Pafford, Chief NCDENR- Division of Waste Management Hazardous Waste Section 1646 Mail Service Center Raleigh, NC 27699-1646 Attn: Mr. Karim Pathan Subject: Notification of Newly Discovered Released Chemical DuPont Company- Fayetteville Works SMWU 6-03 Permit No. NCD 04 7 368 642 Dear Ms. Pafford: This letter is a notification of a newly discovered released chemical found during monitoring of a groundwater area currently under a RCRA Facility Investigation (RFI) corrective action. On January 27, 2003, groundwater samples were taken at several locations surrounding a new manufacturing facility for the purpose of establishing the groundwater baseline level of pentadecafluorooctanoic acid ammonium salt (CAS No. 3825-26-1), also known as ammonium perfluorooctanoate. The groundwater from the monitoring well identified as SWMU 6-03 in this site's Confirmatory Sampling Report had an analytical result of 0.0649 )Jg/L of ammonium perfluorooctanoate. All other groundwater sample locations did not show ammonium perfluorooctanoate above the analytical method's practical quantification level of0.050 )Jg/L. This unexpected analytical result prompted DuPont to perform a confirmatory second round sampling of groundwater that was conducted on March 27, 2003. On that date, two separate samples were taken from the SWMU 6-03 monitoring well. The analytical results from that sampling showed levels of ammonium perfluorooctanoate at 0.0684 )Jg/L and 0.0628 Jlg/L respectively. As in the January sampling round, all other groundwater sample locations did not show ammonium perfluorooctanoate above the analytical method's practical quantification level. Therefore, DuPont is notifying the Division of Waste Management that a groundwater analysis of SWMU 6-03 indicates the presence of ammonium perfluorooctanoate at a level of 0.068 )Jg/L. E. I duPont de Nemours and Company @ Prmted on RecyGied Paper FL -4 Rev. 6/99 Page 2 of2 Ms. Jill Pafford NCDENR-DWM June 6, 2003 Part V(D)(1) of the subject permit requires that DuPont notifY the Department in writing of any newly discovered release of a hazardous waste or hazardous constituent discovered during the course of groundwater monitoring. However, ammonium perfluorooctanoate would not constitute a hazardous waste, nor is it listed as a hazardous constituent in 40 CFR Part 261 Appendix VIII. Therefore, DuPont is proactively and voluntarily providing the Division with this analytical data for informational purposes. If you have any questions, please contact me at (910) 678-1155.
