The database is an attempt to track individuals when they leave the Department of Defense, and inclusion in the database does not represent anything illegal or a violation of ethics rules. I have enclosed the findings relevant to Elbit Systems and am requesting verification or refutation of the data from you. Any response would be greatly appreciated, as the accuracy of this information is in the best interest of all parties. When a precise start date was not publicly available POGO chose the first day of the month the employee said they began working for Elbit Systems. POGO is also interested in any related ethics opinions issued for current or former Elbit Systems personnel in compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Approximate Date Joined Elbit Systems: February 18, 2009 Synopsis: Major General Thomas L. Carter (USAF Ret.) was the Mobilization Assistant to the Secretary of the Air Force, retiring in 2009. He previously was an assistant to then-Senate Republican Leader Bob Dole (R-KS) for three years and was a Deputy Assistant Secretary of Defense for Legislative Affairs. In 2009 he joined Pentagon contractor Elbit Systems as Vice President, Government Relations.
