These questions, while serious, should not distract us from establishing a clear standard for treating international abusers ofhuman rights, including Russia, as set forth in S. 284. However, by moving this legislation under the Magnitsky banner, we are unnecessarily focusing this bill on one country in particular. As such, during tomorrow morning?s HFAC markup, I intend to offer a simple amendment that would strike ?Magnitsky? from the title of S. 284, effectively changing the title to ?Global Human Rights Accountability Act." This title is much more ?tting considering the broad scope of the legislation we are pursuing. Please join me in support of my amendment. I look forward to a meaningful discussion tomorrow morning.
