Situation Appraisal Mayor Cantrell has identified violence reduction as a top priority for her administration. Accepting the recommendation of the Violence Reduction Strategies Subcommittee of the Transition Team, the Mayor’s Office would like to establish a Gun Violence Reduction Working Group. The main purpose of the Group will be to develop a plan for gun violence reduction that focuses primarily on prevention-based social programs, delivered to high-risk individuals. The implementation of this plan would be a complement to enforcement-related activities and reentry efforts focused on the same goal. Services to be Delivered Working in partnership with Mayor’s Office Staff, Working Group members, community members and subject matter experts, we will coordinate the activities of the Working Group to support the development of the Gun Violence Reduction Plan. In particular, we will: 1. Structure the work of the Group to leverage the expertise and experience of the individual Working Group members 2. Identify best practices for social services-focused prevention strategies used in other cities 3. Develop recommendations for how to implement a successful Violence Reduction Plan in New Orleans These services will be delivered via the following methodology: Working Group Meeting Facilitation • Serving as the chair for the regularly-scheduled Working Group meetings City of New Orleans Office of the Mayor 2 GUN VIOLENCE REDUCTION WORKING GROUP FACILITATION Process Coordination • Meeting regularly with Mayor’s Office staff to provide updates on the progress made by the Group and to plan next steps and future activities • Meeting with Working Group members, as needed, to discuss ideas and ensure they are optimally prepared for upcoming meetings Research • Conducting research on strategies used in other locations regionally and nationally to determine best practices that might be applicable to the project; includes identifying subject matter experts to interview and/or invite to present to the Group Meeting Preparation • Creating meeting agendas that maximize the benefit of the Group’s meeting time • Preparing background meeting materials to ensure that Working Group members are best prepared to engage during the Group’s time together Document Production • Drafting and coordinating the revision of the final Plan document Project Staffing I will serve as the Project Manager for the engagement and as the Facilitator for the Working Group. Consulting Fees and Expenses The estimates provided below assume the following: • Total billable time estimates are based on TCCG staff allocation of 1 FTE • TCCG billing rate of $150/hour • Estimates do not include time/resources contributed by Mayor’s Office staff (e.g., for notetaking, booking of meeting locations, etc.) • Production of a comprehensive 30-page written Gun Violence Reduction Plan document • A 9-month engagement that will last from September 2018 to June 2019 City of New Orleans Office of the Mayor 3 GUN VIOLENCE REDUCTION WORKING GROUP FACILITATION A summary of the estimated time and costs needed for the project is given in Table 1 below. ERICH CAULFIELD , PROJECT MANAGER FOUNDER AND PRESIDENT THE CAULFIELD CONSULTING GROUP R. Erich Caulfield is the Founder and President of The Caulfield Consulting Group (TCCG), a New Orleans-based management consulting firm that specializes in helping clients to improve their organization’s performance and grow through planning, coordination, and operational support. Erich has led the firm in providing project management and logistical services to nonprofits; private companies; and local, regional, and state government agencies. Before entering government service, he worked in management consulting as an Associate at McKinsey & Company, focusing on public sector and process-related projects.
