Dear General Counsel of Noblis Inc.:
The Project On Government Oversight (POGO) is creating a Department of Defense Revolving
Door Database on its website (pogo.org), which compiles information from public resources
regarding former senior Department of Defense officials and military officers who went on to
work for government contractors, including Noblis Inc., from 2008 to the present. The database
is an attempt to track individuals when they leave the Department of Defense, and inclusion in
the database doesn’t represent anything illegal or a violation of ethics rules. I have enclosed the
findings relevant to Noblis Inc. and am requesting verification or refutation of the data from you.
Any response would be greatly appreciated, as the accuracy of this information is in the best
interest of all parties. When a precise start date was not publicly available POGO chose the first
day of the month the employee said they began working for Noblis Inc.. POGO is also interested
in any related ethics opinions issued for current or former Noblis Inc. personnel in compliance
with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110-181, Sec.
847 and certifications of compliance as required by Defense Federal Acquisition Regulation
Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Out of fairness to Noblis Inc.,
please be assured that any response received by POGO will be posted on the website along with
the data if you so choose.

Revolving Door Instances
1. Individual: David R. Shedd
Approximate Date Joined Noblis Inc.: April 30, 2015
Synopsis: David R. Shedd was Acting Director of the Defense Intelligence Agency
(DIA) until 2015, and was previously Deputy for Policy, Plans, and Requirements for
the Director of National Intelligence (DNI). He joined the board of advisors for the
defense consulting firm Beacon Global Strategies later that year, along with the board
of Pentagon contractor Noblis. The then-chair of Noblis's board said Shedd "brings
valuable intelligence expertise" in the press release announcing his addition to the
board.

2. Individual: Letitia A. Long
Approximate Date Joined Noblis Inc.: March 3, 2015
Synopsis: Letitia A. Long was the Director of the National Geospatial-Intelligence
Agency from 2010 to 2014 and Deputy Director at the Defense Intelligence Agency
from 2006 to 2010. She has been a Director at top Pentagon contractor Raytheon
since March 2015. She also joined the board of Pentagon contractor Noblis in 2015.
Noblis received $11.4 million in Department of Defense contracts in fiscal year 2015.
“Tish’s participation on the Noblis Board will help guide our national security
capabilities and elevate our ability to better serve the intelligence community’s
mission," Noblis's Senior Vice President for National Security and Intelligence said in
a press release.

3. Individual: Deborah Lee James
Approximate Date Joined Noblis Inc.: September 28, 2017
Synopsis: Deborah Lee James was the Secretary of the Air Force from 2013 to 2017
before joining the board of Air Force contractor Textron. She also joined the boards
of Unisys Corporation and Noblis Inc. and took advisory positions with Bain and
Company and Beacon Global Strategies later that year. Noblis received $20 million in

 Department of Defense contracts in fiscal year 2017. “We are looking forward to the
wealth of programmatic, policy, and technology experience she will bring to the
company as we continue to remain on the cutting edge of technology in support of
our national security and intelligence customers.” Noblis's President and CEO said in
a press release.
