October 26, 2018 Police Sergeant Dan Hiis President Fraternal Order of Poiice Lodge 69 1900 Central Parkway Cincinnati, Ohio 45214 Sergeant Hils Sir, just wanted to take the time to share what i beiieve is becoming a growing concern among the rank and file of the Cincinnati Poiice Department. Last week, many around the Department listened as you voiced concerns about indecisive and ineffective leadership at the highest levels of the agency. As I read, you echoed those sentiments in correspondence to the City Manager and eiected officials asking them to intervene in unfair iabor and disciplinary practices. Many in the rank and file only wish that was the extent of the dysfunction. The rifts caused at the top tiers of the agency has done little more than drive a wedge in the Department, in which a retaliatory culture is emerging that only promises to unleash angry commanders on anyone not deemed to be in their respective camps. I?m sure you already heard this frustration from others but you are probabiy wondering why i would make such a statement. Just a few weeks ago, i was transferred out of my assignment in the Regional Narcotics Unit (RENO). To say the least, this was a position I enjoyed with great passion. At first, Captain Bridget Bardua informed RENU supervisors her intentions were to puli City Officers out of RENU temporarily until operational issues were resolved. Upon reviewing the transfer paperwork, however, this claim was found to be false in that Captain Bardua had already had my permanent transfer signed off on by the Police Chief; prior to this initial conversation with the County. But during my tenure at RENU, my work was commended by both County and City supervisors as well as the Bureau Commander. But unbeknownst to me, Captain Bardua felt it was time for me to leave this position, citing it was time for a change. I even got the obligatory pep talk from Captain Bardua, indicating I have gained so much knowledge in this position to share these experiences with my coworkers in the patrol ranks. Keep in mind; many others in the Narcotics Unit have been in their positions well over 15 years. Many in the Department recognize this speech as the one usually given when they simply want you gone and really have no excuse and it has just been accepted as part of the business. By now I?m sure you are ready to call me and teli me tough luck transfers are a management right and not governed by the contract. The rest of the story, and the real reason for the transfer, in my September 7th, in the late afternoon hours, i had to respond to 05 just for a minute to drop ohC paperwork to the Narcotics Unit. i parked in a ciearly unmarked parking space in the garage and proceeded into the building. When i was ieaving the building with one of Captain Bardua?s assistants, she informed me i was in ?big trouble? because i had vioiated Captain Bardua?s ?pet peeve? by parking in her personally assigned parking space. I found my car was blocked in by Captain Bardua?s unattended Department assigned SUV. After a few minutes, I learned Captain Bardua had no intention of moving her vehicle to let me out. At this time the assistant took a picture of the two vehicles. Aware of her vindictive reputation, played along with the Charade until she finai'ly decided to let me out, some twenty minutes iater. Only then did she provide me with a threatening and profanity iaced tirade which would be inappropriate in any arena, much less a professional police setting. As a subordinate, I felt her behavior was unnecessary, juveniie, menacing and yes, i also believe she created an environment of outright hostility. This is cieariy not conduct becoming of a command officer, especially one who just months earlier, claimed disparate and unjust treatment; citing her rights under a myriad of protected criteria reiative to a police overtime investigation. In closing, i appreciate-the time I got to Spend in the RENU position and look forward to new career chailenges. i would appreciate anything you couid do to put a stop to this type of behavior from those who are supposed to be ?leaders? deserving of our respect.
