Dear Commissioner Wade,
As Mayor of the City of Hartford, I am writing to strongly support approval of the Form A application
submitted by CVS Health (CVS), as part of the proposed merger between CVS and Aetna. I know that the
Department is carefully considering the effects of this merger on our state, and I appreciate that there are many
equities to consider as this process moves forward.
As you know, Hartford’s history and Aetna’s history are intertwined. Since Aetna was founded 165 years ago,
it has become one of the world’s leading insurance companies. In addition to being one of Hartford’s largest
employers and taxpayers, Aetna continues to be an involved, generous partner to our community.
I have worked closely with Aetna’s senior leadership over the last three years, and they have been extremely
supportive of our vision for the city and responsive to our needs. They have gone above and beyond their
obligations to be part of a comprehensive, sustainable solution to Hartford’s historic fiscal challenges, as part of
the five-year, $50 million commitment to Hartford, in partnership with two of our other major insurers.
I have met with the senior leadership of CVS, and they have expressed both publicly and privately their
commitment to maintain Hartford as the center of the combined entity’s insurance operations. It is my hope
that, overall, this merger will present an important opportunity for Hartford and for Connecticut to build a
partnership with what will be a leading global healthcare company, rooted right here in New England.
For the reasons I’ve discussed here, I respectfully request that you approve the Form A application submitted by
CVS. Please do not hesitate to reach out to me with any questions you may have.
