviewers may misunderstand instructions, respondents may make errors in answering questions, answers may be incorrectly entered on the questionnaires, or errors may be introduced during the processing and tabulation of the data. These errors are referred to as non-sampling errors. In general, some of the non-sampling errors will balance out over a large number of observations. However, systematically occurring errors will contribute to bias in the survey results. Attempts were made to reduce non-sampling errors through careful design of the questionnaire, training of interviewers and a thorough control of the processing operations. One major source of non-sampling error is non-response. There are two components of non-response: household non-response and question non-response. 1 Also, any field with an “x” in it indicate that the estimates where suppressed to protect confidentiality. 12 Household Non-response This type of non-response results from the inability to obtain an interview with a selected dwelling for any number of reasons, including an inability to make contact with the selected household member after repeated phone calls to the household, or the unwillingness or inability of a household to participate in the interview (e.g., the respondent refuses to participate or an interview is prevented by illness or language barrier, etc.). Survey results can also be affected by cases in which dwellings selected for an interview were discovered to be out-of-scope. This may occur when a selected dwelling is discovered to be vacant or not to be a private household (e.g., a commercial enterprise or an institution). No interview is conducted with out-of-scope units. Question Non-response This type of non-response results from individual questions not being answered when they should have been answered or because certain questions were logically inconsistent with responses provided to other questions. 13 Results and Discussion While studying the data tables (found in Appendix A: Tables, p. 46), the reader should keep in mind that individual cells may not exactly sum to totals due to rounding or suppression of cells with insufficient responses. Within each data cell in each table, the alphabetic quality indicator therein indicates the statistical precision of the estimate in that data cell (an explanation of these quality indicators is provided in the previous section on data quality). The terms and relevant definitions are documented in Appendix B: Glossary of terms, p. 150. 14 15 Report on the Cape Breton Regional Municipality Community Survey The Cape Breton Regional Municipality Planning and Development Department mandated Statistics Canada to conduct a survey to better understand the needs and priorities of residents regarding transportation, land use, library services, and commercial revitalization. The following report is a presentation of the main findings of this survey. 16 17 Demographic profile The target population included 78,652 residents who lived in the Cape Breton Regional Municipality, aged 18 years or older at the time of the survey. The Cape Breton Regional Municipality Community Survey collected demographic information in order to better understand the characteristics of the residents of the municipality. The data collected included the following information about the residents: sex at birth, gender, age, and level of educational attainment. In addition, the residents were asked to provide information about the household, including the presence of children and the household income. The demographics collected by this survey were then stratified into those residents living within Sydney, and those residing within the Cape Breton Regional Municipality, but outside of Sydney. The largest share of the population of the Cape Breton Regional Municipality was 65 years of age and older The largest share of the population of the Cape Breton Regional Municipality is 65 years and older. The population was divided into four age groups. Those 65 years of age and older represented 28.2% of the population, those 35 to 54 years old represented 28.0%, the 18 to 34 year old age group represented 22.5% of the population, and those 55 to 64 years old represented 21.3%, . The sex distribution of the Cape Breton Regional Municipality was split 46.8% male and 53.2% female. Chart 1. One quarter of the residents had a university certificate, diploma, or degree Residents with a high school diploma or less represented 45.8% of the population, while those with a college, CEGEP, or other non-university certificate or diploma represented 28.9% of the population. Residents with a university certificate, diploma, or degree at the bachelor level or above made up 25.3% of the population. Residents within the Cape Breton Regional Municipality who reported a total household income for 2017, before taxes and deductions, of $40,000 or less represented 30.9% of the population. Close to a third of residents (32.3%) reported living in a household with a total household income of $40,000 to $79,999. Residents living in a household with a total household income of $80,000 or more represented 38.2% of the population. One out of five residents lived in households with children Residents living in households with children represented 20.3% of the population. Four out of five (79.7%) residents reported that there were no children in the household. These proportions were similar in both Sydney and the population outside of Sydney. 19 Chart 3. The survey collected information from residents about their modes of transportation for errands and recreational activities, such as shopping, banking, or eating out within the Cape Breton Regional Municipality. Therefore, it is important to understand that the survey results are not applicable to any trips made for work-related reasons. For residents who used private motor vehicles for trips other than work the survey proceeded to ask them about their perceived barriers to using various forms of active transportation including using public transit, cycling, and walking. Note that multiple modes of transportation could be selected by residents. Walking was the most popular mode of active transportation for errands and recreational activities. Even though private vehicles were used by 91.6% of the residents in the last 12 months for errands and recreational activities, the most common mode of active or sustainable transportation used by residents for these activities was walking at 69.7%, followed by cycling at 12.8%, and public transit at 10.2%. Age, income and sex all impacted how residents used these forms of transportation. Just over half the residents over the age of 65 had used walking as a mode of transportation (52.8%*), whereas approximately three quarters of residents within each of the younger age groups did (18 to 34 years old: 74.0%, 35 to 54 years old: 78.2% and 55 to 64 years old: 76.2%). Residents under 35 years of age (18.1%*) as well as residents living in households earning less than $40,000 a year (18.8%*) were most likely to have taken public transit at least once in the past 12 months for errands and recreational activities. Residents earning less than $40,000 a year were also less likely to cycle (7.8%*). Lastly, men were almost three times (19.6%*) as likely to cycle as women (6.9%). Chart 4. For residents living outside of Sydney, 42.0%* of residents indicated that public transit was unavailable in their community as opposed to 18.9% within Sydney. The following barriers were cited among residents 18 to 34 years of age than among older age groups: lack of time (41.0%), limited frequency (21.8%), and limited routes (19.7%). Chart 5. Weather and a lack of cycling infrastructure is the most common barriers to cycling Residents who used private motor vehicles for errands and recreational activities in the past 12 months were asked to identify reasons for not cycling. Residents cited weather (43.1%) and lack of cycling infrastructure such as bike paths (41.7%) as the most common barriers. Note that residents could select multiple barriers to cycling. Concerns over lack of cycling infrastructure increased with residents’ household income. The proportion of residents listing cycling infrastructure as a concern for residents living in households earning less than $40,000 was 29.0%, 38.4% for residents living in households earning between $40,000 and $80,000 and 53.1% for those living in households earning more than $80,000. 22 In terms of age, 18-34 year olds were more concerned with weather (57.0%) and a lack of cycling infrastructure (56.3%). However, the top concern of this group was lack of time (64.5%). This group was also more likely to list carpooling (28.5%) as a reason not to cycle. The proportion of those under age 35 listing safety as a concern (15.1 %*) was lower than that of other age groups (36.7%). The top barrier to cycling for those over age 65 who used a private motor vehicle was health reasons (46.8%). Chart 6. A lack of time is the most common barrier to walking Residents who used private motor vehicles in the past 12 months were asked to identify reasons for not walking for trips under 2 km. A majority (55.3%) reported weather as the main barrier to walking followed by a lack of time (44.8%), a lack of infrastructure (31.9%), sidewalk and road conditions (30.1%), safety reasons (25.7%), health reasons (24.6%), and carpooling (11.8%). Females were more likely to report a lack of infrastructure (38.4 %*) as a concern than males (24.6%). Similarly, 37.6%* of females cited sidewalk and road conditions as being a reason for not walking compared with 21.5% of males. 23 Residents aged 18 to 34 years who used motor vehicles instead of walking were more likely to have carpooled (22.2%*) compared with those aged 65 years and older (7.0%). They were also more likely to cite lack of time as a reason for not walking (66.2%*), while those aged 65 and older were likely to cite health (44.0%*) as a reason for not walking. Nearly 36.2%* residents who earned less $40,000 cited health as reason for not walking compared with 12.3% of those who earned $80,000 and more. Chart 7. Residents living in households outside the Sydney area were most likely to have two private motor vehicles (46.1%*) at their household. About a third of residents living in households in the Sydney area had two private motor vehicles (34.2%) at their residence. Chart 8. Specifically, residents were asked about their level of agreement towards mobile homes being used as housing, using shipping containers for storage, keeping livestock on residential properties, and home business activities on residential properties. If residents agreed with any of these types of residential land uses, they were then asked their level of approval for those same activities occurring next to their property. For home businesses, the follow-up questions also included questions regarding restrictions on the number of employees per home business location and permissible residential locations such as a garage, shed or accessory building. Residents were also asked whether they thought motor vehicle repair, retail sales or outdoor display of goods for sale as a home business activities should be permitted in the municipality. For the purpose of the following section, the term ‘agree’ refers to residents who agreed or strongly agreed with each measured residential land use activity. Also, the term ‘approved’ refers to residents who approved or strongly approved with each activity occurring next to their residential property. A majority of residents agreed with using mobile homes as residential dwellings in the municipality. Overall, 8 out of 10 residents (80.0%) agreed with mobile homes as residential dwellings in the municipality. This response was shared across all demographic groups, with little differences between categories (sex, age, education level and household income level, presence of children in household, living in Sydney or outside of Sydney). More than 8 out of ten residents (81.2%) approved of using mobiles homes as residential dwellings next to theirs. Slightly more than 1 out of 7 (15.5%) residents disapproved2. Within the demographic sub-groups, approval was also favored over disapproval, even if approval rates varied between demographic sub-groups. Chart 10. Overall, 44.6% of residents agreed with the use of shipping containers for storage on residential properties in the municipality. Most residents approve of shipping containers used for storage next to their residential property. Among residents who agreed with shipping containers used for storage on residential properties in the municipality, 25.8% disapproved of them being next to their residential property. Almost 7 out of 10 (68.8%) expressed approval for using shipping containers for storage on residential properties next to theirs. 28 Senior residents expressed the highest level of disapproval (42.4%*) to having shipping containers placed on residential land next to their homes. The highest rate of approval among the other age groups was within the 18-34 group, where 79.3% approved of the practice. Chart 12. Overall, 83.9% of residents agreed with having home businesses on residential properties within their municipality. There was general approval across all age groups, with at least 70% of residents in each age group agreeing or strongly agreeing. Respondents aged 18 to 34 had the highest rates of support (97.2%*), while respondents aged 65 and over expressed the lowest level of support (70.1%). 31 Chart 15. The majority of residents approved of home businesses next to their residential property. Among residents who agreed with having home businesses located on residential properties in the municipality, more than 7 out of 8 (86.1%) approved having them next to their residential property. Approximately 1 out of 10 residents (10.6%) disapproved. Among residents who agreed with having home business located on residential land, 93.9% of those living in households with an income level over $80,000 approved of having home businesses located next to their residential property. 82.3% of residents that lived in households with an income level between $40,000 and $79,999 approved while 79.7% of residents that lived in households with an income level of less than $40,000 approved. Additionally, approval levels were similar between residents living within the Sydney area (83.1%) and those who resided elsewhere in the Cape Breton Regional Municipality (87.4%). Among senior residents who approved of a home business located on residential land, 22.8% of them disagreed with having a home businesses being next to their residential property. Overall, more than half of residents (54.7%) who agreed with home business on residential properties thought there should be no restriction on the number of employees within a home business. 32 Most residents who thought there should be a restriction on the number of employees in home businesses thought that employees other than those living in the residences should be allowed to work in a home business Among residents who thought there should be a restriction on the number of employees in home businesses on residential properties, 84.0% thought home businesses could have employees other than residents living in the home. More than half of residents (55.9%) who agreed with home business on residential properties thought a home business could have up to three additional employees. Another 20.8% thought it should be restricted to one additional employee at maximum, while 11.8% of the residents thought no additional employees should be allowed. Chart 16. Among residents who agree with home businesses on residential properties in the municipality, support for the different types of activity was similar: 71.8% for outdoor display of goods for sale, 73.0% for motor vehicle repair and 77.4% for retail sales. Residents who thought none of the activities should be allowed accounted for 7.2%. Agreement with any of the three activity types for a home business decreased with age. Residents aged 65 and over agreed with each activity at the following rates: 62.8% for motor vehicle repair, 66.7% for retail sales and 54.4% for outdoor display of goods for sales. 13.7% of these residents reported that none of these activities should be permitted. Of the residents living in households with children, 88.9% approved of retail sales; 87.0% approved of outdoor display of goods for sale and 82.2% approved of motor vehicle repair as home businesses. Among the residents who agreed with home businesses on residential properties in the municipality, three-quarters (76.9%) agreed with home business activities occurring in both residential dwellings and accessory buildings such as sheds, barns or detached garages. Less than 1 in 10 (7.2%) residents thought that home businesses should occur solely within a residential dwelling. These approval rates were similar across all demographic categories. Chart 18. Specifically, the survey asked residents what the minimum distance for wind turbines and stand-alone telecommunication towers from their residence should be and to identify their concerns regarding the presence of these towers. The areas of concern measured by the survey were noise, appearance, property value, environmental impact, and health and safety. Most residents wanted wind turbines at least 1 km from their home. Slightly more than three out of four residents (76.2%) wanted wind turbines at least a one kilometer away from their residence. More specifically, 31.6% of residents indicated “1 km to less than 5 km” while 44.6% indicated at least five kilometers away. Chart 19. Of those under 35 years of age, 74.9% reported having concerns. The most common concern of residents across all demographics was property value (62.3%), followed by noise (61.2%), and health and safety (55.9%). Residents were less concerned about environmental impact (49.2%) and appearance (39.6%). Property values were less of a concern for those under 35 (38.2%*) than for those 35 and over (69.3%). Women were more likely than men to want wind turbines further away from their residence. 52.6% of women indicated a minimum acceptable distance of 5km or more from their residence, compared to the 35.5% of men. While the majority of residents (70.5%) wanted stand-alone telecommunication towers at least one kilometer away from their residence, there was a difference between the responses of men and women. Almost half (46.0%) of women indicated that an acceptable distance is of at least five kilometers away. Men were almost evenly distributed between the furthest three categories of “1/2 km to less than 1 km” (28.5%), “1 km to less than 5 km” (30.6%) and “5 km or more” (29.1%). Chart 21. Residents living within Sydney had similar concerns about stand-alone telecommunication towers: Property values (69.7%) remained the biggest concern, followed by health and safety (63.9%), environmental impact (62.1%), appearance (60.0%) and noise (40.6%). Most residents living outside of Sydney where concerned with property values (61.1%), followed by health and safety (56.5%), appearance (54.1%), noise (33.4%), and environmental impact (48.0%). Nearly three quarters of residents believed revitalizing downtown areas was very important. Most residents supported the revitalization of downtown areas, with 73.8% indicating that it was “very important” and 19.3% indicated that it was “moderately important”. Chart 23. Residents were asked to gauge the importance of libraries and various library attributes on a scale of very important, moderately important, slightly important, and not at all important. In terms of attributes, the survey asked residents about the importance of a library’s proximity to downtown areas, to government buildings and schools, and to public transit. The survey also asked about the importance of the building’s architectural design, cultural significance, and parking. Architectural design refers to the building esthetic, design, layout, and quality, while cultural significance refers to the historic, scientific, social, or spiritual value of the building for past, present or future generations. Residents were also asked whether the current libraries meet the needs of their household. Most residents reported that Cape Breton Regional Libraries were important to their household Residents were asked to rate the importance of the Cape Breton Regional Libraries and the services and programs offered to their household. Close to half of the population (44.8%) said that libraries and the services offered were very important to their household. Residents both within Sydney (45.3%) and outside of Sydney (44.6%) considered libraries to be very important to their household. Roughly half of residents with a total household income of less than $40,000 (56.1%) and those with a total household income of $40,000 to $79,999 (49.1%) considered libraries and their services to be very important to their household, compared to one third (32.4%*) of those with a household income of $80,000 or more. Moreover, 41.6% of residents believed architectural design was slightly or not at all important. In regards to the cultural significance of the library building, 30.7% of residents indicated that this attribute was slightly or not at all important. A higher proportion of the female population (44.1%*) responded that the cultural significance of a library’s building was very important, compared to male residents (30.6%). Conversely, a larger proportion of the male population (20.1%*) indicated that the cultural significance was not at all important, compared to female residents (11.1%). Chart 27. Building Definition An accessory building is any additional building on a property that is not the primary residence. Active Transportation Refers to any form of human-powered transportation walking, cycling, wheeling, in-line skating, skateboarding, skiing or paddling. Additional Employee An additional employee is a person who does not reside at the property where the home business is located and conducts labour activities related to the home business. Appearance Refers to the overall visual impact. Architectural Design Refers to building aesthetics, design, layout and quality. Barrier Refers to anything used or acting to block someone from going somewhere or from doing something or to block something from happening whether physical and/or perceived. Bike path conditions Refers to the state of bike paths, especially with regard to its appearance, accessibility, quality, or working order. Building Infrastructure The underlying foundation or basic framework in addition to the resources required for an activity such as personnel, buildings, or equipment. Carpooling Refers to two or more people sharing a ride in a private motor vehicle. Commercial wind turbine A device for converting wind power to produce electricity with a capacity of at least 750 kilowatts connected to Nova Scotia Power Inc.’s grid system. Community A group of residents who share common purposes, activities, and interests within the same geographic location. Cultural Significance "Refers to the historic, scientific, social or spiritual value for past, present or future generations." Cycling Refers to the activity of riding a bicycle. Educational attainment Educational attainment refers to the highest level of education that a person has successfully completed. Successful completion of a level of education refers to the achievement of the learning objectives of that level, typically validated through the assessment of acquired knowledge, skills and competencies. Employee Refers to any person drawing pay for services rendered or for paid absences and for whom the employer must complete a Canada Revenue Agency T-4 supplementary form. Environmental Impact Refers to potential impact on wildlife (including loss of habitat), plant life, water quality, soil quality, or other negative impacts on the physical environment. Gender Gender refers to the gender that a person internally feels ('gender identity' along the gender spectrum) and/or the gender a person publicly expresses ('gender expression') in their daily life, including at work, while shopping or accessing other services, in their housing environment or in the broader community. A person's current gender may differ from the sex a person was assigned at birth (male or female) and may differ from what is indicated on their current legal documents. A person's gender may change over time. Goods Refers to products for sale. 153 Handi-Transit service Refers to buses that charge set fares, run on fixed routes, and are available to the public with a mobility impairment where registration is required to determine eligibility. Health Refers to the general condition of the body or mind with reference to soundness and vigour. Health and Safety Refers to concerns regarding effects (real or perceived) on human health. This includes the flicker effect. Home businesses CBRM list of permitted home businesses: • animal (domestic) grooming • artist/artisan establishment • bed & breakfast accommodations • boarding homes • business offices • catering business • food processing cottage industry • personal service business • repair service The following retail sales are permitted: • merchandize used in the business as an accessory use; • goods fabricated in an artist/artisan establishment; • goods repaired in a repair service. • A catering business operated as a home business will require a license from the Province of Nova Scotia in compliance with its Eating Establishments Regulations. Household Private household refers to a person or group of persons who occupy the same dwelling and do not have a usual place of residence elsewhere in Canada or abroad. The household universe is divided into two sub-universes on the basis of whether the household is occupying a collective dwelling or a private dwelling. The latter is a private household. 154 Household total income Household total income refers to the sum of certain receipts (in cash and, in some circumstances, in kind) before income taxes and deductions, of all persons within the household during a specified reference period. It includes employment income from wages, salaries, tips, commissions and net income from self-employment (for both unincorporated farm and non-farm activities); income from government sources, such as social assistance, child benefits, employment insurance, Old Age Security pension, Canada or Quebec pension plan benefits and disability income; income from employer and personal pension sources, such as private pensions and payments from annuities and RRIFs; income from investment sources, such as dividends and interest on bonds, accounts, GICs's and mutual funds; and other regular cash income, such as child support payments received, spousal support payments (alimony) received and scholarships. The monetary receipts included are those that tend to be of a regular and recurring nature. It excludes onetime receipts, such as: lottery winnings, gambling winnings, cash inheritances, lump sum insurance settlements, capital gains and RRSP withdrawals. Capital gains are excluded because they are not by their nature regular and recurring. It is further assumed that they are less likely to be fully spent in the period in which they are received, unlike income that is regular and recurring. Also excluded are employer's contributions to registered pension plans, Canada and Quebec pension plans, and employment insurance. Finally, voluntary inter-household transfers, imputed rent, goods and services produced for barter, and goods produced for own consumption are excluded from this total income definition. Local Location Materials available for checkout 155 Mobile home Means a prefabricated building comprised of one main modular part designed to be used as a single detached dwelling: • having an average width greater than 8.5 feet and less than 20 feet; and • a length that is at least 3 times as long as the width. A dwelling given the name “mini-home” by the fabricator is a mobile home. A mobile home is not a recreational vehicle. A building originally manufactured as a mobile home cannot be used as an addition to another building (whether to increase the number of dwelling units or just increase the floor area) where mobile homes are not permitted in compliance with this By-law. Residence Primary dwelling of a resident. Resident A resident is anyone whose primary address is anywhere in the Cape Breton Regional Municipality. Vacant land on which residential structures can be built is thus classified as residential property. Examples of residential structures include singledetached houses, semi-detached houses, and condominium apartment.
