We write today to ask for your public support for the plan we intend to implement, working with Tribal Governments, to make certain all Native Americans living on the Turtle Mountain, Spirit Lake Sioux, Standing Rock Sioux, Sisseton?Wahpeton Oyate, and MHA Nation Reservations that are eligible to vote can. We intend to reach out to Tribal Governments to assist them in having a tribal of?cial at every early voting location in the counties where Reservations are located during the on-going early voting period and at every precinct polling location on their Reservations on Election Day, November 6, 2018. The tribal of?cial will have the needed Tribal Government letterhead and will be able to issue, on the spot, a tribal voting letter that includes the name, date of birth, and current residential address of eligible Native American voters. As you are no doubt aware, cities in North Dakota have jurisdiction to address properties within their city limits and typically follow their own addressing scheme. Likewise, Tribal Governments have the inherent sovereignty to issue residential addresses to any Tribal member who may lack such an address. Rather than creating a Tribal addressing plan wholesale, we will recommend that the Tribal of?cial at each polling location utilize the ?Burkle Addressing Rosebud Sioux Indian Reservation - PO. Box 194 - Mission, SD 57555 - 605.828.1422 System? to issue a rural residential address to Native American voters who lack such a residential address. We are also going to recommend in addition to the Tribal Voting Letter, that for tribal members that lack a residential address and are issued a rural tribal address, that a map be provided to the tribal member to mark where they live as a secondary con?rmation of the residential address issued by the Tribal Government of?cial. The marked map would accompany the Tribal Voting Letter and could be shown to polling of?cials to con?rm precinct eligibility. Given the amount of red?tape associated with getting a 911 address from counties in North Dakota (we have attached the outline of what is required in Cass County, which cannot practically be implemented on Election Day) we believe the described plan is a simple, elegant solution to help eligible Native American voters living on Indian Reservations in North Dakota cast their ballot in 2018. While we believe you have no authority to prevent Tribal Governments from implementing this plan, we wanted to give you the opportunity to publicly support a plan that will make certain the approximately 20,000 eligible to vote Native Americans that live on rural Reservations in North Dakota are not disenfranchised. Cities have jurisdiction to address properties within their city limits and typically follow their own addressing scheme.  Contacts for cities in Cass County are located here.
