The database is an attempt to track individuals when they leave the Department of Defense, and inclusion in the database doesn’t represent anything illegal or a violation of ethics rules. I have enclosed the findings relevant to LMP Alliance and am requesting verification or refutation of the data from you. Any response would be greatly appreciated, as the accuracy of this information is in the best interest of all parties. When a precise start date was not publicly available POGO chose the first day of the month the employee said they began working for LMP Alliance. POGO is also interested in any related ethics opinions issued for current or former LMP Alliance personnel in compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Individual: Nancy Heimbaugh Approximate Date Joined LMP Alliance: February 3, 2014 Synopsis: Nancy Heimbaugh was Component Acquisition Executive and Senior Procurement Executive at the Defense Logistics Agency, where she managed an acquisition program that exceeded $38 billion annually. She retired in 2014. According to her Linkedin profile she started her own federal contractor consulting business, LMP Alliance, later that year. According to the company's website LMP Alliance, a certified women-owned small business, "provides advice and assistance to industry and government on a range of acquisition (including IT, operational logistics services, supply chain and weapon system support) with a focus on Federal and DoD procurement processes."
