The database is an attempt to track individuals when they leave the Department of Defense, and inclusion in the database doesn’t represent anything illegal or a violation of ethics rules. I have enclosed the findings relevant to Black Box and am requesting verification or refutation of the data from you. Any response would be greatly appreciated, as the accuracy of this information is in the best interest of all parties. When a precise start date was not publicly available POGO chose the first day of the month the employee said they began working for Black Box. POGO is also interested in any related ethics opinions issued for current or former Black Box personnel in compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110-181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Approximate Date Joined Black Box: March 18, 2010 Synopsis: Brigadier General Daniel R. "Rick" Dinkins Jr. (USAF Ret.) was Director of Command, Control, Communications and Computer Systems, Headquarters U.S. Transportation Command, Scott Air Force Base. In that role he was responsible for the Command's investment strategy for all information technology. He retired in 2010. Later that year he joined Pentagon service contractor Black Box to lead their Air Force business efforts. “We are very excited to have Rick join our leadership team as we continue to build strategic programs around Department of Defense requirements...Rick’s experience and knowledge will enable us to develop, fine tune, and deliver improved communications and infrastructure services and solutions to our [Air Force], government, and civilian customers worldwide," the company's senior vice president and general manager for its federal division said in an official press release.
