Ukraine Energy Resilience Plan - PNNL Project 60813 Scope Summary: The Government of Ukraine (GOU) has asked for US. assistance in developing an Energy Resilience Plan for their country. Ultimately, they need to establish a probabilistic economic modeling tool that will support scenario based simulations to determine potential impacts on the Ukrainian energy balance. gross domestic product and other aspects on the economy (income, employment, etc) in support of contingency planning But, the preliminary step and more immediate need is to have an energy resilience plan in place that factors in the various energy generation resources they can apply to meet their energy consumption demands. and the options for meeting those demands given the potential changes to fuel supply that they face. In addition, the GOU is looking for a tool to help with course of action selection addressing crisis action planning and Strategic energy reforms. The DOE Of?ce of Affairs is leading a team to visit Ukraine to engage experts there on better understanding their needs and to assist GOU in developing a resilience plan. The visit is tentatively scheduled to begin July 8, 20l5 and last 4 weeks, with the team departing Ukraine on August 5, 20l5. PNNL has been asked to provide a project management. energy resiliency expert, energy crisis cell technical advisors. and arrange for contracted logistical services in Ukraine including interpretation, translation. and meeting refreshments.
