PIAC Request for a Sidewalk with Curbs on East 89th Street 89m Street is a major east-west pedestrian corridor between Ward Parkway and Troost Ave. crosses or connects four (4) arterial streets: Womall Rd., Holmes Rd, Troost Ave., and Ward Parkway. On July 20, 2018, City leaders broke ground on a G0 KC project to improve pedestrian access with sidewalks on both sides of Womall Road from 85th to 89th Streets. The sidewalk project on Holmes Rd. from 85th Street to 89th Street was completed in 201 l. A Connectivity Gap exists on East 89th Street between Main Street and Troost Avenue. New sidewalks, in Connectivity Gaps, which are in a priority area where sidewalks do not currently exist, could be funded by GO Bonds at 50% with a 50% match from PIAC funds, according to the City?s GO KC Sidewalk Program webpage. The City 2017 Demand Analysis and Systematic Inspection Prioritization Point System show 89111 Street as a Priority 3 and 4 corridor. The Santa Fe Hills Homes Association is requesting that the City of Kansas City construct a new sidewalk with curbs on East 89th Street in order to promote pedestrian safety and access to existing facilities and services. The new construction would be from the southwest corner of the interSection of East 89th and Main Streets (Rainbow Lane on the north side of the street) to the intersection of East 89th Street and Troost Avenue. Thereby providing a connection between the existing sidewalks on Holmes and Wornall Roads, pedestrian safe access to Troost Ave. and the Troost MAX, and a connection to existing sidewalks on the west through to Ward Parkway Blvd. 89th Street between Holmes and Womall is a very busy street because it is the only direct east/west street south of .85th and north of Bannister Road. As such, all types of emergency services use this street. They and most other vehicles travel at speeds in excess of the limits. This is the main access from the east to Boone School and to Center High School from the west. Persons using 89th Street must walk in the street and that is very dangerous not only because of vehicle Speeds, but because there are areas/times in which cars may not be able to see pedestrians, especially early mornings in the winter months when school children walk to schools. Other major destinations include the East Village development (currently under construction), Discovery Center, UMKC Hospital Hill and Main Campus, Rockhurst University, The Landing, Jackson County Court ,Truman Medical Center, UMKC Dental School with dental care, and Children?s Mercy Hospital. Facilitating access to this transportation corridor will have a major impact on pedestrian mobility within a large area of the City. This sidewalk and curbs addition would enable pedestrians to safely reach places near to and far from their residences such as schools, shopping centers, libraries, churches, places of employment, grocery stores, restaurants, other retail shopping, medical services, governmental of?ces, and entertainment venues. Pedestrians would have direct access to Ward Parkway Center which includes restaurants, entertainment, educational opportunities, businesses, a theater, and a multitude of retail stores. As well as access to four schools, and four grocery stores (including Target at the Ward Parkway Center). Center High School lists their student population as 696 students, plus teachers and support staff. If half of those students walk to and from school, and twenty-?ve percent of those students walk west, then that calculates to nearly 90 students walking twice per day along streets with no sidewalks. East 89th Street borders the south edge of the high school, has street lights and cross walks, however after safely crossing Holmes Rd. at 89th St, there are NO sidewalks! Veterans living in the Veterans Community Pro'ect homes, residents of three multi- family developments east of Troost Ave. on 89l St. would have safe, dependable access to resources west of Troost Ave. These include the Womal] Rd. transit system which links to the Main MAX providing service to Downtown areas not served by the Troost MAX. Main MAX destinations include: Sprint Center, Plaza Library, Crown Center, and Union Station with access to the Street Car, Downtown Library, and City Market. Safety of pedestrians on this street depends in large part on the completion of a connecting sidewalk with a curb. Vehicle traf?c along this corridor is signi?cant and provides very dangerous conditions for pedestrians. 0 KC Scout Transportation Data - US71 South of 75th St. shows 13% increase in traf?c from 2016 2018. Because of the busyness of the road, the fact that the road contains no shoulder area, and the lack of a sidewalk, many of our students that could walk to school do not take advantage ofthe proximity that they have to the school, because to do so requires them to walk down in a ditch, way up on people?s yards, or out in the street. These aren?t desirable or safe choices to make. Yet, we still have a few families that allow their children to walk down this street to get to school. The City has created a program to systematically evaluate, repair and replace sidewalks. The goal is to make it through two citywide inspection cycles over the 20 years of the infrastructure bonds program. New Systematic Sidewalk Inspection Program The systematic inspection will create priority lists for inspection based on a data-driven points system. These criteria were developed through meetings with Councilman Scott Wagner?s sidewalk working group and other stakeholder groups, and through research of other municipalities that implemented a similar process. The following inspection prioritization plan, assigning points based on proximity to locations and other household factors, was approved by City Council in August 2017.
