Dear General Counsel of Rolls-Royce PLC:
The Project On Government Oversight (POGO) is creating a Department of Defense Revolving
Door Database on its website (pogo.org), which compiles information from public resources
regarding former senior Department of Defense officials and military officers who went on to
work for government contractors, including Rolls-Royce PLC, from 2008 to the present. The
database is an attempt to track individuals when they leave the Department of Defense, and
inclusion in the database doesn’t represent anything illegal or a violation of ethics rules. I have
enclosed the findings relevant to Rolls-Royce PLC and am requesting verification or refutation
of the data from you.
Any response would be greatly appreciated, as the accuracy of this information is in the best
interest of all parties. When a precise start date was not publicly available POGO chose the first
day of the month the employee said they began working for Rolls-Royce PLC. POGO is also
interested in any related ethics opinions issued for current or former Rolls-Royce PLC personnel
in compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law
110-181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition
Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Out of fairness to
Rolls-Royce PLC, please be assured that any response received by POGO will be posted on the
website along with the data if you so choose.

Revolving Door Instances
1. Individual: Lieutenant General Jon Davis (USMC Ret.)
Approximate Date Joined Rolls-Royce PLC: August 1, 2017
Synopsis: Lieutenant General Jon Davis (USMC Ret.) was Deputy Commandant for
Aviation,. In that role he helped the Marine Corps field the F-35, and participated in
agreements for Rolls-Royce to provide F135 engines. He retired in 2017 and joined
the board of major Pentagon contractor Rolls-Royce later that year. In 2016 Lt. Gen.
Jon Davis took part in a signing to give Rolls-Royce work on the U.K.'s F-35 engines.
As the head of aviation for the Marine Corps, he was a leading advocate for
accelerated F-35 acquisition.

2. Individual: Lieutenant General Stephen G. Wood (USAF Ret.)
Approximate Date Joined Rolls-Royce PLC: January 1, 2009
Synopsis: Lieutenant General Stephen G. Wood (USAF Ret.) was Deputy
Commander, United Nations Command; Deputy Commander, U.S. Forces Korea;
Commander, Air Component Command, Republic of Korea and U.S. Combined
Forces Command; and Commander, 7th Air Force, Pacific Air Forces, Osan Air Base,
South Korea, retiring in 2009. According to his Linkedin profile and Open Secrets he
became a Senior Vice President for defense relations for Pentagon contractor Rolls
Royce later that year. According to his Linkedin profile in this role he is responsible
for the relationship between the company and U.S. government officials.
