November 1st, 2018 MEMORANDUM TO: INTERESTED PARTIES FR: DAVID FLAHERTY, COURTNEY SIEVERS, MAGELLAN STRATEGIES RE: COLORADO SURVEY SUMMARY OF LIKLEY VOTERS This memo is a summary of a telephone survey of 500 likely 2018 general election voters in Colorado. The interviews were conducted on October 29th and 30th, 2018. The overall results have a margin of error of +/- 4.38% at the 95 percent confidence interval. The survey data were slightly weighted to reflect past voter turnout demographics for a nonPresidential election in Colorado. Measuring Voter Intensity and Turnout Interest in the election has increased significantly among all voters in the past two weeks, with 47% of all respondents on October 8th identifying as a “10” in interest compared to 66% being a “10” now. Republican voters appear to be much more interested in the election with 74% currently identifying as a “10”, compared to only 47% in early October. When combing each party’s respondents who are a “9” or “10” we find Republicans at 84% and Democrats at 80%. It will be very interesting to see if this measurement of voter intensity ends up forecasting the final ballot return data. “How interested would you say you are in the upcoming November elections? Colorado Survey Summary of Likely 2018 Voters Field Dates: 10/29/18 - 10/30/18, 500n, MoE +/- 4.38%, 50% landline/50% cell phone 2 Colorado Governor Ballot Test The survey finds the election for Colorado Governor tightening very slightly, with Democratic Congressman Jared Polis holding a 5 point lead over Republican Treasurer Walker Stapleton, 45% to 40% respectively. Our survey from October 8th showed Jared Polis with a 7-point lead, with 47% support to Walker Stapleton’s 40%. In comparing the two surveys, Jared Polis’s support has declined slightly among male voters by 2 points, among unaffiliated voters by 3 points, and suburban voters by 3 points. Governor Candidate Image Ratings The image ratings of both candidates has changed very little since our survey in early October. At that time, 45% of likely voters had a favorable opinion of Jared Polis and 36% had an unfavorable opinion. Walker Stapleton’s favorable image rating has remained steady with 41% having a favorable opinion of him. However, the percentage of voters that have an unfavorable opinion of him has increased by 6-points, moving from 36% to 42%. “I am now going to read to you the names of people active in politics. Conclusion With less than a week remaining in the 2018 election cycle, the election for Colorado Governor appears to be tightening slightly. However this survey, along with the two prior public surveys we have released this election cycle have consistently measured Jared Polis with a lead of 5 to 7 points. Taking that survey data into account and a real chance that Democrat and unaffiliated turnout will exceed 2014 levels, it is safe to say that Jared Polis has the inside track of becoming the next Governor of Colorado. We shall see. Our Thoughts on Sample Weighting for Party Affiliation One of the most important decisions a researcher makes when attempting to measure voter opinion accurately in a candidate election is determining what the party quotas will be. In other words, what percentage of the total interviews will be from Democrat voters, Republican voters and unaffiliated voters. Because Colorado’s elections are conducted by an “all mail ballot” system, we have the benefit to knowing what the true current party percentages are from the ballot return data. As of the morning of October 31st, we know that of the 940,000 ballots that had been returned, 34.9% were from Republican voters, 34.8% from Democrat voters and 30.3% are from unaffiliated voters. Therefore, some observers would expect us to set the party quotas for this survey according to those numbers. As more ballots are returned, the more the party numbers will fluctuate. However, for the purposes of consistency and comparison to our last survey on October 9th, we have decided to keep the party weights the for this survey the same, being 35% Republican, 33% Democrat, 31% unaffiliated and 1% other. We completely understand that the final voter turnout by party may be less Republican than this survey indicates, and what our own ballot return reports indicate. But again, for reasons of consistency and comparison we are using the same party weights from our October 9th survey.
