4.05 Approval of the Opening of a New K­12 School Named "Detroit Latin"

That the School Board approve (i) the opening of a new K­12 school named “Detroit Latin” in collaboration with the George Washington Scholars
Endowment (the "Endowment") and (ii) the sale of the vacant Brady School located at 2920 Joy Road to the Endowment for $1.00.
Description and Background:
Detroit Latin will launch in the 2019­2020 school year with grades 5­6 being offered.  Each year, the school will grow with additional grade offerings. 
Detroit Latin will be located within the vacant Brady School (adjacent to the Lawton School) located at 2920 Joy Road (the "Property").
The District seeks to provide a new and unique educational campus that will provide an authentic classics­based curriculum (ancient Rome, where the
language  Latin  was  developed,  and  ancient  Greece)  combined  with  advanced  offerings  in  Science,  Technology,  Engineering  and  Mathematics.    The
Endowment  has  opened  other  Latin  schools  in  Boston,  Washington  DC  and  New  York.    However,  unlike  other  Latin  schools,  Detroit  Latin  will  be  a
traditional public school and operate within the the District portfolio. 
   
Detroit Latin will be comprised of a lower school servicing grades K­6 and an upper school servicing grades 7­12.  Plans include creating a quad on the
campus  that  will  connect  the  lower  school,  the  upper  school,  the  science  lab  and  a  dorm.    Detroit  Latin  will  be  open,  free  of  charge  to  all  Detroit
residents. 
The District would enter into an agreement, for no less than 40 years, with the Endowment to operate the Detroit Latin School.  All enrollment, FTE and
academic performance would belong to the District during the length of the agreement.
The Endowment seeks to purchase the Property (vs. leasing) because ownership will aid it in raising the estimated $75 Million it will cost to build the
Detroit  Latin  campus.    This  will  include  complete  renovation  of  the  vacant  Brady  Elementary,  building  a  new  lower  school,  building  a  new  Science,
Math, Engineering, and Technology building and a small dormitory creating a classic quad for the Detroit Latin campus.
Gap Analysis:
As the District continues to improve enrollment, innovative and unique schools/programs are necessary to recruit and retain students and families. This
unique school offers Detroit families with a traditional public school experience while addressing its human capital needs.
Previous Outcomes:
Because this is a new school previous outcomes are not available until enrollment occurs and student achievement data can be analyzed as baseline data.
Expected Outcomes:
Improved district­wide enrollment and increased student achievement, including attendance rates, M­STEP and SAT performance, graduation rates, and
college  going  and  completion  rates.    In  addition,  due  to  the  unique  nature  of  the  new  school,  we  expect  to  attract  new  and  veteran  teachers  who  are
interested in providing an equitable classical educational experience within the context of a traditional public education system.  This should also lead to
higher teacher retention rates.

Financial Impact:
The cost of the school will be driven by the school's FTE, similar to other schools in the District.  Supplemental funding to the allocation plan will come
from private funding that will be raised by the George Washington Scholars Endowment.
