MEMORANDUM To: From: Subject: Date: OVD PJM KC Cyprus April 20, 2009 Following several conversations in relation to the next steps for KC and Cyprus, presented below is an interim report that summarizes the strategy and next steps pending your agreement and approval. There are three primary areas of focus for 2009 as follows: 1. Organizing the MRC party and expanding its political membership base throughout Cyprus 2. Increasing KC’s exposure in Europe (at the EU level) and the US (where appropriate) 3. Preparing for the EU elections in May 2009 (possible participation by the MRC Party) and the Cyprus Parliamentary elections in May 2011. MRC Party Organization and Expansion Currently, the MRC party has approximately 4,500 members out of a voting electorate of 750,000. The party has 3 small offices all located with the Nicosia district. We are in the process of establishing and building up five district offices in the major voting districts in the country. In addition, we will conduct another political audit to measure the impact of the last year and assess how to plan activities for 2009, in particular to fully understand the strengths and weaknesses of the party, and develop the most effective path for success based on demographics, government policy and voter issues of interest/concern. Increased Exposure We need to increase KC’s exposure in the EU and perhaps in the US. This will be accomplished by: 1. Networking – scheduling meetings with KC and various EU Commissioners, high profile members of the EU political elite, and introducing him to similar persons of interest outside the EU. 2. Events – finding appropriate venues for KC to speak. These could include conferences, think tank events, other foreign government officials and others. The MRC Party will hire local media relations staff to fulfill those needs locally, and Davis Manafort will work with KC and other European entities to increase his profile in the EU and abroad. Additionally, as we have discussed, we need to access your network to position KC properly, both in Europe and how it is portrayed in Cyprus. Future Elections It is KC’s hope that the first two building blocks above will prepare the MRC Party for the European parliamentary elections in 2009 and the Cypriot Parliament elections in 2011. Both elections will provide good tests for the MRC Party and allow us to measure the results with future goals. GOVERNMENT EXHIBIT U.S. v. It is important that the party be better established, generate more members, and focus on the key issues of importance to the electorate.
