He was also interested in pursuing a roadmap to implement the 2-5 yr plan that should largely be addressed by the plan being worked in MECI which he wants us to review. Mr had some concerns in the area of comms that is best to be discussed between .Xnya and you. Regarding the and the PM thought that decision should lie with Nasalyk and Nasalyk made it clear that he wanted a WAP-like plan. He called it a "risk assessment" plan but it is along the same lines as what we've done in the past. I need you to weigh in on DOE using the EIR Center to support this effort. The Center has played a critical role in collecting data and assisting in building the appropriate Ukrainian team. Part our our mission has been to grow capacity in the Ukraine to do this and they have learned much about the process and it was our intent that the Center was the continuity to carry this forward. 1 have talked with the Oleksandr Kharchenko and he has assured me that Vadym cannot be compensated by this effort as long as he remains in government. Vadym has also acknowledged this. I talked with DOE and they are poised to spin this up and have a small team arrive in July for a two-week session however, the EIR center must be utilized to begin data gathering and some logistics support. They would know what we need because we have used them, under contract, the past two years without any problem. We believe the contractual agreement is solid and their support has been critical. If you concur with the EIR Center continuing to support our can move out quickly. If not, it is unlikely that we can pull out an effort in time to impact this winter.
