S. LOEWEN, DOB: did possess, manufacture, transport, sell, or transport a prohibited weapon, namely: a pipe bomb, which is an explosive. All of which is a Class Felony offense being contrary to and in Violation Of As and against the peace and dignity of the State of Alaska. IN THE DISTRICT COURT OF THE STATE OF ALASKA FIRST JUDICIAL DISTRICT, SITKA, ALASKA This complaint is based on the observations and written report of Sergeant Isaiah CLARK of the Sitka Police Department which states, on 10/04/2018, Scott SALINE came to the Sitka Police Department with a pipe bomb that was reportedly found out Herring Cove Road. Sgt. CLARK observed the device to be a black steel pipe/nipple, approximately 1/2x6 inches, with a steel cap on either end. The device had a fuse inserted.into a hole, which was drilled in the pipe, just below the threading. The fuse had what appeared to be a sealant around it. This device was considered highly volatile and was immediately placed in a locked and secured location, at a restricted site, away from people. On 10/11/2018 the FBI, with the help of an EDD (Explosive Ordinance) robot, assisted SPD in disabling the device. The device was found to have a black powder substance inside of it, consistent with gun powder. On 10/12/2018, Sgt. CLARK went to LFS Marine Supply and retrieved a receipt, from 10/03/2018 at 1717 hours, of 3 1/2x6 inch black nipples, 6 1/2 inch and caps, and gasket sealant purchased in cash (a $100 bill). I observed surveillance footage from approximately that time on 10/03/2018, and observed who 1 know from prior contacts to be the defendant, in the store, close to closiro time I spoke with the cashier who helped the defendant, and she stated she specifically remembered him because he was still in the store past closing, appeared to be "twitching," and had lost a $100 bill which she helped him find in one of the pipe bins be we. ;ooxing through; She stated that he made an odd scarement while loosing through the pipes, specifically that "no one in town will sell me a gun." On 10/12/2018 Sgt. CLARK called Orion?s Sporting goods to inquire if they sold black powder. They reported that they did, and may know why Sgt. CLARK was calling. The employee on the phone then offered information that the defendant was in recently and had purchase a container of black powder, and that they had the receipt- Sgt. CLARK went to Orion?s Sporting Goods and contacted 2 clerks, who were familiar with the defendant and the purchase. They st ted he came in on 09/28/2018 to purchase a firearm, Jot an ATF Form 4473 and was denied. They said he then inquired about purchasing a black powder pistol, but they were out of stock. They reported he then came back on 09/29/2018, and purchased a less container of Hodgen Pyrodex muzzle loading propel .l a :11: . On 10/14/2018 at approximately 1249 hours, Sergeants Bradly Wheeler and CLARK, along with Officers Samuel HUMPHREYS and Jack FORD, arrived at 2309 #22 Halibut Point Road and contacted the defendant. The defendant was interviewed at the PD, where he admitted to building 1 pipe bomb, to "see if he could do it." He admitted to leaving the pipe bomb out the road, in a gravel lot, as he was too afraid to pick it back up after the wick did not burn. The defendant then admitted that he believed people were trying to hurt him, because he owed them money, and that was why he tried to purchase a gun. He said that he was denied purchasing a gun, thought about a black powder gun, but then thought using black powder in another fashion may be more effective. He admitted to purchasing the muzzle loading propellant at Orion?s. He stated that he used candle wick for a fuse and stated he drilled the hole himself. The defendant agreed that he did not make the pipe bomb with intentions to go and hurt somebody, or destroy property, but just for self-defense. Sgt. CLARK asked the defendant how he learned how to build pipe bombs and he replied "YouTube." The defendant stated that the other materials would be at the house where he is staying, in a dresser. Ofc. HUMPHREYS went with the defendant's girlfriend, Tamara HAYNES, who allowed the defendant to sleep in her room. She showed Ofc. HUMPHREYS where the items were. Ofc. HUMPHREYS located 2 l/2x6 inch pipes with end caps screwed on in the same fashion as the prior pipe bomb: These devices were not loaded with powder. A third l/2x3 inch pipe was with the others. It had a cap on one end and the other end was open. It was observed to have powder residue inside and around the threading, as though it had been fully assembled at one point. None of the devices had fuses ?vserted or holes drilled out. With them was a pack of birthday candles.
