Dear General Counsel of Ernst & Young:
The Project On Government Oversight (POGO) is creating a Department of Defense Revolving
Door Database on its website (pogo.org), which compiles information from public resources
regarding former senior Department of Defense officials and military officers who went on to
work for government contractors, including Ernst & Young, from 2008 to the present. The
database is an attempt to track individuals when they leave the Department of Defense, and
inclusion in the database does not represent anything illegal or a violation of ethics rules. I have
enclosed the findings relevant to Ernst & Young and am requesting verification or refutation of
the data from you.
Any response would be greatly appreciated, as the accuracy of this information is in the best
interest of all parties. When a precise start date was not publicly available POGO chose the first
day of the month the employee said they began working for Ernst & Young. POGO is also
interested in any related ethics opinions issued for current or former Ernst & Young personnel in
compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition
Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Please be assured
that out of fairness to Ernst & Young, any response received by POGO will be posted on the
website along with the data if you so choose.

1. Individual: Colonel Clophus Thomas (USA Ret.)
Approximate Date Joined Ernst & Young: March 28, 2018
Synopsis: Colonel Cleophus Thomas (USA Ret.) was the J3/Chief Operations Officer
for Joint Force Headquarters - Department of Defense Information Network and
Commander of the White House Communications Agency. According to his Linkedin
profile he retired in 2017. In 2018 he joined Pentagon contractor Ernst and Young as
a senior manager for the defense and national security segment of the company’s
government and public sector advisory practice. "Cleo's experience will be crucial in
helping our clients drive change and deliver on cybersecurity initiatives," Ernst and
Young LLP's Partner and US Government and Public Sector Federal Leader said in
an official press release.

2. Individual: Joseph Quinn
Approximate Date Joined Ernst & Young: August 15, 2013
Synopsis: Joseph Quinn was the Director for Financial Improvement and Audit
Readiness, stepping down in 2013. He became a senior manager for Pentagon
contractor and top private auditing firm Ernst and Young's federal practice soon after
leaving. In 2014 the firm won a $14.4 million contract to audit the Air Force. The
company has also won multi-million dollar contracts to audit the Army, the Navy,
and the Defense Logistics Agency. "As director of the Pentagon’s financial
improvement and audit readiness (FIAR) program for the last three years, Quinn was
point man for the mammoth undertaking of getting DoD’s books in order," the
Federal Times reported at the time. In his new role he would "advise clients on
strategies 'to improve financial, accounting and cost management capabilities.'"

3. Individual: Katherine Hammack

Synopsis: Katherine Hammack was Assistant Secretary of the Army for Installations,
Energy and the Environment, stepping down in 2017. Later that year she returned to
Pentagon contractor Ernst and Young's Government and Public Sector team as an
Executive Director. Katherine Hammack had led the Army's environmental and

4. Individual: Brigadier General Kevin J. Jacobsen (USAF Ret.)
Approximate Date Joined Ernst & Young: August 15, 2015
Synopsis: Brigadier General Kevin J. Jacobsen (USAF Ret.) was the Commander of
the Air Force Office of Special Investigations, retiring in 2014. That office
investigates fraud, counterintelligence, and major criminal matters. The next year he
joined major accounting firm and Pentagon contractor Ernst and Young as Executive
Director for its Fraud Investigations and Dispute Services practice. "Kevin’s work to
counter diverse cyber threats, as well as his experience working with law
enforcement, will be extremely valuable for us in delivering cyber breach response
and investigative services to our clients," the leader of Ernst and Young's Fraud
Investigation and Dispute Services practices said in an official press release.

 Synopsis: Michael J. Janosov was the Director, Security, and Special Program
Oversight for the Office of the Secretary of the Air Force, retiring in 2015. His past
investigations included arson, narcotics, fraud, and counterintelligence. According to

Young shortly after his retirement. His new role included advising on insider threat
programs.
