Maracz, In 2011 I announced a plan to identify and prosecute rapists who have evaded law enforcement for years?and in some cases decades. The results of this plan, known as the Sexual Assault Kit (SAK) Testing Initiative, are unprecedented. Leads developed by BCI are leading to the arrest and prosecution of rapists and murderers. As of December 1, 2014, BCI has received 9,020 SAKS. Of those SAKS submitted, scientists have fully examined 5,626 and BCI has provided reports to law enforcement. Investigative leads have been developed from the CODIS database in 2,120 of those kits tested. The lab is well on its way to completing analyses on the remaining 3,394 kits. Nonetheless, the impact of the SAK Testing Initiative on the criminal justice system cannot reach its full potential without active participation from local law enforcement. Investigating new leads in Cuyahoga County, alone, has led to more than 230 indictments. Of those indictments, 43 pleas have been accepted and 16 guilty verdicts have been reached. The success of these investigations has earned national attention as more states look to model their own initiatives after Ohio?s. In order to secure effective and ef?cient law enforcement, my of?ce is fulfilling its obligation under Revised Code section 109.55 by seeking disposition information related to the SAK Testing Initiative. According to BCI records, your agency submitted evidence for DNA analysis as part of the SAK Testing Initiative.
