The database is an attempt to track individuals when they leave the Department of Defense, and inclusion in the database doesn’t represent anything illegal or a violation of ethics rules. I have enclosed the findings relevant to CB&I Federal Services and APTIM and am requesting verification or refutation of the data from you. Any response would be greatly appreciated, as the accuracy of this information is in the best interest of all parties. When a precise start date was not publicly available POGO chose the first day of the month the employee said they began working for CB&I Federal Services. POGO is also interested in any related ethics opinions issued for current or former APTIM personnel in compliance with the National Defense Authorization Act for Fiscal Year 2008, Public Law 110181, Sec. 847 and certifications of compliance as required by Defense Federal Acquisition Regulation Supplement (DFARS) subpart 252.203-7005; 41 U.S.C. § 2105(c). Approximate Date Joined CB&I Federal Services: December 1, 2013 Synopsis: Rear Admiral David M. Boone (USN Ret.) was Director, Shore Readiness, Deputy Chief of Naval Operations, retiring in 2013. Later that year he joined Pentagon contractor CB&I Federal Services as President. According to GovTribe the company has received $370.2 million in Navy contracts.
